About this file

This document contains questions and answers regarding a solicitation by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 for the supply and installation of patient ceiling lifts in 43 rooms at a VA medical facility. All rooms require ceiling lifts capable of lifting a minimum of 605 pounds. No power traverse or bariatric lifts are required. Required capabilities include integrated weight readouts, maintenance toollessness, and WiFi connectivity. Submittals are due within 3-5 weeks of award with installation to be completed after submittal approval. Training will be provided to biomedical staff on lift operation and weight testing will exceed lift ratings by 50%. The level of cleanroom technology required is expected to be at least a Type C, Class III.

Text version

· Will an external scale be acceptable to substitute?

· No

· What are the current rail configurations?

· The rail configuration on these rooms are H-Track except for a couple of rooms that have a Fixed Rail which will need to be converted to H-Track.

· Do you have a particular SDVOSB percentage for labor fulfillment for this request? If so, what is that percentage?

· Please see 13 CFR 125.6 for subcontracting limitations

· Would you please provide either a Reflective Ceiling Plan (RCP) of the 43 rooms OR the size of the H-Frames if the RCP is not available?

· A Reflective Ceiling Plan is not available.

· In your salient characteristics it states you require 550lbs and 1100lbs but it goes on to say there is a preference of a max weight lifting capacity of at least 605lbs. What is the actual weight capacity the VA is looking for? 550lbs? 605lbs? 1100lbs?

· The actual weight capacity that the VA is looking for is 605lbs in all installation. (all rooms)

· If the actual weight capacity of 550lbs, 605lbs or 1100lbs is this because only the tracks can handle each individual weight capacity? Or is the above ceiling structure only capable of handling those weight capacities?

· Above ceiling structure is currently handling 600lbs since our current contract for ceiling lift testing is 150%.

· How many rooms are 550lbs? How many rooms are 1100lbs? Can it be indicated which rooms will 550lb and what rooms will be 1100lb?

· All rooms will be 605lbs.

· In order to quote accurately from a track design and track installation stand point we will need a reflected ceiling plan as well as the floor plan with bed location for each room. CAD files are the most accurate but PDF’s will work as well. The drawings with the dimensions of each room will be necessary to provide an accurate quote.

· A Reflective Ceiling Plan is not available.

· Just confirming there is power traverse option for this bid? As it doesn’t specifically request it but uses the terminology “horizontal speeds”

· No power traverse option for this requirement.

· What is the distance from the finished ceiling height to the concrete deck above?

· These measurements are not readily available.

· How many rooms will our installers have access to per day?

· Unable to say at the present time since it is currently a patient care area.

· I’m assuming this is a renovation. Is it a full gut renovation? Or are the patient lift tracks and motor just being replaced and the ceiling will be intact.

· This will only be a ceiling lift replacement project. Ceiling will be intact.

· The solicitation states install to start 3-5 weeks ARO, can this be amended to after approved submittal?

· Please specify in your quote the time frame required to complete the project as delivery is also considered an evaluation criteria.

· Can you clarify which of the rooms listed are intended to be Bariatric lifts and which rooms will be standard lifts?

· All rooms are standard. There is no bariatric room.

· The solicitation states that lifts should be engineered to 550-1100lbs but preference to 605lbs can you confirm this means you would accept lifts with a max capacity of 550lbs?

· Our need and request is for all rooms to be able to lift up to 605lbs.

· Can you please provide floor plans, reflective ceiling plans, and Structural CAD drawings? If no, can you provide floor to deck heights and ceiling to deck heights?

· These plans are not available.

· Will any of these lifts be installed in the top floor, i.e. directly under roof? And if so, can you provide what the deck is made of (what material, thickness, and if concrete PSI)

· Yes, material determination is readily available.

· Can you clarify the industry standard for life expectancy of lifts as mentioned in the solicitation? Is this noting that industry standard is 15+ years and lifts must last 30+ years?

· Life expectancy is 15 years.

· Can wifi capability be removed? To our knowledge only one manufacturer has “wifi capability”

· No. We are Interested in WIFI capabilities to be able to improve and expand knowing that ceiling lifts have long life expectancy

· Can integrated process management software for generating statistics and documentation during each use of lifts be removed from the requirements to allow additional competition?

· No, in order to improve documentation and evaluate practice this software is needed.

· Will a scale that is not integrated be acceptable?

· No

· Can the requirement to have weight readout on the hand control be removed?

· No

· Can you clarify what “Clean” technologies are?

· Looking for information regarding “Clean technologies” please disregard for now.

· The solicitation lists “toolless” maintenance can this be adjusted to requires minor tools for maintenance?

· No

· Will there be any bathroom access required for these lifts?

· No

· Can the facility provide an opportunity for all vendors to do a site visit? Without seeing the rooms onsite, we are unable to adequately provide the requested quote due to many of the requested requirements.

· Yes. This is advisable.

· Can you clarify in the solicitation it lists training plan for biomed staff to discuss weight/testing, is the intent of this to provide full biomed training?

· The intent is to provide biomed and the electrical shop a basic training on the ceiling lifts.

· The industry standard is to test to 100% of the max weight, can the requested weight test to 150% of the rated capacity be reduced to 100%?

· No, our current contract for weight testing weight test to 150% of the rated capacity.

· Can you provide the level of ICRA intended for this project?

· This will have to be evaluated by Infectious Control, but it is expected to be at least a type C, Class III.

· Can the specification to include In Field Serviceable software-based controller boards be removed?

· No
