VENDOR QUESTIONS & ANSWERS (Q&As) Fountain Cleaning & Aeration Maintenance

The following questions were asked of the Government relating to the subject requirement which are hereby posted and responded to.

Q&As:

(1) Question: “While building our quote for the Waterway Maintenance Program at Bay Pines VA Health Care per RFQ 36C24818Q0857, we have a few questions regarding Section 4 in the Statement of Work, specifically:

“The contractor will utilize a pond skimmer device for the removal of floating debris, filamentous algae, duckweed, leaves and dead vegetation. This operation will be conducted a minimum of 8 times a year from March through October and more if needed or determined by the Contracting Officer or the COR Designee. The contractor is responsible for the removal and disposal of waste from the VAHCS property IAW State and local laws at no added expense to the Government.”

This additional service will require a significant price increase on the quote as this service will require an abundance of additional labor and site time to complete. Our questions and concerns are as follows:

What kind of “pond skimmer device” is being sought for this job – are we looking to skim this lake using pool skimmers and rakes while on the boat?”

Answer:See section 4, paragraph 2 of the updated Statement of Work (SOW) (Rev 2), which states “The contractor will remove floating debris, filamentous algae, duckweed, leaves and dead vegetation. This operation will be conducted 8 times a year as required by the COR. The contractor is responsible for the removal and disposal of waste from the VAHCS property IAW State and local laws at no added expense to the Government.” Please note that the under the updated SOW, the method of floating debris removal is left at the latitude of the vendor.
(2) Question:“As the Statement of Work requires 2 site visits per month from May – October, would this then require 3 site visits from May – October and 2 site visits during March and April? If so, this would increase the scope of work from 18 visits per year to 26 site visits per year (18 inspections per year and 8 skimming visits), which would require even further price increases on the quote.”
Answer:See Price Schedule (Rev 1) excel document attached rows 5 ,9, 12, 16, and 19. Five (5) new Line Items have been introduced in the price schedule (0004, 1004, 2004, 3004, and 4004). These Line Items state the Period of Performance along with the following information: “Removal of Floating Debris … Eight (8) visits (as requested by the COR) for removal of floating debris, filamentous algae, duckweed, leaves and dead vegetation.” Note that the removal of floating debris would normally be conducted in conjunction with other services that are being provided.

(3) Question: ‘Regarding the verbiage “This operation will be conducted a minimum of 8 times a year from March through October and more if needed or determined by the Contracting Officer or the COR Designee.” As this request is open ended, in order to make pricing this service possible we would need to clearly define the exact number of times this service is to be required, such as “To occur once per month from March – October”. Would it be possible to create an exact number of skimming visits to occur annually so that we can properly price this additional service?”

Answer: See Price Schedule (Rev 1) excel document attached rows 5, 9, 12, 16, and 19. Five (5) new Line Items have been introduced in the price schedule (0004, 1004, 2004, 3004, and 4004). These Line Items state the Period of Performance along with the following information: “Removal of Floating Debris…Eight (8) visits (as requested by the COR) for removal of floating debris, filamentous algae, duckweed, leaves and dead vegetation.”
