QUESTIONS AND ANSWERS for RFQ 36C24818Q0683
QUESTION # 1:
Page 8, 2.0 Geographic Area of Coverage States a “monthly” average of 877 Patients can be expected.
D1 Detailed Price / Cost Schedule The following are estimated annual quantities:
Item 0002 Stationary Concentrator 1-5 LPM Rental 300 / Year Item 0003 Stationary Concentrator 5-10 LPM Rental 200 / Year Item 0016 Ventilator, Volume Ventilator Rental 150 / Year Item 0017 Portable Concentrator Rental 200 / Year Item 0021 / 0022 Rental Liquid Oxygen Stationary / Portable Systems 400 / Year Item 0023 Liquid Oxygen Per Pound 200,000 / Year Item 0024 High Volume Air Compressor Rental 200 / Year Item 0025 Heated Humidifier Rental 1,080 / Year
ANSWER #1:
These are estimated annual quantiles subject to 14% increase each year.
QUESTION #2:
It appears that some of the estimated “Annual” quantities may actually be “Monthly” quantities. Those are Item 0002 (Stationary Concentrator Rental 1-5 LPM) and Item 0003 (Stationary Concentrator Rental 5-10 LPM).
ANSWER #2:
These are estimated annual quantiles subject to 14% increase each year.
QUESTION #3:
Are there 400 “Monthly” Liquid Stationary / Portable System Rentals (Item # 0021 / 0022) or should this be interpreted as 400 “Annual” Liquid Stationary / Portable System Rentals, which equates to an average of 33.33 rentals per month?
ANSWER #3:
These are estimated annual quantities subject to 14% increase each year.
QUESTION #4:
Are 200,000 LBS of Liquid Oxygen (Item # 0023) used “Monthly” or should this be interpreted as 200,000 LBS used “Annually”, which equates to 16,666.67 LBS per month?
ANSWER #4:
These are estimated annual quantities subject to 14% increase each year.
QUESTION #5:
Are there 150 “Monthly” Ventilator System Rentals (Item # 0016) or should this be interpreted as 150 “Annual” Ventilator System Rentals, which equates to an average of 12.5 rentals per month?
ANSWER #5:
Currently, we only have 1 ventilator patient but because we are close to the Tampa VA there are times we get their patients that transfer to us and need to be prepared to take on more than one ventilator patient. This is an estimated Annual number.
QUESTION #6:
Are there 200 “Monthly” Portable Concentrator Rentals (Item # 0017) or should this be interpreted as 200 “Annual” Portable Concentrator Rentals, which equates to an average of 16.67 rentals per month?
ANSWER #6:
These are estimated annual quantities subject to 14% increase each year.
QUESTION #7:
Are there 200 “Monthly” High Volume Air Compressor Rental (Item # 0024) or should this be interpreted as 200 “Annual” High Volume Air Compressor Rentals, which equates to an average of 16.67 rentals per month?
ANSWER #7:
These are estimated annual quantities subject to 14% increase each year.
QUESTION #8:
Are there 1,080 “Monthly” Heated Humidifier Rentals - Used in Conjunction with Volume Ventilators (Item # 0025) or should this be interpreted as 1,080 “Annual” Heated Humidifier Rentals – Used in Conjunction with Volume Ventilators, which equates to an average of 90 rentals per month?
ANSWER #8:
Currently we only have 1 ventilator patient but as we are close to the Tampa VA there are times we get their patients that transfer to us and need to be prepared to take on more than one (1).
QUESTION # 9:
There are line items in D.1, the Detailed Price / Cost Schedule for oxygen cylinder rental (Line Items 0004 – 0009). There are no line items for oxygen cylinder refills?
I do not see any line items for Oxygen content. Typically, there are line items for the Content (tank fills) for backup tanks H/K/M6 and portable tanks E/D/C/B. There is rental pricing for the tanks, just not for the content/ fills.
ANSWER #9:
Lines 0004 -0009 are for the rental of tanks that are full of oxygen not for empty tanks that need filled.
QUESTION # 10:
Typically, there are specified page limits for the Technical Proposal submission in most VA Home Oxygen solicitations. There are none specified in this solicitation?
ANSWER #10:
No page limits are specified.
