About this file
This is an Amendment to Solicitation (Standard Form 30) for a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside procurement issued by the Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 7, Atlanta VA Health Care System. The amendment extends the deadline for receipt of offers from August 7, 2026 to August 24, 2026 at 10:00 AM EDT and provides responses to vendor questions regarding the procurement.
The solicitation seeks quotations for domiciliary mental health resident furniture for the Atlanta VAMC, requiring delivery and installation within 180 days after award. Products include 59 Stance Flo Behavioral Health Platform Beds (36" x 80"), 59 behavioral health mattresses (36" x 80" x 5"), 2 Gibraltar Platform Beds (double XL), 2 behavioral health mattresses (54" x 80" x 5"), 39 Frontier Behavioral Health Desks, 34 Gibraltar 4-Drawer Dressers, 21 Gibraltar Double Wardrobes, 4 Gibraltar Single Wardrobes (left hinged), and 2 Gibraltar Single Wardrobes (right hinged), with a separate line item for delivery, warehousing, and phased installation across six phases. Key clarifications include: installation occurs Monday-Friday, 8:30 a.m.-5:00 p.m. in vacant resident wings; existing furniture removal and disposal are included; street offloading with liftgate is required; warehouse storage up to 30 days is anticipated; rotationally molded construction is acceptable for identified products; all products are brand-name-or-equal with equals evaluated through product literature and compliance matrices; the Government will provide floor plans and room assignments prior to installation; and an SBA individual waiver for the Nonmanufacturer Rule is pending, which will allow small business nonmanufacturers to supply products from any size manufacturer. The procurement is set-aside for SDVOSB concerns with NAICS code 337127 and a 500-employee small business size standard, with FOB Destination terms and all items due 180 days after award notice.

Questions and Answers for Domiciliary Furniture for Atlanta VAMC
1. The general scope and CLIN 0010 require installation after hours, while SOW §11.6 states that installation shall occur Monday through Friday, 8:30 a.m.–5:00 p.m. Please confirm the required installation days and hours. If after-hours work is required, please identify the permitted nightly window and whether weekend work is allowed. Installation will occur Monday through Friday, 8:30 a.m.–5:00 p.m.
1. Please confirm the controlling performance schedule. Must all products be delivered and received by December 31, 2026, delivered within 180 days after receipt of order, or installed within 180 days after Notice to Proceed? Please identify the anticipated award date, NTP date, delivery deadline, and final installation deadline. Period of Performance will be 180 days after receipt of award. All work must be completed within 180 days after receipt of award.
1. Please provide the anticipated sequence, target dates, and permitted duration for each of the six phases. Will the phases occur consecutively, or should the contractor anticipate gaps between phases? If gaps are expected, please provide their approximate duration. Installation will occur in six phases based on room availability and patient care operations. Gaps between phases may occur, and the final installation schedule will be coordinated after award.
1. Please provide the quantity and product allocation for each residential wing, building, room, and installation phase, including the allocation between Buildings 130 and 131. There are 6 wings and up to 10-bedroom setup to each wing installation phase.
1. Please confirm the required quantity for CLIN 0006. The pricing schedule requires 39 four-drawer dressers, while the SOW furniture schedule identifies 34. The quantity is 34, there was a typo on the CLINS
1. The quotation instructions require room typicals and a BOM tagged to the floorplan or facility. Will the Government provide floorplans, room numbers, room dimensions, product locations, and phase assignments? If not, please clarify the drawings and product tagging expected with the quotation. Yes. Floor plans and room assignments will be provided prior to installation. See attached sample floorplan.
1. Please provide or confirm the following: Loading-dock location and availability. Maximum permitted truck and trailer size. Vehicle screening and delivery-reservation requirements. Dock height and whether a liftgate is required. Freight elevator dimensions, door clearance, capacity, and operating hours. Building floors served path-of-travel restrictions. Availability of staging space. Escort or security requirements. Whether the contractor may use an on-site dumpster or must remove all debris from the facility. Site logistics will be coordinated prior to installation. The contractor shall remove all packaging and installation debris. There are no limitations for truck.
1. Please identify the wall and floor construction at the installation locations and the Government-approved anchoring methods. Please also confirm whether the contractor must provide all anchors, scanning, or engineering and who will be responsible for patching or repairing penetrations. The contractor shall follow manufacturer’s recommendations and VA requirements. No anchoring is needed.
1. Please confirm whether removal, relocation, storage, or disposal of existing furniture is included. The current scope addresses disposal of packaging and installation debris but does not clearly identify removal of existing furnishings. Yes. Existing furniture removal and disposal are included unless directed by the Government.
1. Does the ten-page limitation apply only to the technical narrative or to the complete quotation? If quote exceeds ten pages, it will still be evaluated as long as all required documents are provided
1. Please confirm whether an SBA class or individual waiver to the Nonmanufacturer Rule applies to this procurement. If no waiver applies, please confirm that an SDVOSB nonmanufacturer must furnish products manufactured in the United States by a qualifying small-business manufacturer and may propose an equal product in place of the named Stance basis-of-design product. Waiting for the SBA Individual waiver for this procurement procurement. Products are brand name-or-equal. Equal products must meet all solicitation requirements and salient characteristics.
1. Please clarify the process for obtaining Interior Design approval of proposed equal products before award. Will equals be evaluated solely through the quotation’s product literature and compliance matrix, or must offerors provide physical samples, finish chips, mockups, or a separate preapproval submission? Equals be evaluated solely through the quotation’s product literature and compliance matrix
1. SOW §11 references professional art installation, but no artwork is identified in the CLIN schedule. Please confirm that art installation is not included in this requirement. There is not any art installation required
1. Are the phases that are mentioned in section 1 based on construction completion of each area so the phases might be several weeks apart or are we to assume we can do each phase a few days apart? Installation is dependent on patient care and room availability within the active residential unit.
