About this file
This is an Amendment to Solicitation document (Standard Form 30) extending the response deadline and providing vendor questions and answers for Solicitation 36C24726Q0846.
The Department of Veterans Affairs, Veterans Integrated Service Network 7 (VISN 7), Charlie Norwood VA Medical Center in Augusta, Georgia is soliciting quotations for valet parking services. The contract requires parking assistance for an estimated 300 to 400 vehicles daily at the Downtown Division location (950 15th Street, Augusta, GA 30901), serving veterans, patients, family members, and visitors. The solicitation is set-aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns verified in the SBA VetCert system. The base contract period runs from October 1, 2026 through September 30, 2027, with four one-year option periods extending through September 30, 2031. The response deadline has been extended to September 17, 2026 at 10:00 AM EDT. The amendment includes answers to 51 vendor questions addressing staffing requirements, wage determinations (Service Contract Act applies), insurance and bonding requirements, site specifications (135 designated parking spaces in South Lot with drop-off/pick-up area at Emergency Department Atrium), equipment provision, past performance references (minimum four references required for valet parking services within three years, governmental or commercial), and operational details. Key clarifications include: contractors determine staffing levels to meet performance standards; no historical vehicle volume data available; no collective bargaining agreement applies; no Government-furnished equipment or secure storage provided; supervisors may perform valet duties during peak periods; and electronic valet systems may be used if contractor-provided and do not access Government systems.

Questions and Answers for Valet Parking Services
| 1. | Please provide the incumbent contractor’s current staffing schedule by position and hour, including the number of attendants, supervisors, relief employees, and any administrative personnel. The incumbent’s current staffing data is not available. You must rely on your own independent estimates to staff the contract. |
| 2. | Is the required full-time supervisor permitted to park and retrieve vehicles during peak periods, or must the supervisor function exclusively in a non-valet supervisory capacity? Yes, the required full-time supervisor is permitted to park and retrieve vehicles during peak hours |
| 3. | Does the Government require a minimum number of employees by shift, or may the contractor determine staffing levels provided all performance and wait-time standards are achieved? Contractor to determine based on SOW |
| 4. | Please provide an approved parking and traffic-flow plan showing the areas where double parking, triple parking, travel-lane parking, and curb parking are permitted. Please see the attached diagrams attached; contractor to determine safe parking to meet requirements in the SOW |
| 5. | How frequently have special events or clinic schedules historically required staffing beyond normal operating levels or hours? Never |
| 6. | Please confirm whether service is required on Good Friday. The SOW’s operating holiday schedule excludes federal holidays, while the wage information identifies Good Friday as one of 12 paid holidays. Good Friday is not considered a federal holiday, valet services will be needed that day. |
| 7. | Please provide the complete applicable Service Contract Labor Standards wage determination, including the required classifications and base wage rates for attendants, supervisors, and any other covered positions. Please refer to solicitation section D.1 Wage Determinations |
| 8. | Is there an incumbent collective bargaining agreement? If so, please provide the agreement and an anonymized employee seniority and vacation-accrual listing necessary to determine successor contractor obligations. No |
| 9. | Please identify all Government-furnished equipment currently available, including booths, key cabinets, barriers, signs, radios, storage space, lighting, electrical service, internet connectivity, and weather-protection equipment. Please also identify which existing items the incoming contractor may continue to use. Please refer to SOW, Section B. General Requirements |
| 10. | If an electronic valet-ticketing or vehicle-count system is proposed, what VA authorization, privacy assessment, security review, or approval must be completed before implementation? Electronic systems may be used if provided by contractor, but will not be permitted to access any government systems. |
| 11. | Do you know where I can find a list of general contractors or planholders for this project? We're looking to bid out, but I'd like to know which GCs we could bid under. If you don't have this information, could you direct me to somebody who might have it? Per our procurement guidelines and to ensure a fair bidding process, we are unable to provide a direct list of general contractors or planholders for this project. |
