About this file

This is an Amendment (SF-30) to a federal solicitation for 3rd Party Fire Protection and Life Safety Reviews at the Ralph H. Johnson VA Medical Center in Charleston, SC. Amendment 0001 extends the bid due date to October 23, 2025 at 2:00 PM EDT and includes responses to vendor requests for information (RFIs). The solicitation covers seven individual projects with varying scopes, including renovations to a sterile processing center, restrooms, data center, security systems, floor roofs, a Cath Lab, and a kitchen. Project sizes range from 800 to 27,000 gross square feet, with design stages at 65-95%. Key requirements include a licensed fire protection engineer (FPE) to conduct design reviews, with one review per project and a backcheck of comments. The VA will provide project details at award, and all meetings will be conducted remotely via Microsoft Teams.

The RFIs clarify various technical and administrative details, such as the scope of system reviews (focusing on fire protection and life safety interfaces), file transfer methods, document retention, and meeting expectations. The FPE can be licensed in any U.S. state, and full drawing sets will be provided at contract award. Vendors sought clarification on the level of effort required, project complexities, and specific review expectations. The solicitation promotes full and open competition, with the government extending the bid date to ensure potential contractors have sufficient information to prepare accurate proposals.

RFIs 3rd Party Fire Protection and Life Safety Reviews

36C24726Q0061

1. Can you please provide the full set of drawings that are required to be reviewed so we can understand the size, magnitude and complexity of the seven (7) individual projects referenced in the performance work statement? With the limited information provided regarding the seven (7) projects, we cannot determine how much time will be required to complete these reviews.

VA Response: Full sets of drawings will be provided at time of award; however, the Government can provide Project Descriptions, Scopes, Square Footages Covered for each project. See RFI question #2 for response.

2. If drawings cannot be provided, can you please provide additional details regarding the seven (7) projects? Square footage, number of floors, types and fire protection and life safety systems involved, etc?

VA Response:

3. Which stages of the design development process will require formal documentation reviews? The performance work statement Section B.a.i.2 references subsequent reviews of new submissions. We’d just like clarification on the number of reviews for each project that should be expected/budgeted.

VA Response: One Review per project with backcheck of comments is required.

4. What level of review is expected of the utilities, HVAC, elevators, and chutes? Would this be only how these building services tie into the fire protection and life safety systems? These building services have some connections to the fire protection and life safety systems; however, the primary functions of these systems are not fire protection and life safety related. We’d just like clarification as to what level of detail our review of these building services must include as a fire protection engineer isn’t typically trained to know the inner workings, design parameters and requirements for these type of systems other than what’s related to fire protection and life safety (i.e., HVAC fans shutdown upon duct detector activation, elevator recall upon fire alarm, chutes maintaining fire ratings, etc).

VA Response: Review how the utilities, elevators, and chutes tie into the fire protection and life safety systems.

5. In the performance work statement, Section B.a.vi states the written plan review report shall be reviewed by another FPE and the name added to the report. Can you please provide some clarification on this requirement, are you looking for two (2) FPE’s to be part of this project? We don’t believe that is the intent as we’ve not seen a requirement for two (2) different FPE’s for this service but would like your clarification on this please.

VA Response: One FPE is the only requirement. The name of the FPE performing the review will be listed in the table.

6. A fire protection engineer on the prime contractor's staff would have a direct, long-term relationship with the contractor. This could foster a stronger sense of ownership and responsibility for the project's overall fire protection and life safety objectives, as opposed to a consultant whose engagement is limited to a specific project phase. Will the government require the fire protection engineer be directly employed by the prime contractor to ensure the VA receives the highest degree of work quality from this contract?

VA Response: Requirement is for the awarded contractor to provide a licensed FPE.

7. Please confirm the licensed fire protection engineer must specifically be licensed in the State of South Carolina?

VA Response: FPE can be licensed in any State within the Unites States.

8. Will there be any meetings (in person or virtual) required? The solicitation doesn’t state there are meetings, however our previous experience suggests that we could potentially be asked to attend scheduled or unscheduled meetings with the VA, A/E team, or other stakeholders. If meeting attendance will be required, can you please provide an estimate of the frequency and duration of meetings to be expected?

VA Response: There will be kickoff meetings on Microsoft Teams upon award of contract. Interactions with VA for meetings may be required as necessary if needed;

meetings with A/E and other stakeholders are not required. All meetings are remote.

9. For document transfer, will a One-Drive, DropBox or Sharepoint location be acceptable for transferring files between the contractor and the VA?

VA Response: The contractor shall make provisions to receive project documents that will require the transfer of large files from behind the VA Intranet fire wall to the contractor’s location. The VA email system will not support the large file sizes, and the contractor shall establish an acceptable file transfer system. Typical examples are Procure and BIM 360. Contractor is responsible for establishing the file transfer system.

10. How long will the contractor be required to store all the files that have been submitted for future retrieval? Will it be acceptable at the completion of the contract to have the VA retrieve all files from the contractor and then we can remove them once transfer completion to the VA has been confirmed?

VA Response: Three (3) years after acceptance is best practice, however once the VA closes out the contract you are not required to store the information.

11. The SOW lists seven individual projects at the facility. Do you know scope and scale of these 7 projects? Are you able to expand on this a bit more?

12. Please provide approximate project sizes or descriptions (e.g., square footage, number of stories, or facility type) for each of the seven projects to allow offerors to accurately estimate the level of effort.

13. If such information is unavailable, please consider modifying the pricing structure to request hourly labor rates (with estimated hours to be determined at the task order level), to ensure accuracy and cost-effectiveness for the Government.

VA Response: See previous responses (table).

14. Because this information is material to proposal preparation, we respectfully request an extension of the solicitation due date to allow the Government’s response to be shared with all interested vendors, promoting full and open competition consistent with FAR 1.102-2(c)(3) and FAR 15.206(e).

VA Response: Solicitation will be extended.
