The purpose of this amendment to Request for Quote 36C24818Q9285 is to submit the Governments response to Requests for Information/Questions from industry.

1. See questions and answers attached herewith (page two (2)).

1. Does the service contract act apply to this contract and if so, what will the wage determination be? Shuttle Bus Driver seems to fit the job description.

Yes. See D.1 of the solicitation and reference the Department of Labor website.

1. Are Dodge Minivans that have rear-entry ramps acceptable for this contract? They are safer and more economical and satisfy all ADA requirements. Would the VA consider allowing the use of these vehicles?

No. Minivans shall not be used for special mode transportation- reference county ordinances/codes.

1. Is there a VTS Program in place at the Miami VA and how many transports are they doing per day?

Yes, Miami VA has VTS program. Information on VTS is not relevant to solicitation.

1. For trips with a pick up and drop off address in remote areas, would the VA consider paying the dead-head mileage to the pick up address from the main VA? The choice program allows veterans to seek care at outside facilities and more and more transports are requiring dead-head mileage now. Allowing the dead-head mileage to compensable would alleviate the risks for the contractor.

No. There is no dead-head mileage payment.

1. Is there an Estimated dollar amount the VA has set as a goal for this award?

This is not something need mentioning for industry to respond to the solicitation- See the Price/Cost Schedule and PWS within the solicitation for submission of your firms pricing.

1. Are the current operation being handled under contract with the VA? If so, what is the contractor’s name and the contract amount?

No.

1. Who is the incumbent? How much is the current award (with all years)? Do you know who is the sub-contractor, if any?

Not applicable see question #6.

1. This solicitation has the FAR 52.219-14 clause included in it. We intent to do all the administrative and supervisory duties and oversee the performance and compliance of all the terms and conditions, while our sub-contractor provides the licensed drivers. Will this be acceptable to be in compliance for that FAR clause. We hope so since we are doing half the work. We just need to know if you would see it as we see it. Please advise on this.

Please read the clause referenced if you have any questions you may want to seek legal advice. Upon completion of the evaluation of quotes received from industry pre-award the possible awardee may be subject to verification and documentation showing their firms compliance thereto as well as certificate of competency to perform.

1. I have a subcontractor with extensive experience in non-emergency medical transport and he also has pass performance history with the VAMC. I would like to know if as the prime would I need past performance experience in order to be considered for this award. Your response would be greatly appreciated.

See question #8.

1. Page 6, 4.11. “The contractor shall respond within 15 minutes after receiving a request or order”. Industry standard for unscheduled service request is within 45 minutes, is contactor expected to respond within 15 minutes to call anywhere within the service area?

Yes. Contractor shall respond within 15 minutes.

1. Page 7, 4.19. States “There will be no additional cost for waiting time”, Does that mean contactor will not be expected to wait when arriving at a location and passenger is not ready at scheduled pick-up time?

Contractor is expected to wait for passenger at no additional cost.

1. If contactor has proven performance track record, can all licensing requirements be met contingent upon award (incases where contractor is out of state)?

Refer to the solicitation- mainly evaluation at section E provision 52.212-2.