| 12. | Page 77 of the solicitation says the due date is September 9. SF1449 says the due date is September 8. Can you please clarify the correct due date? The due date has been extended until September 17, 2026 at 10:00 EST to allow vendors to review answers to questions, so they can submit a proper quote. Updated SF1449 is attached. |
| 13. | How many valet attendants are currently assigned to the contract? Coverage needed M-F, not including federal holidays. Contractor to determine staffing needs to meet requirements in the SOW |
| 14. | Are electrical outlets available near the valet staging or storage area for charging equipment? If so, are they weather protected? No |
| 15. | Is secure storage space provided for valet equipment? No |
| 16. | Is there a CBA associated with this contract? No |
| 17. | Is there overflow parking outside of the South Lot? If so, is this ever utilized? No |
| 18. | Will the Government provide historical volume data — average vehicles parked per day, peak arrival windows, and monthly or annual totals for the current period of performance? At this time, historical vehicle volume data—including daily averages, peak arrival windows, and period of performance totals—is unavailable. |
| 19. | Is there an incumbent contractor? If so, please provide the incumbent's name, the current contract number, and the current contract value. Current incumbent contractor and contract amount awarded is public information and is available online. |
| 20. | Which Service Contract Act wage determination applies to this requirement, and what is the WD number and revision date? Please confirm the applicable labor category and locality. Please refer to solicitation section D.1 Wage Determinations |
| 21. | What are the required hours and days of operation, and is coverage required on federal holidays? Coverage needed M-F, not including federal holidays. Contractor to determine staffing needs to meet requirements in the SOW |
| 22. | Does the Government require a minimum number of attendants per shift, and is a dedicated on-site supervisor required during all operating hours? Coverage needed M-F, not including federal holidays. Contractor to determine staffing needs to meet requirements in the SOW |
| 23. | What is the valet capacity — number of designated spaces — and does the requirement include key management, shuttle operation, or wheelchair assistance? 135 spaces; key management & wheelchair assistance provided; no shuttle operations |
| 24. | The solicitation requires four past-performance references including average vehicles parked per day. Will the Government accept commercial references, or must references be federal contracts? Will references at comparable-volume commercial parking and vehicle-handling operations be evaluated as relevant? Please refer to E.2 52.212-2 EVALUATION; Past Performance. |
| 25. | What insurance limits are required, specifically garagekeepers legal liability, and how are vehicle damage claims to be adjudicated between the contractor and the Government? Please refer to Section C.5 SUPPLEMENTAL INSURANCE REQUIREMENTS; Refer to by reference clauses 52.228-5 INSURANCE—WORK ON A GOVERNMENT INSTALLATION and 852.228-71 INDEMNIFICATION AND INSURANCE. |
| 26. | What is the expected timeline for contractor personnel background investigations and VA badging, and may badging begin prior to the period of performance start date of 10/1/2026? Once awarded the VA can give accurate timelines, unable to provide information until the contract is awarded. For other credentialing information please refer to Section C.7 VAAR 852.204-72 PERSONNEL VETTING AND CREDENTIALING. The contractor shall bear the expense of obtaining background investigations. If the investigation is conducted by the Office of Personnel Management (OPM) through the VA |
| 27. | Is there a page limit or required format for the quote, and should the technical and price volumes be submitted as separate attachments in the same email? Please refer to ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES |
28. Collective bargaining agreement. Are the incumbent contractor's employees performing this requirement covered by a collective bargaining agreement? If so, will the Government furnish the CBA and the applicable wage and fringe benefit rates in accordance with FAR 22.1008-1(b) and FAR 52.222-41(n), so that offerors may price the successor obligation accurately? Unable to provide information on the incumbent contrator’s employees. Please refer to solicitation section D.1 Wage Determinations
29. Wage determination. The solicitation incorporates FAR 52.222-41, 52.222-42 and 52.222-43, but no wage determination is attached to the synopsis as posted. Will the Government issue by amendment the applicable Service Contract Act wage determination and revision, together with the FAR 52.222-42 Statement of Equivalent Rates for Federal Hires? Please confirm whether Wage Determination 2015-4465 (Richmond County, Georgia) is the applicable determination and which revision offerors should price against for the base period beginning October 1, 2026. Please refer to solicitation section D.1 Wage Determinations
