About this file
This is a Justification and Approval (J&A) document for a sole source contract award under the Department of Veterans Affairs' service-disabled veteran-owned small business (SDVOSB) set-aside authority. The contracting activity is the Department of Veterans Affairs, Veterans Integrated Service Networks (VISN) 07, through the Network Contracting Office 7 in Atlanta, Georgia. The requirement is for a 3-month bridge contract for home oxygen and ventilator services for the VA Columbia South Carolina Health Care System, with performance running from March 1, 2026 through May 31, 2026. The incumbent contractor is TransOx, Inc., which will be sole-sourced under 41 USC §3304(a)(5) and 38 U.S.C § 8127(c) as implemented by RFO 6.103-5 and VAAR 819.7008. The total estimated contract value for the three-month period is not disclosed in the document, though the pricing table is redacted. The contract bridges the gap until a new long-term contract can be awarded, as the current contract has reached its ceiling and the new procurement has experienced unforeseen delays due to an SBA Protest Decision.
The sole source justification is based on continuation of services, as an interruption could cause harm or death to veteran patients requiring home oxygen support. TransOx, Inc. has performed satisfactorily with no complaints and possesses unique qualifications for delivering medical oxygen cylinders, accessories, delivery, setup, preventive maintenance, and repair services to VA beneficiaries. Market research identified 125 potential SDVOSBs and VOSBs capable of providing the service through VetCert, along with 152 SDVOSBs identified on the SBA Dynamic Small Business website. Competing VetCert-certified vendors identified include Eagle Home Medical Corp, Panakeia LLC, Hometown Veterans Medical LLC, and Veterans First Healthcare. The Contracting Officer Leonard Robinson certified the cost as fair and reasonable based on comparison to the current contract, IGCE, and market survey results.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable, including whether a notice was or will be publicized as required by RFO 6.301 and, if not, which exemption under RFO 5.101(b)(1) applies: Based on the current contract status for home oxygen services, there is a need to ensure that direct patient care is not interrupted. An interruption in services could cause harm or death to patients.
