RESPONSE TO VENDOR QUESTIONS AND REQUEST FOR INFORMATION

Q. 1. Can the home delivery services of be outsourced to next day partner?

R. The home delivery shall be performed as per PWS, and is not to be performed via USPS, DHL, FedEx, etc., subcontracting is highly discouraged when managing medical supplies.

Q. 2.Could you provide the volumes regarding the following?
a.Inbounds of merchandise
b.Orders per day (history and expected)
c.Quantity of items per order
d.Size of pallets / products to be received
e.Any other relevant sizing and details on the products to be handled

R. The volume and/or quantities are estimated, and the estimated minimum and maximum quantities appear on each line item of the price schedule. The merchandise volume to be managed varies monthly based on the need of the products. The deliveries are scheduled by VA Warehouse designated personnel with the contractor POC. Multiple deliveries are usually performed during the month and/or week based on transportation (trucks) availability. A minimum of two (2) containers per week has been the historic trend, each container may account for 22-24 pallets. Each order/prescription accounts for one item. The VA utilizes standard size pallets with an approximated height of 60 inches. Products to be handled are in the description of each line item (see price/cost schedule)

Q.3. Value of Inventory for liability purposes?

R. The average monthly inventory value is currently estimated at $300,000.00 in merchandise. Your liability insurance shall provide coverage for a minimum of this amount.

Q.4. On the average, how many supply days are provided to the patient? Will it be a supply of 30, 60 or 90 days?

R. The supply days varies from patient to patient, the order/prescription will stipulate the amount of supplies to be delivered.

Q.5. How many patient-deliveries are projected per month?

R. See minimum and maximum estimated monthly amount included in line item description on the Cost/Price Schedule.

Q.6 Will the VA maintain a full inventory in the contractor’s facilities of the products to be delivered to the patients (except pharmaceuticals)? If not, will the contractor have to arrange for the pick-up of these products from VA’s or the provider’s facilities?

R. Yes, the VA will deliver the full inventory of supplies/products received from suppliers except refrigerated medications to the Contractor storage facility.

Q.7. If the VA intends to store inventory in the contractor’s facilities, how often will product deliveries to these facilities be made? With what frequency, daily, bi-weekly, monthly?

R. Delivery schedule is to be coordinated with Contracting Officer Representative (COR) and VA Warehouse personnel. Frequency of deliveries will be based on quantity of merchandise received and transportation (trucks) availability. Based on historic data, delivery schedule is set-up for at least a weekly delivery. However, multiple deliveries can be done within the same week.

Q.8. Will the VA or provider make the deliveries into the contractor’s facilities or are the products to be picked-up by the contractor at the VA’s or provider’s facilities?

R. The VA warehouse will deliver the products to the contractor facility. Delivery schedule is to be established in coordination with COR and VA Warehouse.

Q.9. In general, will the VA allow the contractor a direct, expedited, access to an individual to assist the contractor in trouble-shooting situations as these arise?

R. The contract has an assigned Contracting Officer Representative (COR), to assist with the overall management and oversight of the performance of the services. Situations are to be reported to the Contracting Officer (CO), who has the authority on behalf of the Government, for consideration, evaluation and resolution at the applicable level.

Q.10. How many pallet-spaces will be needed for warehousing these products?

R. The contract requirement as per PWS is for a space of 8,000-12,000 square footage. The pallets used are standard size with an approximated height of 60 inches.

Q.11. With respect to the average delivery, how many different products are usually included in a single delivery?

R. Deliveries will vary, they may contain a single product or both types of products (medical supplies and nutritional supplements). See cost/price schedule for description of line items.

Q.12. Re: nutritional supplements, will deliveries be by the case or the can?

R. Deliveries are by cases. Standard pallets of cases.

Q.13. Will the VA provide data concerning the quantity of units or boxes of each product that are projected to be inventoried in the contractor’s facility?

R. The quantities of estimated units per month have already been provided in the cost/price schedule. Since quantities may vary only estimates are to be provided.

Q.14. Will the data include each product’s description, NDC or SKU, unit of delivery, etc?

R. Once contract is Awarded additional detailed list will be provided.

Q.15. Will the delivery technician have to instruct the patient concerning the products delivered?

R. No, products to be delivered have already been discussed with patient by their medical provider.

Q.16. Will there be products that require assembly?

R. No, all products are for storage and home delivery only except refrigerated medications which are for home delivery only.

Q.17. Please, define the meaning of “refrigerated medication”. Does it mean Rx products that require to be stored inside a cooler, or products that can be stored in air-conditioned areas?

R. A refrigerated medication is a prescribed medication that needs to be maintained at temperatures between 8 and 15 degrees Celsius (46 and 59 Fahrenheit).

Q.18. When does the delivery time commence to count? From the time the contractor receives written notification from the VA, or from the time the VA notifies the contractor that the product is available for pick-up or from the time that the VA makes the product available for pick-up?

R. The delivery time begins the moment the Contractor receives the order/prescription. See PWS for details.

Q.19. How will the VA address situations where the product is available for pick-up at a time when it is too late to arrange for its pick-up or too late to affect an on-time delivery?

R. Contractor will only pick-up from the VA Pharmacy refrigerated medications. Those pick-ups are established and coordinated between Contractor and designated Pharmacy staff.

Q.20. Situations will arise when, unrelated to the contractor’s actions or omissions, the patient is not available at his/her residence to receive the delivery; this notwithstanding prior delivery coordination and confirmation. In such cases, will the full charge still apply?

R. The Government is currently gathering information about this matter, a subsequent Amendment will be issued to provide a response.

Q.21. Since undelivered pharmaceutical products must be returned “on the same date” to the VA Pharmacy, how will the VA manage situations when the contractor returns to San Juan at an hour when the VA Pharmacy is closed?

R. Each VA Pharmacy has its own business hours (to be discussed once Awarded) however, San Juan facility has Pharmacy staff 24/7 for such instances.

Q.22. Are there restrictions or limitations relating the delivery technicians effecting Rx and other type of deliveries to the patients.

R. No, as long as home deliveries are complying with PWS terms and conditions, taking into account the handling of the type of product (temperature control for refrigerated).

Q.23. Will the VA provide data establishing minimums/maximums inventory levels? Who will be responsible for establishing inventory replenishment triggers, the VA or the contractor?

R. The VA Pharmacy Service will monitor inventory levels through the Inventory reports submitted by Contractor and orders/prescriptions internal reports. It is the Pharmacy who established the point of re-order trigger.

Q. 24. For insurance purposes, will the VA provide the contractor with an estimated inventory value?

R. For liability purposes, the average estimated value of the monthly inventory to be managed monthly is $300,000.00
