Questions
1. Test specifications- will ansi/neta mts 2015 be used for equip listed in sow?
- Per PWS, contractor shall be certified by NETA or equivalent and test specifications are listed in PWS. Per VHA Directive 1028, NETA provides guidance which is considered best practice for the maintenance of electrical equipment; these practices should be followed to the extent possible.
2. Will an infra red scan be perform at each site?
- Yes. Requirements are listed in the PWS
3. Will the medium. Voltage circuit breakers and protective relays be tested?
- Yes. Requirements are listed in the PWS
4. Will low voltage circuit be tested by primary or secondary injection?
- Equipment will be tested IAW industry standard practices within the framework as specified within this PWS.
5. What amperage low voltage circuit breakers will be fully test.
- Equipment will be tested IAW industry standard practices within the framework as specified within this PWS.
6. Will protective device settings be available for Verification of present settings?
- Lake Nona Campus has documentation with protective device settings. Settings not available for other campuses.
7 will the bus risers and bus plugs be tested?
- Bus plugs that feed essential electrical equipment (including, but not limited to switchgears, switchboards, distribution panels, motor control centers, and all related components) shall be tested IAW the PWS. Busways shall have hot spots identified by using infra-red thermal detecting equipment
8. If bus plugs are to be tested, will the breakers that are unreachable without scaffolding be tested?
- Government will not furnish equipment
9 will the 3 year four hour utility outage be part of the sow?
- No. triannual 4-hour test will be performed by OVAMC
10. Will grounding test be part of the sow?
- Yes. Requirements are listed in the PWS
11. Will the medium voltage air switches be part of the sow?
- All VA owned equipment listed in this PWS will be tested.
12. Will electrical drawings and site plans be made available?

13. Will protective device coordination studies be available for each site?

14. CEP – No gen testing included in scope
- Generator testing is not included in PWS
15. PFC – not included in scope
- Power Factor Correction is not in PWS
16. Testing of controls for MXX or programming is included
- I don’t understand this statement.
17. Are 125v controls and batteries to be included in the switchgear maintenance?
- No.
18. On equipment listed as enclosed circuit breakers. Some busway areas are not accessible. Will VA provide lift or scaffolding?
- Government will not furnish equipment
19. Can you provide drawings?

20. Are panels feeding CRAC units in the datacenters included in the scope and will there be special conditions for coordination and shut down of these panels. Will equipment need temp power during testing or will we be given a time allotment for shutdown to do our work?
- All testing and inspection requires coordination. Datacenters are critical to Medical center operations and may require temporary power be ran in order to provide maintenance of equipment listed in this PWS.
