March 2010 Q LVAD/Heart Transplant Offsite Contract- Unusual and Compelling Requirement 33637 36C24818R0902 N 622110 Department of Veterans Affairs Network Contracting Office 8 (NCO 8) 8875 Hidden River Pkwy, Suite 525 Tampa FL 33637 Shaundrica Close, Contracting Officer Mechelle Reaser, Contract Specialist 36C24818C0235 $1,347,700.00 Four (4) 09-19-2018 SOUTH BROWARD HOSPITAL DISTRICT dba MEMORIAL REGIONAL HOSPITAL 148577166

33021 The Department of Veterans Affairs, Miami Veterans Affairs Healthcare Systems (MVAHS) located at 1201 NW 16th Street, Miami, FL 33125 has an unusual and compelling need for the provision of Cardiothoracic services for placement of a Left Ventricular Assist Device (LVAD) and/or Heart Transplant for one (1) patient; to be performed at Memorial Regional Hospital, 3501 Johnson Street, Hollywood, FL 33021. As such, at the request of the MVAHCS – the Network Contracting Office 8 (NCO 8) processed an emergency procurement to secure the health care resource in accordance with VA Directive 1663, 38 USC 8153 and FAR 13.5, Simplified Acquisition for Certain Commercial Items and proper justifications were obtained. Reflected below are the circumstances justifying use of other than full and open competition procedures for this urgent and compelling procurement:

On September 10, 2018, the MVAHCS entered into a sole source contract with Memorial Regional Hospital using other than full and open competition procedures due to urgent and compelling circumstances. An eligible beneficiary of the MVAHCS was already admitted at the hospital and was receiving care for an existing condition. Medical Professionals at the MVAHCS determined that the patient was in need of a heart transplant immediately or placement of an LVAD to keep the patient alive until the heart transplant could be done. Medical professionals at the MVAHS determined that the interventions were medically and acutely necessary because without the interventions the patient would not survive. Award to Memorial Regional Hospital was necessary to ensure health care services were not discontinued or interrupted. Memorial Regional had the necessary resources to provide the service without impeding patient care and jeopardizing the life and welfare of the patient. Awarding to another source was not justifiable and could have resulted in the patient’s demise.