30. Executive Order 14026. The solicitation lists FAR 52.222-55, Minimum Wages for Contractor Workers Under Executive Order 14026 (Deviation, Nov 2025). Please confirm whether the Executive Order 14026 minimum wage applies to this requirement and, if so, the rate applicable to the base period. Please refer to solicitation section D.1 Wage Determinations
31. Historical vehicle volume. SOW paragraph 45 requires the contractor to submit monthly reports of vehicles parked, sorted by date and time with peak hours identified. Will the Government release the actual monthly vehicle counts and peak-hour counts for the most recent twelve months of performance? The SOW estimates 300 to 400 vehicles daily; actual historical data would allow offerors to price staffing to the required service levels rather than to the range. No; totals have not exceeded 300 vehicles per day
32. Current staffing level. Will the Government identify the number of parking attendants and supervisors currently staffed at this location during each portion of the operating day, or state the level it considers necessary to meet the five-minute and ten-minute service standards in SOW paragraphs 12 and 16? Contractor to determine staffing needs to meet requirements in the SOW
| 33. | Site information in lieu of a site visit. The solicitation provides for a single site visit held on August 28, 2026, and states that no additional site visits will be scheduled. Recognizing that FAR 52.237-1 makes inspection non-mandatory, will the Government provide by amendment a dimensioned diagram or site plan of the designated South Lot, including the approximate 135 marked spaces, drive aisles, the Emergency Department Atrium drop-off and pick-up area, and the south lot entrance? Alternatively, will the Government confirm that offerors may observe the publicly accessible portions of the lot on their own, without escort, prior to the quote due date? Please see the attached diagrams |
| 34. | Past performance — applicable standard. The Basis for Award requires four past performance references "for valet parking services." The Addendum to FAR 52.212-1, paragraph 8, requires four references "for similar services." The incorporated text of FAR 52.212-1(b)(10) states that past performance information will not be considered in simplified acquisition procurements. Please confirm which standard governs the evaluation, and specifically whether commercial contracts for vehicle handling, staging and curbside operations of comparable size, scope and complexity — for example, rental car ground operations at commercial airports — will be evaluated as "similar services." Please refer to E.2 52.212-2 EVALUATION, Past Performance. The offeror is required to provide a minimum of four (4) past performance references for valet parking services within the last three (3) years, either Governmental or Commercial entity, in response to this solicitation |
| 35. | Past performance — fewer than four references. Where an offeror can furnish fewer than four references meeting the standard the Government adopts in response to Question 7, and addresses that in its quote as the solicitation permits, will the quote be evaluated on its merits, or will it be found unacceptable? Please refer to E.2 52.212-2 EVALUATION, Past Performance. The offeror is required to provide a minimum of four (4) past performance references for valet parking services within the last three (3) years, either Governmental or Commercial entity, in response to this solicitation |
| 36. | Bonding. SOW paragraph 40 requires the contractor to provide "bonded" parking attendants. Please confirm whether this refers to a fidelity or employee dishonesty bond covering contractor personnel, and if so, the minimum coverage amount the Government requires. If a different form of bond is intended, please specify. A bonded parking attendant typically refers to a commercial service employee who is covered by a fidelity bond (or surety bond) and liability insurance to protect the government and third parties against theft, fraud, property damage, or physical loss while vehicles are under the contractor's control. Please refer to Section C.5 SUPPLEMENTAL INSURANCE REQUIREMENTS; Refer to by reference clauses 52.228-5 INSURANCE—WORK ON A GOVERNMENT INSTALLATION and 852.228-71 INDEMNIFICATION AND INSURANCE. |
37. Insurance limits. The solicitation references "Supplemental Insurance Requirements," FAR 52.228-5 and VAAR 852.228-71, but does not state minimum limits in the synopsis as posted. Will the Government state the required minimum limits for commercial general liability, automobile liability, and workers' compensation and employer's liability? Given that SOW paragraph 37 places complete liability for vehicle damage on the contractor, please also confirm whether garagekeepers legal liability coverage is required and, if so, the minimum limit per occurrence. Please refer to Section C.5 SUPPLEMENTAL INSURANCE REQUIREMENTS; Refer to by reference clauses 52.228-5 INSURANCE—WORK ON A GOVERNMENT INSTALLATION and 852.228-71 INDEMNIFICATION AND INSURANCE.
