About this file

This is an Amendment to RFQ #36C24726Q0288 issued by the Department of Veterans Affairs, VISN 7 Network Contracting Office in Tucker, Georgia, dated February 25, 2026. The amendment adds two FAR clauses related to sustainable and biobased products to the solicitation for chlorine dioxide water disinfection system maintenance services.

The amendment incorporates FAR Clause 52.223-2 (Reporting of Biobased Products Under Service and Construction Contracts, November 2025) and FAR Clause 52.223-23 (Sustainable Products and Services, November 2025). Under these clauses, contractors must report biobased products purchased during the previous Government fiscal year to sam.gov and the Contracting Officer by October 31 annually and at contract completion. Contractors must also ensure delivery and use of sustainable products as specified in the contract statement of work, including products containing recovered materials, energy-efficient products, biobased products meeting USDA standards, and EPA SNAP program alternatives to ozone-depleting substances. The file also includes a Questions and Answers section addressing regulatory requirements for chlorine dioxide disinfection systems under Alabama Department of Environmental Management (ADEM) regulations, clarifying that supplemental disinfecting water treatment units serving over 25 users require permits, that changing from one ClO2 system to another requires permit modification, and that departmental approval is required before installing or operating any water treatment system for potable water disinfection.
