X X X 08/29/2018 at 4:00pm EST X The purpose of this Amendment is to provide the Government's response to industry's questions. See Section A.1 of this Amendment.

The offer due date and time has been extended from: August 29,2018 at 11:00am EST, to: August 29, 2018 at 4:00pm EST.

Section A.1 Government Response.

QUESTION #1

Prior to the solicitation the safety test was being conducted ONCE per year. The solicitation states that it is to be conducted TWICE per year. Therefore, I just want to confirm if indeed it is now to be done twice per year as stated in the scope of work.

Response #1 All items will be tested and verified once per year.

QUESTION #2

The facility already has a boiler operator who does the following monthly tasks itemized in section 4.10.4 (listed here too). I also would like to confirm if we are still required to perform these too.

4.10.4 Operational Testing of Boiler Safety Devices:

· Low-water cutoff (slow drain) M

· Low-water cutoff shunt switch M

· Auxiliary low-water cutoff (slow drain) M

· Auxiliary low-water cutoff shunt switch M

· High-water alarm M

· Low-water alarm M

· Flame scanner M

· Deaerator high and low water alarms M

· Deaerator steam pressure/temperature control M

· Condensate storage tank high and low water alarms M

Response #2 All items will be tested and verified once per year.

Question #3

4.1 – This section doesn’t state the frequency, but VHA Directive 1810 states boiler tuning shall be twice annuals. Is this the frequency we are to bid?

Response #3 No. The task is to verify the testing is performed by the VAMC personnel once per year.

Question #4

4.4 - States contractor shall input the data into the EPA CDX, but this is a requirement we have never heard of. Usually this would be a client deliverable, not the contractor. Can you provide more information?

Response #4 The Vendor is required to upload information.

Question #5

4.8 - How many annual trips will be required to inspect the boilers? We expect both cannot be inspected on the same trip due to the cool down and clearance process.

Response #5 Two (2) trips are required to perform the boiler inspection and testing.

Question #6

4.9 – Does the DA need UT of the shell to predict remaining life, or only wet mag particle of the welds?

Response #6 Both of these tests are required.

Question #7

4.9 – Can/will the VA be responsible for draining, cleaning and flapper wheel cleaning of the welds? Inspectors typically will need this performed prior to their onsite arrival. If not, this will add cost to the proposal.

Response#7 No, the contractor is responsible for performing this task.

Question #8 4.8/4.9 – Can/will the VA provide LOTO, air clearance and hole watch for the inspection? If not, this will add cost to the proposal.

Response #8 The VAMC and the Contractor must apply separate LOTO. The Contractor is responsible for performing air monitoring.

Question #9 4.8/4.9 – Will the VA provide air monitoring of the vessels during inspection?

Response #9 No, the contractor is responsible for providing air monitoring.

Question #10

4.10 – States ONCE per year, then goes onto state different frequencies for various items. Please confirm all items shown to have frequencies other than one year, shall be tested YEARLY only.

Response #10 All items will be tested and verified once per year.

Question #11 Will badges be required for performance of any scope of work listed in this solicitation?

Response #11 No, badges are not required.

Question #12 Please clarify what controls you currently have on your boilers at your facility.

Response #12 Hayes Cleveland and Siemens Controls.

Question #13 Please clarify if there will be designated parking at the facility during the annual opening and closing of the boilers and DA tank.

Response #13 Yes, parking will be available.