38. Supervision. SOW paragraph 8 requires a designated full-time supervisor on site during set-up, tear-down and performance of the work. Please confirm whether that supervisor is required in addition to the attendant staffing needed to meet the service standards, or whether the supervisor may also park and retrieve vehicles when not engaged in supervisory duties. Contractor to determine staffing needs to meet requirements in the SOW. Yes, the required full-time supervisor is permitted to park and retrieve vehicles.
39. Assistance to disabled patrons. SOW paragraph 16 requires attendants to assist disabled patrons in and out of vehicles and to remove wheelchairs, walkers, carts and personal medical equipment on request, while stating that attendants shall not lift or pick up patients. Please confirm that attendants may decline any assistance that cannot be performed safely without lifting or bearing a patron's weight, and that VA staff will be summoned in those cases. Attendants will call for team to respond for any help outside of providing weight bearing assistance.
40. Contractor booth and utilities. SOW paragraph 1 requires the contractor to provide professional parking attendant booth(s). Will the Government provide electrical service, lighting or a designated pad for the booth at the South Lot, and is an existing booth or structure available for contractor use at the drop-off and pick-up area? No
41. Solicitation documents. The Addendum to FAR 52.212-1 requires submission of a signed SF 1449 and a completed VAAR 852.219-75 certification. Please confirm that both forms, together with the price schedule in fillable form, are contained in attachment 36C24726Q0846_1, or issue them by amendment. Refer to C.9 VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION;36C24726Q0846_0002_2
| 42. | Can the Government confirm the maximum daily vehicle volume the contractor should plan staffing around, given the SOW stated estimate of 300 to 400 vehicles per day? Has not exceeded 300/day |
| 43. | Can the Government confirm the approximate walking or driving distance between the South Lot and the valet drop-off/pickup area at the Emergency Department Atrium? Drop-off/pick-up area is within the South Lot; furthest vehicle would be less than 75 yards |
| 44. | Will the government provide 24 months of actual reported daily volumes summarizing the number of vehicles parked by parking assistance attendants based on date and time (sorted by morning or afternoon), rather than just an estimate? (Perhaps the government can share the monthly reports provided by the current contractor for the past 24 months.) At this time, historical vehicle volume data—including daily averages, peak arrival windows, and period of performance totals—is unavailable. |
| 45. | Please confirm the assigned parking lot is restricted to use by the Contractor for provision of parking services and excludes all self-parking. Yes |
| 46. | Will the Contractor have permission to adjust the traffic and parking patterns within the controlled area to maximize efficiency? Yes, only within the designated valet area |
| 47. | Will the Contractor have access to electricity to operate fans or heaters as the weather requires? Yes |
| 48. | Will the Contractor have access to an interior space for operations during inclement weather? Staff are permitted to enter the facility during inclement weather |
| 49. | Will the VA provide a secure area for storing Contractor equipment and supplies when not in use? No |
| 50. | Regarding construction, please identify changes that will take place with regards to valet areas and potential changes in volume. Unable to determine at this time; construction has not been confirmed yet |
51. Is the fixed price subject to change based on impacts on construction? No
52. Based on the solicitation language stating that this opportunity is set aside for SDVOSB concerns, it appears a company would not be eligible to submit a quote as the prime contractor. Could you please confirm whether that understanding is correct? An Offeror must be SDVOSB Verified (reference VAAR 852.219-73) at time of quote submission and at time of award. VAAR 852.219-75 certification are a submission requirement and shall be submitted electronically.
