36C24820Q0058 – Window Cleaning Services @ Admin Building
Questions and Answers (Q&A’s):
1. Will the glass panel on the stairs be cleaned inside too?
Yes, the inside of all window panels is to be clean. Please refer to solicitation Performance Work Statement (PWS).
2. Are the semi-transparent awning-like panels that cover the walkway from the Administration Building’s main entrance to the main entrance of the hospital included in the cleaning contract?
Yes, they are included.
3. For the exterior window cleaning at emergency staircase it will be using a suspended scaffold.
The building has the two-hold perfect, but the 220 power is available for use the suspended scaffold?
It will be provided by VAMC as needed.
4. Effective November 20, 2017, the new OSHA Walking Working Surface rule in specific 1910.27(b)(1) entered into force. Where it says that every building owner must have certified anchor points to support 5000 pounds for each man in any direction. The building owner or facility manager must provide the contractor with copies of the certifications. Does the Administrative building have anchors and certifications as required by the new OSHA rule?
No. (safety will verify if it is required, if required it will be provided before work start).
5. The main entrance has a glass canopy is included? If is included, we need a certification of the total weight per square foot support the glass. VA have this certification?
Yes, offeror to submit best procedure to accomplish this task.
6. Will the windows of the area denominated as “Future Canteen Service Dining Area” be included in the contract? Exterior only? Or In/Out service?
Yes, initially the exterior panels are to be clean. At present the Canteen new dining area is under construction. Upon knowledge of the occupancy date, the government will request cleaning of the interior windows and glass panels. Services may be incorporated in the contract via supplemental agreement upon knowledge on an opening date. Please provide breakdown for this activity.
7. Are the “sidelights” or “vision panels”, that is, the glass windows beside the entrance door to each private office, to be included in our proposal for the contract?
All glasses are to be clean. Please refer to solicitation PWS.
8. In page # 33 (i) in Technical Factor point #2 VA request evidence of International Window Cleaning Association (IWCA) membership. The request is evidence of membership or evidence of Certified Window Cleaner by International Window Cleaning Association (IWCA)?
The government is requesting both membership and the evidence of certified window cleaner.
9. Is the cleaning of the windows to be performed all sections at once or segmented throughout the year?
Work to be completed twice a year (see PWS).
10. Is there a 220-volt outlet near the hook up for the swing stage?
It will be provided by VAMC as needed.
11. Is the removal of the “hard water” stains contemplated in the contract?
Yes.
