About this file
This is a Justification and Approval (J&A) document for a sole source contract award to a Service-Disabled Veteran-Owned Small Business (SDVOSB).
The Department of Veterans Affairs, NCO 07, Columbia VA Medical Center (VA2237) intends to award a one-year Firm Fixed Price Services contract to J.E. Federal Enterprises, LLC for Employee Assistance Program (EAP) Services. The contract will run from June 1, 2026 through May 31, 2027, with services provided to all employees and dependents of the WJB Dorn VA Medical Center. The contractor must provide qualified, licensed clinical professional staffing capable of performing assignments without conflicts of interest. The acquisition is authorized under 41 USC §3304(a)(5) and 38 U.S.C. § 8127(c), implemented through VAAR 819.7008, permitting non-competitive sole source awards to certified SDVOSBs up to $5,000,000. The proposed acquisition is under $5 million. Market research was conducted to verify J.E. Federal Enterprises, LLC's SDVOSB certification status. Proposed pricing will be compared against historical pricing for similar services to ensure fair and reasonableness. A notice of sole source will be published at the time of award along with this justification. The contracting officer, Jacob A. Tackett (NCO-7/RPO-E), certifies the justification as accurate and complete.
