Question/Answers for Amendment 001:

1. The Statement of Work describes the work in the "designated areas" of Building 10A but does not state a quantity. Could the Government provide the approximate square footage to be removed and replaced -- and, if available, a room/corridor list or floor plan showing the affected areas?

Answer: Approximate total square footage of flooring to be replaced is ~4800SF.

Answer: See floor plan in amendment 001

2. What is the approximate linear footage of baseboard to be removed and replaced, and the number of door jambs requiring cut-in and caulking?

Answer:

There will be approximately ~720ft of rubber Cove Base (baseboard) and ~150ft of Millwork Baseboard that will have to be replaced. The specific baseboard products can be determined by the contractor (i.e. we do not have a specific brand name product for baseboard that we want), but each section of baseboard shall be a like-for-like replacement. Where there was existing rubber Cove Base, the contractor shall replace that section with a like-colored Cove Base product. Where there was Millwork baseboard that was removed, the contractor shall replace with a like-colored Millwork baseboard product.

3. Detailed list of the finishes that would need to go in the space.

Answer:

Per the SoW, the LVT floor product is “Karndean Korlock Select – Smoked Butternut” (20 mil wear layer); the Karndean product code is RKP8107.

Since the Site visit on September 29, 2026, there may be a change of selection of LVT flooring. VA Engineering will provide the new selection before the solicitation closes.

4. Clear descriptions on what would need to be done

Answer:

There are approximately ~30 doors (some of which are double doors) that the LVT will have to be cut around to fit the profile of the jambs at the bottom.

5. Moisture testing. Does the Government have existing slab moisture test results (RH or calcium chloride) for the affected areas? If not, should moisture testing be included in the quoted price?

We do not have any moisture testing results for the subfloor. Moisture testing will not be necessary and should not be included in contractor pricing. However, the contractor MUST include a moisture barrier in their quotes as moisture barrier application/install is required as stated in the SoW.

After the site visit on September 29, 2026, we are awaiting results of moisture testing for the subfloor. The results of this testing will now determine if a moisture barrier will be needed. If a moisture barrier is needed, then the barrier will only be required underneath the areas receiving replacement flooring.

6. Phasing. Will the work areas be fully available during the 7:00 a.m.–3:30 p.m. work window, or should offerors plan for phased work around patient care areas?

Answer:

Currently, the plan is to relocate all patients from the work area until the work is completed, so work phasing is not expected to be required, and the contractor should be able to do this work during normal hours, 7:00am – 3:30pm.

7. Is there a publicly available estimated contract value or budget range for this project?

Answer:

No

8. Is there a previous comparable flooring contract or publicly available award we could reference?

No

9. The SOW requires the contractor to perform all subfloorpreparation necessary after removal of the existing LVT. If concealed conditions reveal extensive cracking, spalling, leveling requirements, or other substrate deterioration beyond normal flooring preparation, should this work be included entirely within the Firm-Fixed-Price amount, or will unforeseen extensive substrate remediation be addressed separately by the Government?

Answer If unforeseen subfloor conditions are discovered that require extensive remediation work, this will be addressed separately (i.e. through a contract modification); the contractors should not price for this currently.

10. Has the existing LVT flooring and/or adhesive in the designated work areas been tested for asbestos or other hazardous materials? If testing has been completed, please provide the applicable reports or confirm that the materials scheduled for removal are non-hazardous.

No testing has been done for asbestos or other hazardous materials. This section of Building 10A is a relatively new addition and is not expected to contain hazardous materials.

11. Will the VA relocate patients and remove furniture, beds, medical equipment, and other movable contents from each designated work area before turnover to the contractor, or should the contractor include furniture/equipment relocation in its price?

Currently, the plan is relocate all patients from the work area until the work is completed. There is only a small amount of furniture (i.e., some chairs in the living area) to be removed from the work areas. The contractor should be able to easily relocate these items and move them back once finished working in a certain area.

12. Control: Are there specific ICRA, dust containment, HEPA filtration, negative-air, noise, or other infection-control requirements applicable to flooring demolition and concrete surface preparation in Building 10A beyond the barriers and safety provisions contained in the SOW?

Anwer:

There are currently no containment requirements other than those listed in the SoW for this service; the old LVT is already detaching from the subfloor and will come up easily without creating considerable dust/debris. If extensive subfloor work is determined to be required (i.e., grinding), there may be additional requirements for containment, but this will be addressed separately if this occurs.

13. Extent of Moisture Mitigation: Is the required moisture barrier to be installed only beneath the areas receiving replacement LVT, or across the entire room, corridor, or contiguous flooring area?

We are awaiting results of moisture testing for the subfloor. The results of this testing will now determine if a moisture barrier will be needed. If a moisture barrier is needed, then the barrier will only be required underneath the areas receiving replacement flooring.

14. Specified LVT: Is Karndean Korlock Select – Smoked Butternut (RKP8107) required with no substitutions, and has the VA confirmed availability of sufficient quantities for the anticipated repair?

Answer:

The contractor will be responsible for supplying the flooring product. The VA cannot and is not responsible for confirming the availability of the selected flooring product; it will be the contractor’s responsibility to supply the flooring.

Since the Site visit on September 29, 2026, there may be a change of selection of LVT flooring. VA Engineering will provide the new selection before the solicitation closes.

15. After-Hours/Weekend Work: Should offerors assume a particular amount of after-hours or weekend work for pricing purposes, or will the final work schedule be coordinated with the COR after award?

Answer:

Final work schedule will be coordinated with the COR after contract award. After-hours / weekend work is not anticipated to be needed since the plan is to not move patients back into this building until the flooring work is completed and the contract is closed out.

