Q1:What are the limitations on subcontracting?
A1:Summary: In the case of a contract for services (except construction), it (the prime) will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded.

A detailed explanation of the Limitations On Subcontracting (LOS) can be found on the Electronic Code of Federal Regulations (eCFR) website, under Title 13, Chapter I, Part 125.6, see link provided: https://www.ecfr.gov/cgi-bin/text-idx?SID=50ff66d5d1cc9357d5f4ce114fcc5c79&mc=true&node=pt13.1.125&rgn=div5#se13.1.125_16

Q2:Who was the previous contractor and award amount?
A2:The Clay Group, LLC., a Service-Disabled, Veteran-Owned Small Business (SDVOSB) was awarded Task Order # VA248-16-F-2962 against Federal Supply Schedule # GS-07F-0003V in the amount of $193,358.34 for the application of sealant to 23,409 ft2 and restoration services (scratch maintenance) to 104,000 ft2 of flooring.
Q3:Can you describe the tile flooring?
A3:The tile and grout lines vary in sizes throughout the campus. Ceramic tiles vary in sizes from mosaic to 3” - 18” ceramic tiles with grout lines ranging from ¼” – ½”.
Q4:What is meant by multiple offers and alternate line items?
A4:In accordance with FAR 52.212-1 (e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
Q5:What cleaning products are used the VA?
A5:The VA uses cleaning products commonly found in the commercial marketplace for floor care. Upon award, the VA would prefer to use floor care products which will not harm or degrade the floor finish.
Q6:Will the awardee be required to provide all services (installation & restorative services) or some services?
A6:The government anticipates a single award of an Indefinite Delivery - Requirements contract resulting from this solicitation.
Q7:Does the contractor need to remove and put back items in areas where services are rendered?
A7:Yes. For example, in restrooms, it was noted trash cans would need to be removed during performance and returned once the floors dried. In the Fisher House, the common area (foyer) has furniture (tables, chairs, etc..) which would need to be moved during performance. Upon completion, the vendor would return the area back to its original configuration.
Q8:What if broken tiles are identified?
A8:The Contractor shall notify the Government designee of any broken tile(s) which impede on the Contractor’s performance of services.
Q9:What is the current floor sealed with?
A9:The ceramic tile floors are currently sealed with Permatect’s Proprius One glass/ceramic coating, an inorganic siloxane based permanent protective finish.
Q10:Can the Government request and make available the data sheets for existing floor coating which is believed to be Permatect’s Propruis One interlocking siloxane inorganic protective barrier so other companies have a chance to properly bid?
A10:The Government does not have data sheets for the existing floor coating. Inquiries regarding Permatect products should be pursued through Permatect.
Q11:How many restrooms floors have no finish (sealant)?
A11:Approximately 102 restrooms located throughout the hospital, domiciliary, and community living center and an additional 16 individual bathroom w/showers and communal areas (kitchen, living room, hallways) make up the 12,900 ft2 of unsealed tile flooring in the solicitation (reference CLIN 0001).
Q12.What is the name of the current vendor providing ceramic tile restoration services?
A12.No current vendor.
Q13.What is the current contracted monthly price and annual price?
A 13.No current contract.
Q14.Has there been any changes from the last RFP with regards to the scope of services?
A14.The last solicitation included installation of flooring sealant and annual scratch maintenance for less area (ft2).
Q15.Is the scope/size of this bid identical with the current contract?
A15.No current contract.
Q16.Has there been any changes to the current contract to the present?
A16.No current contract.
Q17.Is there any bid bond, surety bond and/or performance bonds required?
A17.No.
Q18.What is the frequency that buildings, etc. must be maintained with services?
A18.As needed.
Q19.Provide record unaltered site plan, that is to scale of the property that will be serviced by this contract.
A19.No site plan available at this time.
Q20.Provide an unaltered record copy of the buildings floor plans.
A20.No building floor plans available at this time.
Q21.Can this bid be submitted electronically via email to you?
A21.Reference Section E.2 GENERAL INSTRUCTION TO OFFERORS for submittal instructions.
Q22.After bids are opened what is timeline for selection and how do you notify bidders of intended award?
A22.This is procurement is conducted under FAR Parts 12 & 13.
Q23.If existing tile needs to be repaired and/or replaced at the time of service by the contractor, and then those tiles gets repaired/replaced later by another vendor, does the contractor have to come back at a later date to apply sealant and restoration to the new/repaired tiles?
A23.The Contractor is not responsible for repair of loose or broken tile(s). Based on the proposed scenario above, I suppose it is possible for the Contractor to have to come back at a later date to provide service(s).

Performance Work Statement (PWS) – Revisions

· Add paragraph: 6.11. The Contractor shall move floor items/furnishing from the working area prior to providing services. Upon completion, the Contractor shall return item/furnishings to the original configuration.
