About this file

This is a Justification and Approval (J&A) form for a contract award to be made under Other Than Full and Open Competition authority.

The Department of Veterans Affairs, VISN 07, Central Alabama Veterans Health Care System (CAVHCS) in Montgomery, Alabama seeks to procure unit dose radiopharmaceuticals for the Nuclear Medicine Imaging department. The contractor must furnish all required radiopharmaceuticals, including packaging, transportation, manifests, and reports from a Schedule of Supplies to the facility at 215 Perry Hill Road, Montgomery, AL 36116. The period of performance is October 1, 2026 through September 30, 3031 (one base year plus four option years). The specific radiopharmaceuticals have been determined by CAVHCS physicians and nuclear medicine staff to best meet the needs of the veteran population, with delivery required within 30 minutes to 1 hour. The justification cites the "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" authority under 41 USC §3304(a)(1). Market research via VetCert, Google search, and GSA eBuy resulted in zero alternative vendors capable of meeting all requirements, specifically the rapid delivery timeframe. Southeast Apothecary, Inc., located at 2032 Poplar Street, Montgomery, AL 36106, is identified as the sole source. Pricing was determined fair and reasonable based on comparison to Southeast Apothecary's historical pricing. After the initial one-year period, the market will be surveyed to identify potential competitors for future competitive procurement. The J&A has been certified by the Nuclear Medicine Supervisor, Contracting Officer Michelle Bocage, and Branch Chief Robert Anthony Stephens.
