About this file

This document is a Request for Quote (RFQ) Amendment for a ramp acquisition and installation project for a Mobile CT Trailer at the Greenville Outpatient Clinic in South Carolina. The Department of Veterans Affairs VISN 7 Network Contracting Office is seeking a contractor to install a ramp that meets ADA compliance requirements, with specific details including a 54-foot ramp length due to a 54-inch rise, a 15-foot platform, and potential installation flexibility near the trailer's location. The solicitation (36C24726Q0036) is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC), with a response deadline of October 17, 2025 at 4:00 PM Eastern Time, and uses NAICS code 238990 for specialty trade contractors. Key technical requirements include a ramp width accommodating a 32.25-inch wide bariatric wheelchair, potential partial ramp extension into a parking lot to meet ADA standards, and removal of existing steps, with the contractor needing to work within site constraints involving structural pillars, a brick wall, and limited clearance behind the trailer.

X X X ** HOUR & DATE for Receipt of Offers is EXTENDED to: 10-17-2025 4:00pm EDT See CONTINUATION Page X Subject: Ramp Acquisition and Installation for Mobile CT Trailer

The purpose of this amendment is to extend the Offer Due Date RFQ# 36C24726Q0036 to October 17, 2025 at 4:00pm EST and provide RFQ Question and Service Line responses.

1. See Continuation Page for Changes for RFQ Question and Service Line responses.

No other questions will be accepted at this time.

Page 1 of Page 1 of Here are answers to these questions, highlighted below:

1. What doesn't work with your current situation? They have a lift that could be compliant with a few modifications.

0. The trailer manufacturer has refused to accept any modification to the lift controls. The lift will not be acceptable if the door can be opened with the lift platform at the ground, which it currently is capable of.

1. Do you want the ramp to be 48" wide or 56" wide?

1. Whatever is narrowest but can still be considered ADA-compliant and accommodate a 32.25” wide bariatric wheelchair

1. We were told you would want a 15' platform. Is that to be in front of the man door and roll up door? Does that mean we are removing the steps completely, and everyone will use the ramp?

2. Correct. The existing steps are easily removable, so we would take those out.

1. Would you be interested in a VPL as another possible option.

3. No, this would not be acceptable at this time.

1. Please indicate the location of the ramp exit landing (lower end). This was not provided during the site visit. We will need this to calculate the difference in height from the start of the ramp to the end.

4. The exit would preferably be nearest to the building by the sidewalk

1. The SOW states we need to provide a 15-foot-wide platform. How deep is the platform?

5. It needs to be deep enough to remain within ADA compliance. At least as wide as the ramp itself.

1. RAMP LENGTH & ELEVATION DISCREPANCY :

6. The Solicitation requested a 48 FT ramp; however, when we undertook our on-site measurements we got a 54-inch rise . Under ADA guidelines (1:12 slope), this would require at least 54 FT of ramp for compliance.

0. If measurements verified height was 54ft, then that will be the required height.

6. Would you prefer a quote for the full 54 FT required in order to satisfy the ADA compliance criteria, or should offerors continue to submit a quote based on the originally requested 48 FT, despite the fact that the latter is not ADA compliant ?

1. Use the measured height to remain within ADA compliance

6. Alternatively, is it possible to lower the trailer height to 48 inches off the ground in order to match the original ramp length request?

2. No, the trailer cannot be lowered at this time

1. RAMP FOOTPRINT & SITE CONSTRAINTS:

The installation location contains several physical constraints, including:

- Structural pillars, a brick wall, and limited clearance behind the trailer.

- A public sidewalk on one side and a parking lot curb on the other.

While we understand the trailer can potentially be moved back approximately 6 FT toward the curb, the combined length of:

the required 54 FT ramp, the requested 15 FT platform, and the necessary turns/landings to avoid obstructions ...makes it difficult to fit within the current area without slightly overlapping into either the public sidewalk or parking area.

Would it be acceptable to extend a portion of the ramp into the parking lot side, assuming all safety and clearance standards are met?

If extending into the parking lot is required to meet the ADA compliance, then that will be acceptable. We cannot overlap on the sidewalk