QUESTION # 11:
In D.1 Detailed Price / Cost Schedule, there are line items for Ventilators (Line Item 0016) and High-Volume Air Compressors – Trach Care (Line Item 0024). There is no language in B.6 Performance Work Statement, that addresses how these equipment items are to be managed.
ANSWER #11:
Supplies replaced as needed, at this time we have less than 25 compressor veterans.
QUESTION # 12
In section 2.0, it is noted the solicitation states there are about 877 Patients per month. Are there numbers available to how many Patients are in Manatee, Sarasota, Charlotte, Lee, and Collier Counties? The reason behind this question is in order to meet the time lines specified in the bid we would have to hire sufficient staff and the Department of Labor wages are different for these counties than Pinellas and Hillsborough counties. This will also drive to see if we need additional warehouse space; both of which would be factored into our costs and result in a more accurate bid to the Government.
ANSWER #12:
Currently listed below are the current counties where the patients reside: **(Four (4) counties are added per this amendment: (Hendry, Citrus, Lake, and Hillsborough).
PINELLAS CO--------------------374
HIGHLANDS CO------------------21
POLK CO-----------------------------4
LEE CO-----------------------------196
**HENDRY CO---------------------7
HERNANDO CO--------------------1
CHARLOTTE CO------------------65
COLLIER CO-----------------------23
MANATEE CO---------------------20
SARASOTA CO--------------------85
DESOTO CO------------------------10
**CITRUS CO------------------------1
**LAKE CO---------------------------1
PASCO CO---------------------------69
**HILLSBOROUGH CO------------2
HARDEE CO--------------------------2
QUESTION #13:
Since ventilator Patients require special care, how many ventilator Patients does the Bay Pines Healthcare System serve?
ANSWER #13:
Currently, we only have one (1) ventilator patient but we are subject to more if the need arises.
QUESTION #14:
There seems to be some disconnect in some of the time line requirements. In section 7.0, it states six (6) hours. In section 9.1.1 it also states six hours but further down in the section in 9.1.10, it states 24 hours. In section 15.0, it states five (5) hours. A suggestion would be that for certain types of services, such as discharge from the hospital be one criteria, a liquid oxygen set-up be a second, a travel Patient a third, and a normal oxygen cylinder set-up a fourth. Emergency service would remain four (4) hours.
ANSWER #14:
It is a maximum of six (6) hours for veteran discharged from the hospital, it is a maximum of 24 hours for outpatient delivery/set ups this includes POC for travel and any equipment needed to be delivered.
Upon arriving at the “destination” the contractor has one (1) hour to complete the set-up and training of initial visit not to exceed the six (6) hour total.
QUESTION #15:
In section 7.0, the solicitation refers to a Bay Pines Home Oxygen Welcome Packet. Are these forms provided by the Bay Pines VA Healthcare System or would the contract use their existing/develop forms for this purpose?
ANSWER #15:
The packets will be provided by Bay Pines VAMC.
QUESTION #16:
Also in section 7.0, the solicitation refers to “Pain Information.” What type of pain information is the Government asking for us to provide?
ANSWER #16:
This form is included in the Home Oxygen Packet provided by Bay Pines VAMC.
QUESTION #17:
Is the contractor allowed to mail/ship soft goods (e.g. cannulas) to the Veteran or must they do a home visit?
ANSWER #17
Yes, the contractor can mail out soft goods to the veteran.
QUESTION #18:
In the geographic area of coverage in section 2.0, the solicitation mentions Polk and Pasco Counties. Both of those counties are in the James A. Haley Catchment Area. Do we need to coordinate with James Haley HRCT to perform these visits? It is understood that you may have Veterans who are seen by the Bay Pines Healthcare System but reside there. This is just a coordination question.
ANSWER #18:
Bay Pines VAMC does have veterans in these counties and all coordination will be through Bay Pines not James Haley.
QUESTION #19:
In section 8.0, there is a discussion regarding Care Plans. Is this a specific Bay Pines Healthcare System Plan of Care or is this one the contractor develops? The section starts out by stating that the Bay Pines Healthcare System staff will initiate and direct the Veteran’s Care Plan; but the contractor is responsible for the individual’s care plan. The solicitation discusses the delivery driver; but he/she is not really qualified to do an assessment/reassessment other than the physical inspection of the home, the operation of the equipment, and instruction on the use of the equipment.