16. Is the work limited to patching damaged sections within each area, or will full rooms/corridors be replaced wall to wall?

Full rooms and corridors will be replaced wall-to-wall.

17. How many doorways and floor transitions are included, and what adjacent flooring types will the new LVT transition to?

The total number of doorways and transition areas should be determined by the contractor based on looking at the floor plan.

18. Is the existing LVT glued down or floating? The specified Karndean Korlock Select is a click-lock product. Please confirm whether the Government expects a floating installation over the moisture barrier or a glue-down installation.

The existing LVT is glue-down. The flooring product will be changed now after discussion with VA Environmental Management staff. Please be on the lookout for an updated SoW after a new flooring product is determined.

19. Does the 45-day performance period begin at contract award or at the Notice to Proceed? If the specified Karndean product has a manufacturer lead time or backorder, will the performance period be adjusted?

The Notice to Proceed and the contract award date will be same start date. The period of performance will be adjusted to accommodate for any lead-time as necessary.

20. Given that Contractor Safety Training is held every other Wednesday, can the VA accommodate training and badging promptly after award so work can begin within the 45-day window?

Contractor safety training will not be necessary. We will take this out of the revised SoW so it will not be included in the contract.

21. Which floor(s) of Building 10A are affected, and is there an elevator route from the loading dock for materials and equipment?

Building 10A West is on the first floor of the facility. Materials will most likely have to be brought in from the rear of the building, and there is an elevator available for getting materials up to the first floor from the basement in this area.

22. We have reviewed the floor finish plan (drawing DB-010-01) and noted that several areas are marked with red outlines. We understand that the hatched or shaded areas are not included in the scope of the flooring replacement; however, there are other areas outlined in red that are not clearly identified or labeled as part of that scope.

Could you confirm whether the areas outlined in red on the plan should be included in the base bid for the removal and replacement of the LVT flooring?

Only the areas outlined in red on the floor plan drawing are included in the scope of this contract.

23. The solicitation includes the Service Contract Labor Standards (FAR 52.222-41) and Wage Determination 2015-4505. Please confirm that Davis-Bacon construction wage rates do not apply to this requirement.

The Davis-Bacon do not apply to this contract.

24. How many reducers and transition strips are anticipated?

Answer:

The contractor should calculate how many reducers or transition strips are needed based on the floor plan provided showing the doorways and areas adjacent to the rooms/corridors receiving new flooring.

25. What infection-control, dust-containment or interim life-safety requirements apply?

Answer:

Currently, there are no infection control requirements anticipated. Patients are removed from the work area, and this part of the building where the flooring work will be done is separated by two doorways from the next patient care area. Also, the existing floor is already detaching from the subfloor and should come up easily without creating much dust/debris. If conditions are encountered where significant dust is expected to be created, then appropriate containment measures should be taken by the contractor; however, this is not expected to be the case.

26. Are bid, performance or payment bonds required?

Answer:

No

27. The blueprint looks to be about 9800 sqft are we just doing certain area of this or the whole area If we are not doing the whole area can you circle the rooms that are to be completed.

Answer:

Only the areas outlined in red on the floor plan are receiving new flooring. The approximate total is a little over ~4800 SF but the contractor is responsible for totaling the square footage of the rooms and areas outlined on the provided drawing for their bid.

28. The Government will allow the Contractor to submit invoices for individual areas or phases of work that have been fully completed and accepted by the COR prior to completion of the entire contract?

The solicitation, Section B.1, Item 3, states “Invoice payment upon service render.” If partial invoicing is permitted, please clarify how completion and acceptance will be measured for invoicing purposes (e.g., by completed flooring areas, designated rooms/sections, or another measurement established by the Government).

If partial invoicing is not permitted, please confirm that payment will be made only upon completion and acceptance of the entire contract."

Answer:

Payment will be made upon completion and acceptance of service render.

29. What is the required period of performance and expected project start date?

Answer:

The period of performance dates starts when on the award date and that is when the expected project begins.

30. Are bid, performance or payment bonds required? Which prevailing-wage determination applies to this project?

Answer:

No. The prevailing-wage determination is the followings: WD 2015-4505 Rev 37

31. The authorized offer-submission method and address/portal.

Brenda.carter6@va.gov

32. Will restrooms be available onsite for contractor personnel to use during the project?

Yes

33. Is the contractor required to provide a dumpster, or can debris be removed from the site daily and disposed of offsite?

Answer:

The contractor can either provide a dumpster or they can remove or dispose of debris offsite daily.

34. Please confirm whether contractor personnel performing flooring installation are subject to the incorporated Service Contract Act wage determination and whether the Carpet Layer classification is the intended labor classification for this work?

Answer:

Yes. The prevailing-wage determination is the followings: WD 2015-4505 Rev 37

35. Subcontracting: May a small-business prime use a qualified small-business flooring subcontractor to perform all onsite fieldwork while the prime handles project management, scheduling, quality oversight, and contract administration? Please identify any applicable limitations on subcontracting or minimum prime self-performance requirement.

Answer:

Yes. In this solicitation, there is no applicable limitation on subcontracting or minimum prime self-performance requirement.

36. Labor standards and bonding: The RFQ uses flooring-contractor NAICS 238330 but describes a service contract and includes a service wage determination. Please confirm the applicable labor standards and wage determination, and whether payment or performance bonds are required.

The prevailing-wage determination is the followings: WD 2015-4505 Rev 37 and bonds are not required on this service.

38. Section E specifies lowest-priced technically acceptable selection, while VAAR 852.215-70 is also incorporated. How will veteran-owned business status or veteran-owned subcontractor participation be considered in the award decision?

This clause is incorporated into the solicitation to ensure alignment with VA Small Business participation goals. This is a Small Business only set-aside.
