About this file
This is a Presolicitation Notice of Intent to Sole Source from the Department of Veterans Affairs, Network Contracting Office 7.
The VA intends to award a firm-fixed price contract for Construction Period Services (CPS) to FFE - HEAPY JV, LLC for Project 619A4-23-108, "Correct Life Safety Deficiencies Campus-Wide" at Tuskegee VA Medical Center in Tuskegee, Alabama. The contract award is anticipated on or about October 5, 2026. The CPS services include construction submittal reviews, responses to contractor Requests for Information, design changes and potential design changes, and attendance at site visits and construction-related meetings to ensure the design is properly executed and interpreted. The current design contract is 100% complete and this proposed contract is a follow-on of previously descoped contract 36C24723C0067. Sole sourcing to the designer of record allows the Government to decrease lead times for construction award and ensure the original architect-engineer is available to provide design expertise.
The solicitation number is 36C24726R0132, with a response deadline of September 4, 2026 at 1:00 PM Eastern Time. Although this is not a request for competitive proposals and no solicitation will be issued on SAM.gov, any System for Award Management-registered firm may submit a capability statement or proposal by the deadline explaining how it could complete the same CPS services as efficiently and effectively as the designer of record. The NAICS code is 541330 (Engineering Services) with a size standard of $25.5 million. The point of contact is Contract Specialist Cayley Blommers at Cayley.blommers@va.gov or 762-343-9400.

DESCRIPTION
PRESOLICITATION NOTICE – NOTICE OF INTENT TO SOLE SOURCE
The Department of Veterans Affairs, Network Contracting Office (NCO) 7 intends to award a contract in accordance with RFO 6.103-5, Authorized or required by statute and VAAR 806.302-
570. This action is in accordance with 38 U.S.C. 8127 and VAAR 819.7008. NCO 7 intends to negotiate and award to sole/single source, firm-fixed price contract for construction period services (CPS) to FFE - HEAPY JV, LLC. The Project number and title is as follows: 619A4-23- 108 | Correct Life Safety Deficiencies Campus-Wide | CPS to be completed at the Tuskegee
VAMC.
The current design contract is 100% complete but no longer has CPS as part of the scope. The requirement is to provide engineering services for post award activities associated with the construction contract awarded for subject design project. The intent is to retain the A-E designer of record (i.e., FFE - HEAPY JV, LLC.) for the Construction solicitation and for the duration of the Construction contract. This acquisition is anticipated to take place on or about 10/05/2026.
This proposed contract is a follow-on of a previously descoped contract, 36C24723C0067.
These CPS services were previously competed under Solicitation 36C24722R0072. Sole sourcing to the designer of record (DOR) will allow the Government to decrease lead times for award of the Construction project and ensure the DOR is readily available to provide expertise in relation to their own Design documents.
Required AE CPS services include, but are not limited to, construction submittal reviews, responses to contractor Requests for Information (RFI’s), execution of design changes and potential design changes, and attendance at necessary site visits and construction related meetings in order to ensure the DOR’s design is properly executed, adjusted, and interpreted in order to deliver a complete and useable facility consistent with original design intent.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, no solicitation will be issued on SAM.gov, and no response to this notice is requested. However, any System for Award Management (SAM) registered firm that can meet the requirement may provide a capability statement or proposal which will be considered by the Contracting Officer and should include an explanation how the contractor would be able to complete the same CPS services as efficiently and effectively as the DOR. Any prospective design firm will need to possess working knowledge of all issues that may arise and will assume the liabilities associated with all aspects of the design. Responses must be provided by 9/4/2026 at 1:00pm ET.
A determination by the Government not to compete this procurement will be based on market research including responses to this notice. It is within the Government's sole discretion to decide whether the information received in response to this notice warrants development of an alternative approach. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. There will not be reimbursement to any firm for developing a response to this notice. The NAICS for this requirement is 541330 and the size standard is $25.5M.
