THIS CONSTRUCTION SERVICES PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL
(RFP). CONTRACTORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO
THIS WEBSITE.
1. Set-Aside Information: This acquisition is a 100% Set Aside for Certified Veteran-Owned Small Businesses (VOSBs).
a. Prospective Contractors are cautioned that a proposal submitted in response to this solicitation must meet the criteria identified in VAAR Clause 852.219-74, VA NOTICE OF
TOTAL SET-ASIDE FOR CERTIFIED VETERAN-OWNED SMALL BUSINESSES (JAN 2023)
(DEVIATION).
b. Prospective Contractors must comply with VAAR Clause 852.219-75 VA NOTICE OF
LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SERVICES
AND CONSTRUCTION (JAN 2023) (DEVIATION). In the case of a contract for General Construction, the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not certified VOSBs listed in the SBA certification database as set forth in 852.219-74. Any work that a similarly situated subcontractor further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. Cost of materials is excluded and not considered to be subcontracted.
c. For an VOSB to be considered as a prospective contractor, the firm must be certified and listed in the SBA certification database (search.certifications.sba.gov) and registered in the System for Award Management (SAM) database (sam.gov) at time of submission of their qualification. A joint venture may be considered eligible as an VOSB if the joint venture complies with the requirements in 13 CFR 128.402 and the managing joint venture partner makes the representations under 852.219-74(c). A joint venture agrees that, in the performance of the contract, the applicable percentage specified in paragraph 852.219- 74(d) of the clause will be performed by the aggregate of the joint venture participants.
Failure of a prospective VOSB to meet these certification requirements by the SBA shall result in elimination from consideration. The firm must also report to VETS-4212 Federal Contractor Reporting in accordance with FAR 52.222-37, Employment Reports on Veterans at dol.gov/agencies/vets/programs/vets4212 if applicable.
2. Contract Information: A Firm Fixed Price Construction contract is contemplated for:
a. Project No. & Title: 521-23-121 - Renovate SPS Phase 2
b. Work Location: Birmingham, AL VA Medical Center.
c. Magnitude of Construction: Between $5,000,000 and $10,000,000.
d. Estimated/target Completion Period: 365 calendar days after issuance of Notice to Proceed.
e. NAICS code for this acquisition is 236220, Commercial and Institutional Building Construction, with a size standard of $45 million. The Product Service Code (PSC) is Y1DA, Construction of Hospitals and Infirmaries.
f. Definitization of equitable adjustments for any potential change orders will be handled in accordance with (IAW) federal regulations and policies as outlined in the Federal Acquisition Regulation (FAR), Department of Veterans Affairs Acquisition Regulation (VAAR), Veterans Affairs Acquisition Manual (VAAM), and any other applicable Veterans Affairs (VA) guidelines and policies. Applicable provisions and clauses will be included in the solicitation and subsequent contract. Data regarding VA timelines on definitizations within the past 3 fiscal years is currently unavailable.

VA Medical Center (BVAMC), located at 700 19th Street South, Birmingham, AL 35233. The hospital provides both inpatient and outpatient services to military veterans that live in north central Alabama and surrounding areas. The hospital currently provides 139 beds for inpatient care. The purpose of this construction project is to renovate the Sterile Processing Service (SPS) space on the ground floor of the BVAMC. The first phase of demolition ended in April of 2023. This phase removed most existing architectural, electrical, and mechanical items, but not all. The first phase is not included in this contract. The second phase will renovate the shell space and provide the VA with a fully functional Sterile Processing Service.
The Contractor shall provide all labor, materials, equipment and supervision to construct Birmingham SPS Phase II as indicated on the contract drawings and specifications dated January 28th, 2025. They shall also provide all labor, materials, equipment and supervision to renovate the 3 existing cart lifts serving the SPS area. This renovation shall include the complete demolition and replacement of cart lifts and all work associated with these tasks as also outlined in the Specifications. All work will be completed in accordance with local, state, and federal codes and laws. Work within the cart lift lobby rooms above the ground floor shall be contained within ICRA level 4 barriers. These barriers shall leave enough space within these lobby rooms for the hospital to continue to store materials and equipment. The new equipment shall fit within the existing mechanical rooms and shafts. This shall include the following cart lifts: Lift T-1 Clean – Mechanical Room 9304D – Automatic Traction, Lift T-2 Soiled– Mechanical Room 9304D – Automatic Traction, and Lift T-3 Clean – Mechanical Room 5D103A – Automatic Traction.
One or more of the items under this acquisition are subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Applicable provisions and clauses will be included in the subsequent solicitation and/or contract.
Site Visits: A pre-proposal site visit will be held. Date and time will be announced in the solicitation.
4. Selection Criteria: This requirement will be procured using the Trade-Off Source Selection process providing the best value to the Government.
5. Submission Criteria: Solicitation 36C24726R0011 (including relevant documents, specifications, and drawings) will be posted on or about 11/5/2025 to sam.gov under Contract Opportunities. Once it is posted, all responsible sources may submit a proposal, which will be considered by the agency if they meet the requirements as listed in the solicitation. Any amendments to the solicitation will be posted solely to this website. It will be the responsibility of the offeror to verify the number of amendments issued.
