DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold Acquisition Plan Action ID: 36C247-26-AP-3785

1. Contracting Activity: Department of Veterans Affairs, VISN 07, Carl Vinson VA Medical Center, located at 1826 Veterans Blvd. Dublin, GA 31021.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The requirement is for a brand name, sign printer that will allow the facility to produce its own signs (with accompanying braille) in-house. Acquisition of product will also include delivery, installation, and a brief training course to address proper usage and maintenance of the printer.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Two critical features are required for a printer to be considered acceptable for installation. The first is the ability to print on various sign materials (e.g. plastic, metal, etc.). The second is the ability to translate and print braille to ensure adherence to ADA standards. When conducting research, the only printer that was found to adhere to the specific features outlined above is the UV-32MP. In-depth discussions occurred with Direct Color Systems (DCS) to tailor a printer package to our needs. The package was generated and DCS passed the information about our needs along with the complete printer package quote to a vendor that does most of the government sales of their printers (RPG Squarefoot Solutions) to generate an identical quote, both item and cost-wise, and smooth out the process. With this, of all the vendors that could provide the required printer, RPG Squarefoot Solutions has intimate knowledge of our needs and has experience with government work of this nature. This makes them the preferred vendor for this brand name printer: UV-32MP.

4. Description of market research conducted and results or statement why it was not conducted: A market research was conducted and from the market research findings that based on the nonmanufacturer rule there were no two or more VetCert-listed SDVOSBs or VOSBS but there is one preferred small business for the brand-name printer.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
