Solicitation Q and A

Does the GOV require all offerors to be licensed to distribute Medical Gases (Prescription Drug) in the state of Florida at the time of bid submission, or will a non-licensed awardee be allotted time to become licensed post award. ( See line 12 and 13 of the statement of work)

Please clarify Paragraph 4.5 that the Government is refereeing to a Proof of Delivery (POD) and not an invoice (at the time of delivery) – as invoices are submitted via Tungsten Network via consolidated monthly billing. (Proof of Delivery Document) Paragraph 4.6 states “The contractor shall have an emergency response plan that provides for emergency deliveries of oxygen within 6 hours after notification, 24 hours a day, 7 days a week, in accordance with the contract. Contractor shall provide emergency plan on date of solicitation submission.” ( Contractor to provide emergency response plan for 6 hour response upon facility request). (Natural disaster timelines may have some flexibility during event) (Response after natural disaster is declared over must respond within 6 hours of request)

Can the GOV please clarify the parameters for the 6-hour requirement? Is this under emergency response/disaster conditions when the Response Plan is in effect? Under normal operating conditions, Emergency Orders are normal due to fluctuating mission requirements, (NOTE: No pricing provisions listing an Emergency Delivery Fee – a standard requirement – especially given the 8:00 AM – 12:00PM delivery restriction)? Could the GOV please clarify the “Extra Delivery Fee” listed (that has an estimated quantity of (6) annually - our interpretation)?Delivery fee for anything over the 6, what is the cost to the government on the 7th delivery and so on….

For bid continuity, can the GOV please provide a Price Schedule Matrix (calculable) for the vendors to complete, listing the estimated quantities and rentals per Base Year and all Options? Please note, there is no pricing reference to an Emergency Delivery and/or Hydrostatic testing of GFE - (Paragraph 7 subparagraphs C & D). Currently the pricing “fills” listed are not clear if the “required fills” quantities -- are annual figures? Secondly, are these requirements consistent throughout all Option Years? This is the CO responsibility to create the price sheet or the way she wants answers turned in for evaluation. Usually done in accordance with the way funding lines are in the funding doc.

Could the GOV please clarify Rental Pricing. What constitutes “an Option” as rentals are required, normally billed “as monthly quantities” - via the consolidated monthly Tungsten invoice. Succinctly, can the GOV clarify the rental requirement (one or the other), i.e. either daily, or monthly consolidated metrics are used (we have never seen a weekly requirement)? Are vendors to interpret – pricing provided for rentals as “choosing either Daily, or monthly?” Are the number of Rentals listed an annual quantity -- and are the quantities provided in the RFQ consistent throughout all Option Years? Option is option item or option year. Please refer to the option clause in the FAR or in the solicitation.

Are there any CLINs numbers for “fill quantities”/rentals? How are vendors to interpret specific LINE ITEMS -- for example RRCYLMXS-OX (rent CYL MED XS Oxygen) has a quantity of 8,952. Vendors are supposed to be familiar with similar or like terms or be able to decipher what we need. I am unsure of this as the SME from WPB VA is supposed to know this and give proper names this was pulled from current vendor.

What does 8,952 represent and how would this be “broken down?” Is it 8,952 total cylinders across 12 months’ time (Base Year), or 8,952 total rental days for RRCYLMXS- OX across the Base Year? Please note, the pricing for rental clarification is a must, as the disparity in interpretive pricing has wide variance between vendor bids – and not accurately pricing the GOV requirement? Not days but cylinders, please reference any proposed alternative pricing.

The “Technical Ability section shall include a technical performance plan and proof of insurance. (section not to exceed 5 pages –> not including copies of certificates)” – given the level of detail, including a disaster/emergency response plan – (5) Pages total seems inadequate? Does the (5) Pages include supporting enclosures, such as a disaster plan, Org Chart, etc? Would the GOV consider a Base Document not to exceed (10) Pages, with supporting Enclosures (emergency response plan - ERP) not counting against the Base Document limitation? (NOTE: The ERP is 10 pages alone given the detailed requirement). This requirement is removed.

What is Transition Time Frame the GOV is allowing for vendors? Normally, this is not to exceed (30) Calendar days, as transition inventories must be conducted, cylinder reconciliation requirements, Liquid Nitrogen Filling procedures are inclusive to transition (Liquid Nitrogen given new FDA refill restrictions). Up to 30 days Current List of Gases in Use
