QUESTIONS AND ANSWERS for Medical Gases Contract
1. Question: For Liquid Nitrogen Dewar Fills (CLIN # 0015 in Attachment 3), does this the VA estimate a total of (72) liters annually or (72) fills? If fills, then vendors will need to know the Dewar(s) size to accurately price the annual estimate.
Answer: The Liquid Nitrogen Dewar will be a total of 72 fills annually, at 50 Liters per fill.
2. Question: What are the types of VA-Owned Cylinders (mentioned on PG 2 of 8 in SOW)? VA-Owned cylinders are not specified/reflected in Attachment 3.
Answer: The only Bay Pines VA-Owned cylinders are four (4) 50L Dewar.
3. Question: Can VA add a Line Item for Hydrostatic Testing of VA-Owned Cylinders (mentioned on PG 2 of 8 in SOW)?
Answer: Bay Pines VAHCS sees no need to add a Line Item, as the only cylinders Bay Pines owns are the four (4) 50L Dewar.
4. Question: Can offerors provide alternate rental structure to pursue cost savings for the VA (i.e., monthly cylinder rental as opposed to daily cylinder rental)?
Answer: Bay Pines VAHCS will accept monthly cylinder rental.
5. Question: What are the normal working hours referenced in “Deliverable Two” on PG 5 of 8 in the SOW?
Answer: Normal working hours are 7:30am to 4:00pm.
6. Question: How often are cylinder audits required? PG 2 of 8 states “The Contractor shall conduct an inventory at the convenience to the Government with participation of the PM prior to the end of the contract to verify current inventory and prepare the closing of the current fiscal year billing,” & 5 of 8, “Deliverable Four,” on PG 5 of 8 states “Contractor will conduct an inventory of tanks used throughout the Bay Pines VA Healthcare System to determine base rental requirements.” Depending on the frequency of required inventories, this can be costly as Prime Contractor employee must travel to the VA HCS to conduct the on-site inventory.
Answer: The Bay Pines VAHCS prefers Cylinder audits to be made quarterly.
7. Question: Are vendors to price for a quantity of 1 regarding CLINs 0033, 0034, & 0035?
The quantity provided for each of these CLINs is “EA.”
Answer: EA. equals 1.
8. Question: Page 1 of 8 – REF: Emergency Delivery: “and shall provide emergency gas services within 12 hours of request” - normally this is NLT 24 hours, and coordinated with the facility?
RFQ# 36C24820Q1082
Answer: The Bay Pines VAHCS will accept/approve a 24 hours turnaround time for Emergency deliveries.
9. Question: In looking at your statement of work, I notice the Port Charlotte CBOC was left off. Is this just an accident or does the Port Charlotte CBOC not get medical gases?
Answer: Yes, Port Charlotte CBOC will get medical gases, as they are a part of the Bay Pines VA Healthcare System. It will be a total of 9 VA facilities receiving medical gases (Bay Pines VAMC, Lee County Healthcare Center (LCHCC), St. Petersburg CBOC, Bradenton CBOC, Naples CBOC, Palm Harbor CBOC, Sarasota CBOC, Sebring CBOC, and Port Charlotte CBOC). Please see Attachment 4, revised SOW.
10. Question: I do notice there is a requirement for delivery to the CBOCs associated with the Bay Pines VA Healthcare System. However, I do not see in Attachment 3 (the CLIN worksheet) where you all have estimated how many of these cylinders are going to which CBOC; just a total estimated amount. Is there any way we can get an estimation of how much medical gas each facility will need? This will help us better understand the transportation and delivery costs and thereby give a more accurate proposal to the Government.
Answer: The estimated tanks/cylinders to each of the seven (7) CBOC facilities listed in question 9 are between 6-10 cylinders monthly (roughly 1-2 trips). The estimated tanks/cylinders to Lee County Healthcare Center (LCHCC) are about 100 cylinders monthly (roughly 1-2 trips). Bay Pines VAMC currently receives on average two (2) deliveries a week of tanks/cylinders.
