About this file

This document is Amendment 0002 to RFQ 36C24727Q0036 issued by the Department of Veterans Affairs, W.J.B. Dorn VA Medical Center in Columbia, South Carolina. The amendment provides responses to 16 vendor questions submitted regarding the installation of lead-lined drywall in a radiation shielding project. The RFQ solicitation number is 36C24727Q0036, with an effective date of October 16, 2026.

The key project specifications clarified through the Q&A responses are: three walls measuring 12' x 9', 8'9" x 9', and 7'4" x 9' require lead-lined drywall installation to a 9-foot height, totaling approximately 252 square feet of wall coverage. The existing walls will be bare metal studs after in-house VA demolition. Installation must follow OSHA guidelines and achieve a Level 4 drywall finish per ASTM C840, with shielding required at seams, fasteners, outlets, and other penetrations. No specific manufacturer is mandated; equivalent products are acceptable. The contractor is not responsible for demolition, ICRA requirements, painting, priming, radiation shielding testing, or reinstallation of fixtures—all to be performed by VA personnel. The amendment confirms that contractors must acknowledge receipt of this amendment prior to the specified hour and date in the solicitation, either by completing required forms or by separate written communication referencing the solicitation and amendment numbers.

Response to Vendors Questions on this RFQ

Q1. The wall dimensions for the area receiving the lead-lined material, including approximate width and height of each wall section.

Q1-Answer - There are 3 walls that measure 12’ X 9’, 8’9” X 9’ and 7’4” X 9’

Q2. A description of the existing wall construction and finish.

Q2-Answer - We will be removing existing wall material. It will be bare metal studs

Q3. Clarification regarding the required demolition/removal scope, including whether any existing drywall, wall covering, fixtures, trim, or other materials must be removed prior to installation.

Q3-Answer - Demolition will be done in house

Q4. Confirmation of whether any existing items mounted on the affected walls will need to be removed and reinstalled by the contractor.

Q4-Answer - Will be done in house

Q5. Are there any specific certifications or experience requirements for the contractor installing the lead-lined drywall.

Q5-Answer - Follow OSHA guidelines

Q6. Is radiation shielding testing or inspection required upon completion, and if so, is that the contractor's responsibility?

Q6-Answer - VA responsibility

Q7. Is there a required manufacturer for the lead-lined drywall, or are equivalent products acceptable?

Q7-Answer – NO

Q8. Are there any specific requirements for shielding at seams, fasteners, outlets, or other penetrations?

Q8-Answer - Should be shielded

Q9. Does the scope include any demolition, painting, or additional finishing beyond the Level 4 drywall finish?

Q9-Answer - Just level 4 drywall finish

Q10. The Statement of Work indicates that 101 SF of wall area is to be covered with lead lined boards. During the site visit, it was our understanding that the 101 SF refers to the approximate floor area of the room. Please confirm which walls are to receive the lead lined board and whether the required wall area is limited to 101 SF or is intended to cover the applicable walls up to the specified 7-foot height.

Q10-Answer - 9 foot height

Q11. Please confirm whether the contractor is responsible for priming and painting the walls after the required Level 4 finish or if painting will be performed by others.

Q11-Answer - Done by VA

Q12. Please confirm whether any additional lead shielding or special treatment is required at electrical boxes, outlets, plumbing penetrations, joints or fasteners beyond the lead-lined board manufacturer’s standard installation requirements.

Q12-Answer – Shielded

Q13. The SoW states that the area is 101 sq ft, but that appears to be floor space with wall space being much more than that. Can the VA clarify how many sq ft of lead-lined drywall needs to be installed?

Q13-Answer - Approximately 252 Sq Ft of Wall

Q14. Will the contractor be responsible for setting up, maintaining, and removing (when finished) ICRA requirements? If so, can the VA specify what level ICRA will be required?

Q14-Answer - Done by VA

Q15. Will the contractor be required to demo the existing space prior to construction?

Q15-Answer – NO

Q16. Will any construction services be required such as reattaching baseboards, painting, reinstallation of furnishings, etc. after “Level 4 finishing per ASTM C840.”?
