About this file

This document is an Amendment 0001 with Request for Information (RFI) Responses for a VA campus sanitary sewer system replacement project (Solicitation Number: 36C24725R0085). The project involves completely replacing the existing sanitary sewer infrastructure and grease traps at the Columbia VAMC campus, with work spanning the entire campus and interior work in Buildings 100 and 100A. The RFI contains 46 detailed questions and answers addressing technical specifications, project requirements, and clarifications, covering topics such as pipe materials, utility crossings, tree replacements, commissioning, traffic control, phasing, and site-specific details.

Key technical and administrative details include confirming a 2,500-gallon grease trap, specifying grinder pump sizes, clarifying that an overcurrent protective device coordination study is not required, and establishing that the contractor is responsible for 3rd party testing. The VA has indicated flexibility on some requirements, such as allowing movable construction fencing and permitting two people to fulfill multiple project roles like Superintendent and Safety Manager. The document also notes that an as-built BIM model is required, and while the proposal due date might be extended, standard VA documentation like the Past Performance Questionnaire (PPQ) must still be completed.

386/3/25Please confirm project photo documentation with online indexing and navigation/interaction with plans is required for the project as per spec 01 00 00It is required per specification 01 00 00
396/3/25Please confirm phoenix scheduling software will be acceptable to use for this project which is similar to Suretrak or P6 software. It is preferred that Microsoft Project not be used for schedules that may require phasing and the level of detail required by the VA schedulings specs as it is more suited towards simpler, less complex projectsMicrosoft Projects is not required. Compatible scheduling software such as P6 is acceptable.
406/3/25Please identify locations of temporary fencing requried for each phaseTemporary fencing to be field coordinated per GC work plan to protect public and GC. Fencing for LOC is shown on the CS series drawings.
416/3/25Please confirm if temporary fencing used can be movable panels as opposed to fencing described by spec section 01 00 00 - 1.4-L. Please also confirm if fencing fabric can be eliminated from requirement if moveable panels are used.Moveable panels are acceptable if secured properly. Fence fabric can be eliminated if panels are used.
426/3/25Please provide clarification as to whether the roles of Superintendent, SSHO, and QC Manager must be served by 3 different people, if 2 people can fulfill these roles or if 1 person can fulfill all 3 roles. Spec 01 45 00 section 3.2-b- 1. indicates the CQC manager reports to the project Superintendent. It doesn't appear that the Safety spec requires the SSHO to be separate from the Superintendent2 people can fill these roles.
436/3/25Please identify on the plans the phasing that corresponds to the phasing notes on sheet C001 or show areas that must be completed in separate phases and identify areas that can be completed simultaneously while other work is being completed so all GC's are bidding the same scopeGeneral phasing is described in sufficient detail on the drawings. The notes on C001 are requirements for the general phasing. AE has provided key tasks to be followed, GC has freedom to determine the most cost and time effective phasing that meets the key tasks provided.
446/3/25Notes 6 and 8 under project sequencing notes on sheet C-001 is asking the GC to including items in pricing that may be unforseen or may not be noted on drawings. Please include all work on plans and/or specs so all GCs are bidding the same scopeThere is no way to quantify all underground features without construction activity (excavating work area).
45Drawing G- 100, please confirm that the work shown on this page can be completed in one phase. All work shown on this drawing sheet can be completed in a single phase.
46Drawing G-100 shows areas where trenching is to occur to install piping. Keynote 7 states to store and reinstall existing equipment as required to perform work. The general notes also state to clean and protect equipment during work and to verify existing equipment is functional at the end of construction. For all GC's to bid the same scope of work, information on the existing equipment that is to be relocated is needed along with information on where equipment is to be stored. Any electrical, plumbing, mechanical items should be included with equipment info. Each GC intending to bid the work had the opportunity to gather additional data on pieces of existing equipment to be reinstalled during the onsite walk through of the project.
