The Design-build (DB) Project is located at the Lee County VA Healthcare Center (LCHCC), 2489 Diplomat Pkwy, Cape Coral, Florida, 33909. A design-build (DB) project shall be developed to remove and replace the existing 35 TON rooftop chiller which is mounted to a steel platform. DB includes the replacement of the chilled water system distribution components associated with this chiller. DB includes the removal and replacement of the steel platform which supports the chiller.
a. The design-build contractor shall provide all design-build services, construction services, supervision, labor, materials, tools and equipment required to design and replace the existing 35-ton air-cooled chiller system and system components located at the outdoor roof level of the Lee County VA Healthcare Center (LCHCC).
b. The design-build services shall follow all VA Design Manuals, National CAD Standard Details, Facilities Procedures, state and local codes, and VA Master Specifications and as directed by VA Project Manager for the specific project. In the event the code requirements and the VA design requirements are in conflict or contradict each other, the stricter requirement shall prevail and shall be enforced under this contract. All master specifications and design manuals are available on-line at the following Office of Construction and Facilities Management website:
http://www.cfm.va.gov/til/
c. The DB bid proposal shall include all site investigations required to develop and construct this DB project.
d. All site visits will be scheduled a minimum of five working days ahead of time through the LCHCC Engineering Department. Each contractor will be required to wear a VA furnished ID badge at all times while working at the facility or as approved by the LCHCC Engineering Service.
e. The DB services shall include the following:
1. The removal and replacement of the existing 35-ton Trane CGAM Air Cooled Scroll Packaged Chiller and all associated system components mounted to the steel support platform structure. System components include air separator, pot feeder, water filtration system, circulation pumps and other system components related to the chiller chilled water distribution system, including system HVAC controls, remote monitoring, and system operating controls and sequencing of system operation. The replacement chiller and system components shall match type and model of what is presently in place. The new replacement chiller shall also include the following factory options which are not options of the present chiller to be replaced:
a. Replacement chiller shall have a “wind load for Hurricane” rating.
b. Replacement chiller shall have coils that are coated for resistance to corrosion as a factory option.
c. The present chiller to be replaced is a TRANE (FOR OUTDOOR USE) MODEL NUMBER:
CGAM 035F 2C02 AXD2 A1B1 A1AX XA1C 1A4A XAXX XAIA 3X1D XXXL XX
This model number does not include above options 1.a. and 1.b. and shall be included as factory options in replacement chiller under this DB project. See Photo 5.
2. The DB project shall include the replacement of the existing chiller system support platform, excluding the stair and platform components constructed of aluminum which are to remain. Existing aluminum stairs and platform are to be modified as necessary to facilitate the replacement of the chiller system support platform. The new replacement platform structure shall be constructed of marine grade aluminum or marine grade stainless steel (non-ferrous) suitable to withstand the coastal environment of Florida and shall be constructed using solid structural elements; hollow members will not be acceptable. Replacement platform shall be designed by a Florida licensed professional structural engineer hired by the DB contractor and designed to support the new chiller and all the system components. New platform shall be designed to meet Miami-Dade County wind load ratings and requirements. The existing supports mounted to the roof may be re-used provided they are deemed adequate by the structural engineer to support the new chiller system and meet wind load requirements. These existing supports columns are to be coated, after surface preparation, with a 2-part epoxy coating to prevent rust. Dielectric isolation shall be provided, that is rated for Miami-Dade County wind loads, to isolate dissimilar metals between chiller system components and the new platform.
3. In reference to the above platform replacement work, the DB contractor shall temporarily support the existing aluminum platform and stairs as necessary to accommodate the removal and replacement of the existing chiller and systems support platform. At the completion of the new platform installation, the temporary supports shall be removed. These temporary supports may remain in place if the temporary supports are designed to be integrated with the new replacement platform structure. Any components that are integrated with the final replacement platform structure shall be constructed of aluminum or stainless steel, and shall meet Miami-Dade County wind load ratings and be included in the structural design by a Florida licensed structural professional engineer.
4. The DB contractor is notified that the existing concrete building structure is constructed with prestressed beams and drilling into these structural elements is prohibited. In the event these structural elements are compromised, the DB contractor will be responsible for repair costs and incidental costs incurred by the VA.
5. Vibration isolation shall be provided for the new chiller and all vibrating system components to prevent the transfer of vibration to the building structure. The replacement platform, including required vibration isolation of the new platform, shall be designed by a Florida licensed professional structural engineer.
6. Existing disconnects, lighting and receptacles deemed to be operational and rust-free shall be removed to accommodate the replacement of the platform. These devices are to be re-installed if electrical ratings are determined to be adequate for the new replacement equipment, otherwise new replacement disconnects, and electrical components are to be provided. Dielectric isolation shall be provided to isolate dissimilar metals when the electrical system components are re-installed. Waterproof flex conduit, including wiring from disconnects to equipment shall be replaced with new materials. See Photo 1 and 7.
7. Existing electrical power distribution panels and main disconnect, including breakers shall be evaluated and reused if electrical ratings are adequate to support the replacement equipment. Panels that are rusted shall be replaced. All conduit and wiring from the electrical panels and starters shall be replaced with new materials. See Photo 3 and 7.
8. Provide new pump control panel including all associated conduit and wiring. All chiller control components and control system shall be replaced. See Photo 2 and 4.
9. Under no circumstances shall the Surgical Suite be without conditioned air. If the chiller system replacement work is performed during the cooler season (December through the end of January), the DB project shall include provisions for providing backup chilled water to the existing Air Handling Unit AHU-2-5 booster coil to provide the required space conditioning for the operating room suite. See Photo 8.
10. The existing chilled water supply and return piping from the chiller to the existing air handling unit AHU-2-5 booster coil shall remain. This piping shall be cleaned and flushed internally, including the flushing out of the existing AHU-2-5 booster coil and existing strainer. DB contactor shall take necessary precautions to prevent damage to system components at the AHU-2-5 booster coil. DB contractor will be responsible for any damage caused to the coil, piping and components. Reference Photo 8.
