Attachment 5 – Basis For Award Combined Synopsis/Solicitation Solicitation#: 36C24819Q0164

Basis For Award

a) In accordance with the procedures of FAR 13 the Government will award a contract from this solicitation. The award will be issued to the responsible Small Business concern quoter on a comparative basis whose quote conforms to the solicitation with cascading procedures. Under cascading procedures, all socio-economic categories are invited to quote.

b) This requirement is a Service Disabled Veteran Owned Small Business set-aside with Small Business Set-aside – Tiered Evaluation.

2. TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS: This solicitation is being issued as tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns. If award cannot be made, the solicitation will be cancelled and the requirement resolicited.

c) For a quote to be eligible for award, the quoters submitting a quote shall be Small Businesses under the NAICS Code 811219 and has a current registration in the System for Award Management (SAM): https://www.sam.gov/portal/public/SAM at submission of quote. SAM will be checked to verify the quoter’s status before any evaluation is conducted.

d) The Government intends to make award selection without discussions, but may determine after evaluating the quotes submitted that discussions are necessary and conduct them as appropriate. The Government reserves the right to make no award if no quotes meet the requirements of this solicitation.

e) The government will conduct comparative evaluations of quoters response based upon the following criteria:

Price: Quoters must demonstrate fair and reasonable price in comparison with previous purchases. The Government reserves the right to award to other than the lowest price.

Delivery: Quoters clearly demonstrates in its response a clear understanding of the specific mandatory tasks & associated deliverables as stated in the statement of work.

Services: Quoters clearly demonstrates in its response a clear understanding of the Government’s requirement for SEMI-ANNUAL CERTIFICATION & CALIBRATION SERVICES.

Qualifications: Quoters clearly demonstrates in its response a clear understanding of the Government’s requirements for qualification and certifications to service SEMI-ANNUAL CERTIFICATION & CALIBRATION SERVICES.

Past Performance: Quoters must have a record of satisfactory or neutral past performance. The Government may utilize internal documentation including Federal Awardee Performance and Integrity Information System (FAPIIS) and Past Performance Information Retrieval System (PPIRS) for determining the Past Performance of quoters.

f) The Government will review the price schedule for completeness and accuracy and will evaluate the reasonableness of the quoted prices. Normally, adequate price competition establishes a fair and reasonable price. Award will be made to the quoter whose price represents the best overall value to the government.

ADDENDUM to 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

Small Business Set-Aside – TIERED EVALUATION

1. Any award(s) resulting from this solicitation will be made using the following cascade order of precedence:

1.1. In accordance with FAR Subpart 19.14 and PL 109-461, award under this solicitation will be made on a competitive basis to qualified, responsible, eligible Service Disabled Veteran Owned Small Business (SDVOSB) concerns (see Section 15(k) of the Small Business Act (15 U.S.C. § 644(k)) FAR 52.219-1, “Small Business Program Representations” for small business size definition) who submits a responsive offer, provided that there is adequate competition among such firms and award can be made at a reasonable price.

1.2. Make award to an eligible SDVOSB at a fair and reasonable price in accordance with FAR 19.202-6.

1.3. If award cannot be made to a SDVOSB concern at a fair and reasonable price, award will be made to an eligible Veteran Owned Small Business (VOSB) concern at a fair and reasonable price.

1.4. If award cannot be made to a VOSB concern at a fair and reasonable price, award will be made to a Historically Underutilized Business Zone (HUBZone), Woman-Owned Small Business (WOSB), Small Disadvantaged Business (SDB) or small business concern.

1.5. If award cannot be made to a HUBZone, WOSB, SDB, or small business concern at a fair and reasonable price, award will not be made as a small business set-aside.

1.6. If fair and reasonable pricing cannot be established with any small business concern, then award will be made based on full and open competition considering all responsive quoters submitted by responsible business concerns.

2. Award can be made if only one quote is received and that quote is a fair and reasonable price and from a vendor that is qualified, responsible, and eligible.

3. Pricing will be firm fixed price for each line item identified. After receipt of quotes, a determination shall be made of which quote(s) are in the competitive range for the purpose of conducting written and/or oral discussions, if necessary. Quoters should note that award may be made on the initial quote.
