About this file
This document is an Amendment to a Solicitation/Modification of Contract for a Cast Iron Component Survey at the Joseph Maxwell Cleland VA Medical Center in Decatur, Georgia. The Department of Veterans Affairs requires a comprehensive survey of steam distribution infrastructure to identify and catalog cast iron, ductile iron, and malleable iron components in high and medium pressure steam systems, in response to a VHA Operational Alert from FY2022.
The contractor will perform a non-destructive survey of steam system components operating at 15 psig or higher, including tracing steam lines, inventorying fittings and components, conducting risk assessments, and developing a prioritized replacement strategy. Key deliverables include a preliminary site assessment, weekly progress updates, a final report with a component database, photographs, maps, and replacement prioritization. The survey must be completed within 180 calendar days of contract award, with personnel having expertise in steam systems and metallurgy. Evaluation criteria will focus on past performance (more important than price) and include assessment of relevant contract experience and performance quality.

Marcus Watts Contracting Officer Statement of Work Cast Iron Component Survey – Steam Distribution System Joseph Maxwell Cleland VA Medical Center – Decatur, Georgia Date: April 24, 2025
1. Background and Purpose In response to the VHA Operational Alert FY2022-01 issued on December 14, 2021, the Department of Veterans Affairs requires the identification and replacement of cast iron, ductile iron, and malleable iron components used in high and medium pressure steam systems. This directive follows safety concerns arising from historical failures and associated risks. The purpose of this Scope of Work (SOW) is to retain a qualified contractor to conduct a comprehensive survey of the steam distribution infrastructure at the Atlanta VA Medical Center, to catalog all such components and prioritize their replacement.
2. Performance Requirements The contractor shall furnish all personnel, tools, equipment, and expertise necessary to complete a comprehensive visual and non-destructive survey of steam system components operating at 15 psig or higher. This includes piping, valves, traps, and fittings throughout the VA campus. Key areas include the central boiler plant, mechanical rooms, interstitial spaces, tunnels, and all locations where steam systems exist. Contractor shall first trace out existing steam lines at each facility. Contractor shall inventory all existing cast iron, ductile, or malleable fittings, valve housings, piping, and components in high pressure and medium pressure steam systems and distribution systems for hot water or other liquids at a temperature of greater than 257 degrees Fahrenheit. Contractor shall identify the fitting or component type, material, location, and type of distribution system (medium, high pressure, hot water/liquid). Contractor shall physically verify all locations and not rely on as-built drawings. If facility has current as-built steam distribution drawings, contractor shall mark on the as-built drawings the location as well as provide a table format of information. If the facility does not currently have as-built steam distribution drawings, contractor shall utilize architectural floorplans to identify approximate locations as well as provide a table format of the required information and provide as-built drawings.
Contractor shall us an approved, nondestructive testing (NDT) method to help identify if a piping element or component is either steel or cast iron. Contractor shall also develop and complete a risk assessment and interim safety measures specific to each area. This should consider the condition of the fittings and systems, use and the risk of failure of fittings and should identify those areas most at risk so that the facility can prioritize replacement.
All work will be documented in a final technical report to be submitted electronically to the VA Contracting Officer’s Representative (COR). Contractor shall provide a cost estimate for full replacement of all identified non-compliant fittings and piping. Estimate shall be broken down at the building level and shall also provide an estimate for full campus replacement. The contractor shall perform all inspections without disrupting, removing, or demolishing any VA property. Any removal required to carry out the inspection shall be replaced at no additional cost to the Government and must be timely coordinated (at least 14 calendar days in advance) and be approved by the Government’s authorized representative. Where insulation is required to be removed, the Contractor shall coordinate with the VA Facilities' Engineering staff and obtain approval for removal. The inspection team shall retain a specialized subcontractor to reinsulate all portions that may be removed by the inspection to validate the type of material.
Each component identified as cast iron, ductile iron, or malleable iron shall be cataloged with:
- Building and room number
- Component type and size
- Pressure classification
- Photographic evidence
- Priority for replacement based on condition and system criticality
3. Period of Performance The survey and all associated deliverables must be completed within 180 calendar days from the date of contract award. Requests for time extension due to facility complexity must be submitted to the Contracting Officer with justification.
4. Place of Performance All services shall be performed at the Joseph Maxwell Cleland VA Medical Center, 1670 Clairmont Road, Decatur, GA 30033.
5. Personnel and Site Requirements Personnel shall have experience in steam systems and piping. E.2 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
ADDENDUM to FAR 52.212-2 EVALUATION—COMMERCIAL ITEMS
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor A- Past Performance Factor B- Price Factors A is more important than price. For purposes of this evaluation, Factors A, B are listed in descending order of importance.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Factor A. Past Performance- Past performance evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements. It considers each offeror demonstrated recent and relevant record of performance in supplying products and services that met the contract requirements:
There are two aspects to the past performance evaluation:
(a)Relevancy of contractual work performed and;
b) How well the contractual work was performed Relevant is defined as awarded contracts recently performed that include similar in scope and complexity, dollar value and contract type. The more recent the offeror’s performance in providing similar services-as defined above, the more consideration will be given by the government in evaluating the ‘relevance’ of the offeror’s past performance history. This factor will be used to assess the Offeror’s past performance history.
The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts.
The government will review past performance information and determine the quality and usefulness as it applies to performance confidence assessment. Ensure your submissions include a point of contact who can speak on behalf of the company, the company name, address, telephone number(s), email address and contract dates.
The Government may contact references, other than those identified by the offeror, and use the information received to evaluate the offeror’s past performance. The information evaluated may include data on efforts performed by other divisions, critical subcontractors, or teaming partners, if such resources will be brought to bear or significantly influence the performance of the proposed effort. Special emphasis will be placed on performance related to areas covered in the SOW for this solicitation. The government will also use information obtained from government data bases such as CPARS and any other data base as necessary.
In the case of an offeror without a record of relevant performance history or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on performance history.
Factor B. Price This factor shall be used to evaluate the reasonableness of the Offeror’s proposed price.