ANSWER #19:
This would be for the assessment/findings of the home, i.e.. does the veteran smoke, are there “No Smoking “ signs, is a family member smoking, state of the home.
QUESTION #20:
In section 9.0, there is mention of a “Cure Notice.” What is this?
ANSWER #20:
Notice to correct any failure by the Contractor within 10 days or more if authorized by the Contracting Officer.
QUESTION #21:
In section 9.1.2, the acceptable level of Patient Satisfaction Surveys is 100%. Does this mean 100% of the Veterans return the survey or does it mean the 100% of the Veterans surveyed are satisfied with the contractor’s quality/quantity of oxygen.
ANSWER #21:
We will inspect 10% randomly and looking for 100% satisfaction from patient surveys.
QUESTION #22:
In section 9.1.7 and section 12.0, there is a mention of a “Home Oxygen Therapy Program Checklist.” Is this something the Government has or is it something the contractor would have to generate?
ANSWER #22:
The contractor shall generate this checklist.
QUESTION #23:
Section 13.0 discusses Government-owned equipment. Does the Government own the concentrators and tanks specified in the Detailed Cost/Price Schedule or are those items contractor-owned?
ANSWER #23:
Currently the we do not own/furnish these items; the VA does provide portable oxygen concentrators on a case by case basis.
Per this amendment, section 13 is deleted.
QUESTION #24:
Is there any way the Government can extend the equipment swap-out period specified in section 15.0? 877 Patients/22 work days (see section 4.0 for work hours. This could also be less in case of a Federal Holiday falling within the swap-out period) is 40 Patients/day. As a practical matter, once the new contractor’s equipment is in the Veteran’s home, the old contractor would have to pick up their equipment, since from our experience with the Tampa Home Oxygen contract, Veterans do not want to have a lot of oxygen equipment lying about the home (e.g. the Veteran will just put it out on the curb/front porch/etc.). This would require close coordination between the old and new contractor.
ANSWER #24:
This amendment will change the transition period from 30 days to 60 days.
QUESTION #25:
In section 19.0, there is a discussion regarding maintenance and this is also found on the Detailed Cost/Price Schedule under CLINS 0029, 1029, 2029, 3029, and 4029. There is not a separate CLIN for repair parts; just labor. A recommendation would include for Government-Owned equipment an additional CLIN to cover the repair parts and added verbiage in section 19.0 stating the contract must provide the Government an estimate before any repair work to Government-owned equipment commences. This would prevent/minimize over or underbilling repairs to Government-owned equipment.
ANSWER #25:
This is pertaining to the contractor ensuring maintenance of all contractor owned equipment as the VA does not own equipment other than a limited number of portable concentrators that acre covered under warranty.
Section 13: “Government Furnished Equipment” has been removed per this amendment.
QUESTION #26:
What is the Government’s anticipated award date announcement?
ANSWER #26:
Award Date: 1 August 2018 with an Effective Date to begin 1 October 2018.
QUESTION #27:
Attachment 1, D.1 Detailed Price/Cost Schedule - As the Annual estimated quantities for CLINs 0002, 0003 and 0021, which represent the primary oxygen equipment, show a total of 900 annual rentals or 75 patients per month. How is this number reconciled to the Monthly Average: 877 patients (RFQ, Page 8, Section B.6 Performance Work Statement, Sub-Section 2.0: Geographic Area of Coverage)?
ANSWER #27:
This is based on an estimated annual increase from the start number of 877 veterans at a 14% increase per year.
QUESTION #28:
Attachment 1 - D.1 Detailed Price/Cost Schedule - May the contractor convert this PDF into an Excel Spreadsheet for submission?
ANSWER #28:
Yes
QUESTION #29:
RFQ, Page 8, Section B.6 Statement of Work, Sub-Section 3.0: Contractor Qualifications – Would the government consider providing advance notice to the awardee to allow adequate time to secure and finalize the facility?
ANSWER #29:
We will notify/post the award decision on FBO as soon as a decision is made to coincide with the 60-day transition period (See Question and Answer #26).
QUESTION #30:
Could the Government please provide the Incumbent’s Company Name and the Awarded Contract Number?
ANSWER #30:
Respitek is currently providing home oxygen however, there is not a contract in place for Bay Pines VAMC.
File details come from the government source that posted it.
