Ambulance ALS/BLS Ground Transportation Service - JAHVAH, Tampa, Florida

Request for Proposal (RFP) # 36C24819R0150

Responses in yellow:

1. In the pricing schedule contract option years, the quantities for each contract line item is staying the same as the original 2020 base year quantities. Was that your intent or do you anticipate growth in the option year quantities for these contract line items?

Quantities are difficult to base and increasing at a 10% inflation would can cause an improper calculation of appropriated funding. The quantities will remain as listed.

2. In the pricing schedule for CLIN 0007 in the 2020 base year, what is the current 2019 NACI cost? Will these charges be passed on to the provider?

NACI cost has never been itemized. If the Vendor incurs a charge for NACI processing, the

Vendor is allotted to bill for services paid.

3. In the pricing schedule, CLIN number 0006 in the base 2020 year, as well as, the respective

CLIN in the option years, is asking to quote one rate for wait times, no shows and dry runs. Given that the pricing structure for a wait time( based on minutes required to wait) is different than a no show or dry run( based on a flat fee) can the VA modify the pricing schedule to separate this CLIN into two separate CLINS, one for wait time and one for no show/dry runs?

This could be done, however, historically, wait times carry the same charge as no show/dry runs. As such, the CLINS will remain as listed.

4. On page 15 of 85 of the RFP the states: “Patients may be transported to or from any designated location within the defined service area, encompassing the state of Florida, to include county to county transports and within county transports for wheelchair and stretcher”. However, there is no wheelchair and stretcher pricing options in the RFP pricing schedule, please clarify whether respondents should be including a wheelchair and stretcher pricing option.

Please submit pricing as listed in the Price/Cost Schedule in accordance with the SOW, ‘the

Contractor shall provide all emergency vehicles (ambulances), personnel, management, supplies, transportation, fuel, equipment, reports, and anything else necessary to successfully furnish Advanced Life Support (ALS) and Basic Life Support (BLS) Ground Transportation

Service as identified in the Price and Cost Schedule’. The wheelchair/stretcher is standard to be included for Advanced Life Support (ALS) and Basic Life Support (BLS) Ground

Transportation Service.

Question: Is this a set aside and if so what type?

Response: The Government will award a Firm-Fixed Price contract to the responsible proposal using a comparative evaluation utilizing Tiered evaluations of offers, also known as “cascading evaluation of offers”. Please see Basis of Award beginning on page 54 of the RFP solicitation.

Question: Do you need a Certificate of Needs in Florida to submit a bid for this solicitation?

Response: No, you do not need a Certificate of Needs, (CON) to submit a bid for the subject solicitation
