About this file
This document is a Single Source Justification for a federal contract award by the Department of Veterans Affairs.
The Department of Veterans Affairs, VISN 07, Birmingham VA Medical Center (Contracting Activity ID: 521-26-4-6175-0599) intends to award a firm-fixed-price services contract to the University of Alabama at Birmingham (UAB), Division of Cardiovascular Disease for advanced cardiovascular research services. The contract, with Acquisition Plan Action ID 36C247-26-AP-3898, falls under the Simplified Acquisition Threshold and exceeds the Micro-Purchase Threshold. UAB will provide mechanistic studies targeting post-operative outcomes in Veterans undergoing heart valve surgery, including advanced cell and molecular biology techniques, gene sequencing, and access to scientific cores for histology, flow cytometry, imaging, and bioinformatics analysis.
The justification identifies UAB as the sole source capable of meeting requirements due to its unique combination of established research programs in cardiac surgery outcomes, vascular biology, and valvular heart disease, along with integrated scientific core infrastructure and proximity to Birmingham VA. Market research was conducted and confirmed no alternative sources could fulfill the government's requirements. Contracting Officer Jacob A. Tackett certified the justification on August 3, 2026, approving the purchase under RFO FAR 12.102(a) for single source awards.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW RFO FAR 12.102(a) For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C247-26-AP-3898
1. Contracting Activity: Department of Veterans Affairs, VISN 07, Birmingham VA Medical Center, VA2237: 521-26-4-6175-0599
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The government intends to award a new firm-fixed-price services contract.
University of Alabama at Birmingham (UAB) – Division of Cardiovascular Disease will provide services to fulfil advanced cell and molecular biology techniques, gene sequencing, and use of scientific cores (histology, flow cytometry, imaging, and bioinformatics) to conduct mechanistic studies that target post-operative outcomes in Veterans undergoing heart valve surgery.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: UAB's Division of Cardiovascular Disease (and Cardiothoracic Surgery) is uniquely positioned for this work, with established research programs in cardiac surgery outcomes, vascular biology, and valvular heart disease — areas directly relevant to post-operative care and recovery in Veterans. UAB's shared scientific cores provide the full infrastructure needed for mechanistic studies, including genome sequencing, advanced cell and molecular biology techniques, and dedicated cores in histology, flow cytometry, imaging, animal services, and bioinformatics. This integrated environment, combined with UAB's long-standing expertise in cardiovascular surgery research and its proximity to the Birmingham VA, makes it an ideal partner for investigating heart valve repair outcomes in Veterans.
4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted to determine if there were any other sources that could meet the government’s requirements. There were no other sources identified.
5. Contracting Officer's Certification: Purchase is approved in accordance with RFO FAR 12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
