About this file
This is a Notice of Intent to Sole Source a delivery order from the Department of Veterans Affairs (VA). The VA's Network Contracting Office 07, located in Charleston, South Carolina, intends to award a sole source contract directly to Covidien Sales, LLC (Covidien/Medtronic) located in Mansfield, Massachusetts, for the purchase of a Covidien Valleylab FT10 generator with LigaSure device technology. The equipment will be placed at Carl Vinson VA Medical Center in Dublin, Georgia, to support the Surgical Department's minimally invasive and open surgical procedures requiring vessel sealing capabilities. The VA determined that the FT10 generator is unique due to its advanced TissueFect sensing technology, which adjusts energy delivery in real-time at 434,000 times per second, enabling vessel sealing in 1-2 seconds—up to 50% faster than previous generations—while operating at lower jaw temperatures. The acquisition is intended to reduce intraoperative bleeding, postoperative complications, and operative time by 10-20% in laparoscopic procedures, while improving provider productivity and patient throughput.
Interested parties may submit written capabilities statements and documentation to dispute the sole source determination by 7:00 AM Eastern Time on February 23, 2026, to Contracting Specialist Rudy A.
