Designs shall be in accordance with all applicable requirements of the NFPA, EPA, OSHA, National Plumbing Code, National Electric Code, ASHRAE, National Safety Code, VA Specifications, VA Standard Details, VA Construction Standards (match existing site materials), VA Space Planning Criteria PG-18-9, and applicable local, state, and federal regulations. Existing as-built drawings can be made available to the Contractor; however, their accuracy along with survey, subsurface information and data is not guaranteed and shall be completed and verified by the Contractor as part of the investigative services. This is a design/build construction project where the Contractor is to provide all labor, materials, tools and equipment, and design-build services. The space will comply with the latest VA design standards located in the Technical Information Library (TIL) (http://www.cfm.va.gov/TIL/). While the Master Specification located in the Technical Information Library (TIL) at CFM.gov is considered the standard, it is important for the successful offeror to note that VA Caribbean Healthcare System has more stringent specifications. It is the vendor’s responsibility to familiarize themselves with VA Caribbean Healthcare System specifications.
1. This project contemplates the site preparation for the replacement of existing Emergency Generator #5, automatic transfer switches, existing power substation including but not limited to new switchboard, transformers, panelboards and MCCs. Work site preparation also includes an air handling unit, digital controls, piping, insulation, and all required sensors (temperature, pressures, and controls among others) in accordance with VA Specifications and Standards, and will be controlled remotely by our Graphic Control Center using the existing Tracer Summit System (TRANE). This generator has reached its life expectancy and needs to be replaced as per manufacturer's specifications. The project includes but not limited to: one (1) new generator, one (1) new By-pass automatic transfer switch, duct bank and wire for feeders from the generator to the new switchgear, and a diesel fuel supply connection and new Veeder Root Console. Design evaluation shall determine the ultimate generator configuration. This generator shall be able to provide emergency power within ten (10) seconds. This generator shall continue running, until the generators synchronization system picks up the entire load. In addition, this project shall include the removal and disposal of the existing generator #5 and existing switchboards, transformers and related components. A temporary power substation shall be installed and connected to provide continuity of patient care. The generator shall be in a sound- attenuated enclosure and provide emissions control system.