1. In the above, is the installation part considered separate from the delivered/received and if so, where is it to be delivered prior to installation? Furniture will be delivered to the contractor’s warehouse until scheduled for installation.
1. Is there a loading dock available in the buildings or is a street offload required? Street offloading required.
1. What floor(s) is the furniture to be delivered to? Furniture will be installed on multiple floors in Buildings 130 and 131.
1. Is there a drawing or map of some sort to better understand the space? Yes. Floor plans will be provided prior to installation.
1. Are we able to provide two quotes, allowing for an alternate product suggestion? Please provide only one quote
1. From my previous experience with deliveries based on construction projects, construction is rarely completed on time. If there are delays due to construction, how will the VA handle paying the furniture vendor and/or storage costs? The Government anticipates that warehouse storage of up to 30 days will be sufficient to support the phased installation schedule.
1. In the salient characteristics, it states that the furniture needs to be HPL; however, the beds specified (Stance Flo) are rotationally molded, not HPL. Can you verify that rotational molded is required? Rotationally molded construction is acceptable where identified by the basis of design. Equal products must meet all required performance characteristics.
1. Approximately how many rooms will be included in each installation phase? Approximately 10–11 resident rooms per phase.
1. Will furniture need to be warehoused for more than 30 days to accommodate the phased installation schedule? No. The Government anticipates that warehouse storage of up to 30 days will be sufficient to support the phased installation schedule.
1. Stance Behavioral Health furniture can be provided with either bolting or weighting options. Will all furniture be required to be secured to the floor, or will weighted units be acceptable? Weighted or secured units are not needed in this environment.
1. Will a finalized floor plan be provided prior to ordering so that the furniture can be tagged by room for warehouse organization and phased installation? Yes.
1. Is this strictly a furniture replacement project, and is the contractor required to remove and dispose of the existing furniture? If so, please provide the approximate quantities and disposal requirements. Yes. Existing furniture removal and disposal are included unless directed by the Government.
1. Are installers required to wear any facility-specific PPE beyond standard workplace safety equipment? No.
1. Is there a loading dock available at the installation site? Street offloading required.
1. If there is no loading dock, where should delivery trucks unload, and will a liftgate be required? A lift gate is required.
1. What is the approximate distance from the unloading location to the resident rooms where the furniture will be placed? Varies by building and room location. Varies by building and room location.
1. Is a freight elevator available? If another type of elevator must be used, will it be available exclusively for the installation team or shared with facility staff and residents? Shared with residents and staff.
1. Will a secure staging area be available for furniture that cannot be installed immediately? Limited staging space may be available and will be coordinated with the Government.
1. Must installation personnel be escorted at all times, or is daily check-in and issuance of vendor badges sufficient? Vendor check-in and badges are required. Escorts will be provided when required.
1. Will residents or patients remain in the specific wings during each installation phase, or will each wing be vacant before installation begins? No. Installation will occur in vacant resident wings.
1. Does any existing product need to be removed prior to the installation of the new? If yes, is it a one for one swap with the new? Is the existing to be discarded? Yes. Existing furniture removal and disposal are included unless directed by the Government.
1. Are any items to be anchored to the floor or wall at the time of installation? The contractor shall follow manufacturer’s recommendations and VA requirements. No anchoring is needed.
1. The Statement of Work identifies Stance Behavioral Health Furniture as the basis of design and permits approved equals. Please confirm that all listed products are brand-name-or-equal and that the minimum technical requirements in Section 14 constitute the complete salient characteristics for evaluating equals. Yes. Products are brand-name-or-equal. Equal products must meet all solicitation requirements and salient characteristics.
1. FAR 52.219-33, Nonmanufacturer Rule, is included. Has SBA issued any class or individual waiver for any furniture or mattress line? If no waiver applies, must the manufacturer of each offered product qualify as a small business under NAICS 337127? No active SBA class waivers apply to NAICS 337127, meaning the manufacturer of each offered product must qualify as a small business. The Small Business Administration (SBA) officially terminated the existing class waivers covering furniture lines under NAICS 337127. An individual waiver is being acquired. A valid individual waiver will allow a small business nonmanufacturer (reseller) to supply the end item of any size business (large or small). Therefore, for the waived furniture or mattress lines, the manufacturer does not have to be a small business under NAICS 337127.
1. Please identify the exact country-of-origin, domestic-content, Buy American, and manufacturer-size documentation required with the quotation for each CLIN. Yes, under small business set-asides utilizing the Nonmanufacturer Rule (NMR) combined with Buy American or Trade Agreements provisions, an offeror typically must identify the specific country of origin, compliance status, and manufacturer size/identity for each Contract Line-Item Number (CLIN) in their quotation. Once individual waiver is received, your quote or proposal must explicitly identify the specific exempt item(s), name the large-business manufacturer if required, and align with the contracting officer's written notification confirming the waiver.
1. Must the contractor-controlled warehouse be located within a specified distance of Fort McPherson, and are there minimum warehouse size, security, insurance, inspection, staging, or climate-control requirements? Warehouse location is at the contractor’s discretion and must provide adequate security, protection, and staging capacity to support contract performance.
1. May installation and warehousing be performed by qualified subcontractors while Project Manager remains the contractor representative and performs all required onsite assessments, installation oversight, walkthroughs, and final sign-off? Contractor will need to follow the guidelines of the Limitations Of Subcontracting
1. The quotation instructions require a Sustainability Certification.
Please identify the accepted certification, standard, or documentation required for this evaluation element. Provide documentation demonstrating compliance with the sustainability certification requirements identified in the solicitation or an equivalent recognized certification.
