About this file

This is a Justification and Approval (J&A) document for a sole-source contract award and the corresponding Award Notice. The Department of Veterans Affairs, VISN 07, awarded contract 36C24726P0492 to Stryker Sales, LLC on April 17, 2026, in the amount of $122,557.92 for ProCare Maintenance Services. The contracting office is located at Ralph H. Johnson VA Medical Center in Charleston, SC (ZIP 29403-5799), with Contracting Officer Darius Crane serving as the point of contact.

The contract provides maintenance services for Stryker surgical power equipment and accessories at the Joseph Maxwell Cleland Atlanta VA Medical Center in Decatur, Georgia, used during neurological, cardiac, orthopedic, and spinal procedures. Stryker was selected as the sole source under 41 USC 3304(a)(1) (Only One Responsible Source) because the company is the original equipment manufacturer (OEM) with exclusive access to OEM-trained and certified technicians, proprietary diagnostic tools, and factory-authorized replacement parts. The total estimated value of the action across all option years is $612,789.60, with a base year period of performance from May 1, 2026, through April 30, 2027, followed by four one-year option periods through April 30, 2031. The contract requires manufacturer-trained service engineers to furnish all labor, parts, supplies, and equipment for full maintenance, emergency service, and preventive maintenance inspections. Market research confirmed no alternative vendors were identified capable of providing equivalent services without requiring costly replacement of over 100 pieces of existing Stryker equipment.

Justification and Approval (J&A) For Other Than Full and Open Competition (>SAT)

Acquisition Plan Action ID: VA-26-00043783 (Planning UID)

1. Contracting Activity: Department of Veterans Affairs, VISN 07, (508) Atlanta VA Medical Center Purchase request: 508-26-2-2533-0053

2. Nature and/or Description of the Action Being Processed:

This request is to provide a new service contract for the Stryker surgical power equipment and accessories at the Department of Veterans Affairs Medical Center in Decatur, GA (Atlanta VA Healthcare System).

3. Description of Supplies/Services Required to Meet the Agency’s Needs:

The Joseph Maxwell Cleland Atlanta VA Medical Center requires a service contract to maintain the Stryker surgical power equipment and accessories purchased for use during neurological, cardiac, orthopedic, and spinal procedures. Surgical instruments and equipment are crucial in modern healthcare for delivering precise, controlled, actions during operations, enabling surgeons to perform procedures with high accuracy, thereby minimizing risks during surgeries, promoting patient recovery, and improving patient outcomes. Maintaining the optimum performance and functionality of this equipment is essential to ensure that Veterans receive the best standard of care during operations. Regular inspections and proactive diagnostic visits are vital to preserving the longevity and effectiveness of this equipment. These surgical tools increase precision, reliability, and sterility, which are all key factors to enhancing Veteran safety and reducing the risk of complications including infection, injury, and prolonged recovery times.

The proposed service contract deems that manufacturer-trained service engineers shall furnish all labor, parts, supplies, and equipment necessary to provide full maintenance, emergency service, and preventive maintenance inspections for the facility’s Stryker surgical power equipment.

The total estimated value of the proposed action is $612,789.60. Period of Performance Base Year May 01, 2026 -April 30, 2027 Option Year 1 May 01, 2027-April 30, 2028 Option Year 2 May 01, 2028-April 30, 2029 Option Year 3 May 01, 2029-April 30, 2030 Option Year 4 May 01, 2030-April 30, 2031

4. Statutory Authority Permitting Other than Full and Open Competition:

(X) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1) as implemented by FAR 6.302-1;

( ) (2) Unusual and Compelling Urgency per 41 USC §3304(a)(2) as implemented by FAR 6.302-2;

( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per 41 USC §3304(a)(3) as implemented by FAR 6.302-3;

( ) (4) International Agreement per 41 USC §3304(a)(4) as implemented by FAR 6.302-4 ( ) (5) Authorized or Required by Statute per 41 USC §3304(a)(5) as implemented by FAR 6.302-5;

( ) (6) National Security per 41 USC §3304(a)(6) as implemented by FAR 6.302-6;

( ) (7) Public Interest per 41 USC §3304(a)(7) as implemented by FAR 6.302-7;

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

The chosen vendor needs to supply all labor, parts, supplies, and equipment necessary to maintain the Stryker surgical power equipment at the VAMC Decatur (Atlanta), GA. The work requires that the vendor provide all maintenance and proactive diagnostic services for the equipment which the OEM has designated can only be serviced by OEM trained and certified technicians. Stryker has specified that they are the sole-source for OEM trained and certified technicians and sole-source supplier of factory authorized OEM replacement parts and accessories for Stryker equipment. The only company that is capable of providing these services and all necessary parts is Stryker.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

Research was performed by reviewing GSA for vendors who provide service for this type of equipment.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: There is only one vendor that can perform the preventative maintenance required without creating a duplication of cost via replacing existing equipment and establishing a separate maintenance contract. Stryker is the OEM with proprietary rights to the equipment. A contract with Stryker will ensure that all equipment is functioning at optimum levels and keeps costs at a minimum.

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:

Searched GSA for vendors who provide service for this type of equipment. Reviewed past contracts from other facilities to identify if service of this type of equipment was performed by other vendors. None were identified.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition:

Stryker medical equipment has been previously purchased and in current use at the Joseph Maxwell Cleland Veterans Affairs Medical Center. Stryker is the manufacturer of the required instruments and the only provider for ProCare service plans. Stryker Medical employs its own field service technicians (known as ProCare Services) to service its products. Stryker only uses OEM parts for repairs and has exclusive use of certain proprietary tools for diagnostics and repairs.

10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:

Stryker Sales, LLC (OEM) 1941 Stryker Way Portage, MI 49024 1-800-253-3210

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required:

N/A. It is not in the best interest of the VA to spend hundreds of thousands of dollars to replace over 100 pieces of Stryker power equipment and accessories.

12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
