1. QUESTION: Is there a Seniority List available for this contract? (It's important to be able to calculate the vacation time for each employee, since we need to give first option
ANSWER: The Government does not have the information requested.
2. QUESTION: A Patrol is mentioned. Is it an on-foot roving patrol or is it in a vehicle? If it's in a vehicle, what kind and if it's provided by VA or the Contractor?
ANSWER: Reference Paragraph 8.2 of the PWS: Change “Roving Patrol” to “Roving Foot
Patrol”.
3. QUESTION: Radios are required. Are there additional specs for radios aside from the ones established in the PWS?
ANSWER: We operate the Motorola Manage Zone Core Astro 25.
4. QUESTION: How many total posts are there at the Orlando VA Medical Center?
ANSWER: Reference Paragraph 9.2 table.
5. QUESTION: There is a 24/7 main gate Guard, 12 hrs (Sic)/5 days a week East gate Guard and a Supervisor. Is the roving patrol given by any of these, or is there a separate roving patrol

6. QUESTION: Pre-employment investigation is set to be completed and submitted to VA 15 days prior stand-on-post. However, the proposal is submitted on the 13th, and the stand-on-post date is on April 1st. According to this time line, the investigations cannot be completed and submitted as established. Will there be a modification on this?

The Contractor shall provide the results of the investigative reports for each guard to the CO and/or COR no later than:
7.19.2.1 Prior to the commencement of the contract.
7.19.2.2 New Contractor hires - ten (10) working days prior to the start of a new contractor employee.
7. QUESTION: When do you expect to give the award? (To be able to provide you with a time line and schedule for the different aspects of the contract start-up?
ANSWER: Refer to Price/Cost Schedule.
8. QUESTION: Page 17, Section 10.2 of PWS states that "the cost for such investigation shall be borne by the Contractor" and that the level of the investigation will determine the cost. Do you already have the level of security and the cost for the investigation? When will Contractor reimburse the Government for the investigation, if this is what is finalized?

ANSWER: No. However, a designated on-site Point of Contact (POC) for contractor personnel and VA police to be able to contact. See changes below.
The word “supervisor” in paragraphs 5.2, 6.14 and 8.2 of the PWS is hereby changed to “on-site point of contact (POC).” The phrase “shift supervisor” in paragraph 7.24 of the PWS is hereby changed to “on-site point of contact (POC).”

ANSWER: Yes, except OVAMC Main Gate is OPEN during all holidays. See response to question # 5.
62. QUESTION: Are guards at these locations required to take a 30-minute lunch break for every 4 hours worked, per the Florida labor laws?

ANSWER: There are incumbent guards. The Government will supplement this answer.
71. QUESTION Because of the labor pool and quality of workers, we believe this should be priced as Guard II to provide a better quality of staff. Do you agree?

72. QUESTION Will all Contractors be required to provide 56 hours of sick leave as provided for in Executive Order 13706?

74. QUESTION Does the technical portion of the proposal have a page limit or any formatting restrictions (i.e., font, font size, margin size)?

78. QUESTION Section 7.7 of the PWS states that "VA may require Contractor-conducted random drug and alcohol tests." Can the government provide a percentage of guards that will need to be tested?
ANSWER: No. The government may require Contractor-conducted random drug and alcohol tests.
79. QUESTION PWS Section 5.2 states the "employee must maintain a continued state of proper training" and 7.2.4 refers to "further training requirements in the PWS." No specifics on required training could be located. What requirements are these sections referencing?
ANSWER: This references site specific training.
80. QUESTION Onsite and shift supervisors are mentioned in the PWS (i.e., Sections 5.2, 6.14, 7.24, 8.2). Does the contractor need to provide supervisors at each location and/or during each shift? Or, will one offsite supervisor be permitted? Are there any additional qualifications for the supervisor position?

81. QUESTION RFQ Section 3.b mentions two volumes with the past performance included in
Volume 1, while Section 4.c indicates past performance in Volume 3. Please verify the number of volumes and where past performance should be included?
ANSWER: The following changes have been made to paragraph 3b on page 36 of the RFQ:
i. Volume 1 contains one section, Pricing Information. Offeror is to complete
Section B.2 Schedule of Services and Pricing or submit a separate attachment
ii. Volume 2 contains one section, Technical Information.
iii. Volume 3 contains one section, Past Performance.
82. Question What is the cost for the VA T1 background investigation referenced in PWS
10.1?
ANSWER: See response to question #8.
83. Question Will the contractor have to provide something (i.e., frequency) to the local fire/police departments to enable the guards to contact them via radio in order to be in compliance with PWS Section 7.25?
ANSWER: No. The contractor will be on the VA police frequency.
84. QUESTION With proposals due March 13 and performance beginning April 1, when is the contract award anticipated for purposes of offerors’ transition planning?
ANSWER: The Government anticipates and award between March 19 – 22, 2019.
85. QUESTION What does the contractor need to provide in the way of “traffic control devices” as listed in Section 7.22 as Contractor Furnished Equipment?
ANSWER: Neon green reflective vests for the OVAMC Main Gate and East Gat.
