The purpose for amendment 0001 to this solicitation is as follow:
In accordance with the terms and conditions of the above referenced solicitation in block 9A, the solicitation is hereby amended to make changes to section B.2 Price Schedule, section B.3 Performance Work Statement (PWS), to remove an evaluation factor and to address vendor questions. (Reference pages two (2) thru five (5) for the required changes).
The due date and time for receipt of proposals will remain the same.
Yamil O. Rodriguez Contracting Officer The following changes have been made to the solicitation as a result of this amendment:
SECTION B.2 PRICE SCHEDULE CHANGES
1. Section ten (10), Pricing Instructions, page seven (7) of the solicitation has been updated to include additional information for clarity.
Pricing Instructions: Offerors must fill out the cells in the following columns in the Price Schedule for each Contract Line Item Number (CLIN): unit price, estimated total price, estimated grand total for the base year, each option year and the estimated grand total for the base and option years one (1) thru four (4) for pricing and evaluation purposes. The Offeror shall complete the price schedule for the region(s) that it services.
It is anticipated that each facility will have different capacity requirements and should propose an estimated quantity based on the facility’s capability to meet the estimated veteran population for the catchment area within VISN 8 in which a proposal will be submitted for consideration. The length of stay initially authorized per veteran will be sixty (60) days, which equates to an estimated amount of 106 veterans for the base year, for contract line item number (CLIN) 0001, daily rate for Community Based Residential Treatment for SUD (Tampa, FL Catchment Area). For an example, if a facility only has capacity for 53 veterans annually, the estimated quantity would be 3180 for CLIN 0001. Once the maximum estimated quantity is met per CLIN, the Government reserves the right not to issue any further contracts until there is a need for additional facilities.
Throughout the life of the contract the VA will pay the awarded fixed rate.

1. Number five (5), Factor 4: Inspection, page 80 of the solicitation is hereby removed in its entirety
VENDOR QUESTIONS
Q.1 Can you share with us the format for the solicitation or direct us to the site that outlines the format to be used.
A.1 The solicitation can be obtained at www.fbo.gov, solicitation number 3624819R0032. Reference pages 72-74 for Instructions for Proposal Submission and pages 79-81 for the addendum to FAR 52.212-2, Evaluation-Commercial Items.
Q.2 The professional credentials listed in the solicitation speak to psychiatrist, psychologist and social worker. The major of the service are provide by staff that are either licensed as mental health counselors or marriage and family therapists or supervised by a Director or manager that is licensed under FL Statute 491 but not a Social Worker. All of the staff therapists possess a minimum of a Master degree. Is this acceptable under this solicitation?
A.2 The professional credentials may also include licensed mental health counselor and licensed marriage and family therapist. Mental health counselors and marriage and family therapists who are working towards licensure and working under the supervision of a director or manager who is similarly licensed is also appropriate.
Q.3 Can we utilize these dollars at any of our substance abuse residential programs within our System of Care? We currently have six residential programs within three of the four counties we serve.
A.3 Contractor’s may submit facilities in which they provide community based residential treatment for substance use disorders (SUD) services for consideration. However, the final determination as to whether or not a facility will be utilized is the Government’s decision.
Q.4 I’m unsure of what is supposed to be entered into box 12, Discount Terms.
A.4 The contractor shall identify the discount terms for prompt payment in percent. This block should reflect the prompt payment discount offered to the government.
Q.5 When completing the pricing grid should I be calculating based on the estimated quantity already entered? I’m assuming those are patient days of needed residential treatment, but I wanted to make sure I was correct.
A.5 The unit of measure for the estimated quantity is days or DY. The length of stay initially authorized per veteran will be sixty (60) days (reference paragraph 4.3., page 24 of the solicitation), which equates to an estimated amount of 106 veterans for the base year, for contract line item number (CLIN) 0001, daily rate for Community Based Residential Treatment for SUD (Tampa, FL Catchment Area). Each facility has different capacity requirements and should propose an estimated quantity based on the facility’s capability to meet the estimated veteran population for the catchment area within VISN 8 in which a proposal will be submitted for consideration. For an example, if a facility only has capacity for 53 veterans annually, the estimated quantity would be 3180. Section ten (10), Pricing Instructions, page seven (7) of the solicitation has been changed to include additional information for clarity.
Q.6 If we use no subcontractors is the subcontracting plan model required? All our staff are regular employees and not subcontractors.
A.6 Subcontracting plans are required for large businesses. Reference page five (5), section six (6) of the solicitation and page 55, section C.11, VAAR 852.219-9, VA Small Business Subcontracting Plan Minimum Requirements (DEC 2009). If Subcontracting opportunities are not available, Contractor Certification is required demonstrating that non-subcontracting possibilities exist. The Deliverables Table under section 11.10., pages 36-37 of the solicitation will be updated for clarification.
Q.7 For the listing of key personnel would they want to see personnel such as the medical records staff listed?
A.7 No, for the Key Personnel listing, “The Contractor shall identify, by name, Key Management and Technical personnel who shall work under a contract with VISN 8 representatives at the time the service is being provided. The Contractor shall submit a listing of names, position and telephone numbers of all key personnel. In the event a key person on the list becomes unavailable, it is the Contractor’s responsibility to inform the COR immediately so that there will be no lapse of communication.” Reference section 4.9., page 27 of the solicitation.
Q.8 One of the requirements is that there are awake staff on each “floor” of the facility. We have awake staff at all times but our environment is different than a hospital with floors. I have attached a picture as it will help me describe it. The picture shows what we call the village. Our office building is just in front of it. The person taking the picture is standing at the back of the office. The village has 7 houses in it, each has 2 units and each unit has 3 bedrooms and 2 bathrooms and can house 4 people (it also has a kitchen, living room, dining room, TV and phone). The awake staff makes rounds during the night and makes sure all clients are where they are supposed to be and all the doors are locked. We meet all the Joint Commission life safety standards. We just had our triennial survey with them in May of this year. I wanted to check to make sure that this would be sufficient since technically we don’t have floors for monitoring in our facility.
A.8 The requirement is met with TJC life safety standards in place and staff monitoring throughout the night.
Q.9 I am inquiring on the solicitation below. Is this available for a Psychiatric Registered Nurse to supply the community based residential treatment? Is it to go to the patients home or is it to supply a residential program for patients to reside?
A.9 The requirement is specifically for Community Based Residential Treatment for Substance Use Disorders. Patients will reside at the facility.
Q.10 Is the opportunity still available for the solicitation number below? Solicitation Number:
36C24819R0032?
A.10 Yes, the solicitation can be obtained at www.fbo.gov, solicitation number 3624819R0032, closing date is 7/24/2020. Reference block 8, page one (1) of the solicitation.
Q.11 I was reviewing the solicitation listed below and from my understanding, this is for Community Based Residential Treatment. We are an outpatient facility that offers a Partial Hospitalization Program (PHP), an Intensive Outpatient Program (IOP), and an Outpatient (OP) for continuing care.
Is there a solicitation or opportunity that would apply to the levels of care that we offer?
A.11 This solicitation is specifically for Community Based Residential Treatment for Substance Use Disorders (SUD). At this time, there is no solicitation that would apply to the levels of care addressed in your question.
