About this file

This document is a Pre-Bid Request for Information (RFI) Response Log for the Columbia Replace Automation VA Project (Project Number 544-21-103), detailing a comprehensive series of technical queries and responses related to building automation system replacement. The log contains 25 technical questions from contractors and 17 additional questions from Harbor Service, Inc., covering critical aspects such as control panel integration, existing equipment reuse, utility metering, system monitoring points, network cabling, sensor installations, and specific integration requirements for systems like solar PV, generators, elevator monitoring, and fire protection.

Key responses clarify that the project involves integrating and potentially replacing existing control systems, with contractors responsible for providing new sensors, network connections, and system integration panels. The VA confirmed that existing enclosures can be reused if they meet electrical code standards, and that new meters and monitoring points must be integrated into the Building Automation System (BAS). Additional clarifications addressed administrative matters like proposal submission requirements, asbestos assessment, and ICRA (Infection Control Risk Assessment) barrier installations. The project is associated with VA Solicitation Number 36C24725R0021 and involves replacing critical patient care building automation systems.

1Are we replacing all existing P1 TEC's or just upgrading panels to BACnet/Ethernet?15-Jul-2517-Jul-25MECHDJRNo, however all existing P1 TECs must be integrated. Incompatible TECs woill require replacement.CLOSED2
2Do we have to change out existing Honeywell control enclosures or can we re-use these enclosures and replace components inside? On ET102 note 4, it says to replace cabinets, although these are currently newer Siemens enclosures.15-Jul-2517-Jul-25MECHDJREnclosures may be reused if they provide adequate space, meet current electrical code, and are in good physical condition. If existing enclosures lack required labeling, grounding, or strain relief provisions, they must be replaced. Contractor shall field-verify and submit condition assessment for review.CLOSED2
3There are quite a few existing Honeywell enclosures that are being used as "junction boxes," are we to remove them?
-There are notes on multiple electrical drawings calling for disconnecting power for the replacement of mechanical equipment. If cabinets do not need to be replaced, this seems unnecessary.15-Jul-2517-Jul-25MECHDJRExisting Honeywell enclosures currently serving only as passive junction boxes — with no active control components or proprietary devices — may remain in place if they meet the following criteria:

Compliant with current NEC standards for junction box construction, grounding, and conductor fill.

Do not obstruct or interfere with installation of new control devices or wiring.

Are clearly labeled and documented in as-builts as junction boxes only.

If enclosures contain legacy controls, terminations, or present safety/code compliance concerns, they shall be removed and/or replaced.CLOSED2
4There are existing Honeywell control devices that were abandoned and ECC now has no visibility. Are we to pick up/integrate that information into our system? If so, we will need a list of devices and locations.15-Jul-25MECHDJROnly what is in the current contractCLOSED

Responsibility Matrix The Project Scope of work defines who is responsible for what aspects. Definitions are listed below the table. Modify what is necessary in the scope and the description of work for each party responsible.

Level of Development for each project, per the company standard, is LOD 300, as the ultimate objective to convey design intent and produce construction documentation. However, depending on the scope, budget, schedule, and the team assembled to execute the project, it may be necessary to complete a Model Element LOD Breakdown worksheet to create a detailed plan of the elements to either be modeled or excluded from modeling for this project, depending on which is more expedient. BIM Use Chart - What is BIM being used to accomplish on this project.

Remove items from this chart that are doing being done utilizing a Building Information Modeling process on this project. If an entire column is not being used (i.e. Operations), remove that whole column as necessary.

*It is important to define the final "Model" delivery to the owner at the end of the project. The simplist is to provide the owner with the individual deisgn models and invidual construction models, along with a Navisworks coordinated full design/construction model. Understand how the owner plans to use the models and keep them updated.

Also note that creation of a fully updated, as-built project model can be very expensive to create. If required, meet with the project manager and the BIM manager to discuss how best to accomplish this deliverable.
