About this file
This document is an Amendment (Amendment 0001) to Request for Quote (RFQ) 36C24725Q0808 for Radiopharmaceutical Isotopes issued by the Department of Veterans Affairs VISN 7 Network Contracting Office. The amendment extends the receipt of offers deadline to August 15, 2025, at 11 AM EDT and includes a series of questions and answers that provide critical clarification about the solicitation requirements. Key details include a strict 1-hour delivery requirement for radiopharmaceuticals, removal of small business restrictions, and confirmation that all offerors must meet NAICS code 325412 (Pharmaceutical Preparation Manufacturing) and be registered in BetaSAM.
The amendment addresses several vendor questions, notably rejecting requests to extend the 1-hour emergency delivery window and clarifying submission guidelines. Specific requirements include detailed pricing submissions, potential use of NMIS software for hot lab information systems, and various technical specifications for isotope services. The solicitation covers multiple product lines including leak tests, sealed source inventories, I-131 treatments, and Tc-99m non-HEU NaTcO4 unit doses. Vendors must carefully review the full RFQ documentation and meet all specified technical and administrative requirements to be considered for the contract.

Amend RFQ#36C24725Q0808, for questions and answers:
1) Questions and Answers attached.
Contracting Officer
Amendment 36C24725Q0808 0001
RFQ#36C24725Q0808, Question and Answers:
1) Question: I’ve read through the contract details, and it specifies the radiopharmacy must be able to deliver within 1 hour of receipt of a request. Our pharmacy is located approximately 1 hour and 20 minutes from Dorn VA. Can you tell me whether this is a hard stop or are we still able to be considered for this contract? We are very interested in this contract and would greatly appreciate consideration. We have extensive experience servicing large hospitals over 1 hour away and are able to do so in a very efficient manner. We are able to meet all the other requirements of the contract.
Answer: This is a hard stop. Our time limit of 1 hour will remain in place, no exceptions.
No need to answer any more questions since they do not meet criteria for the above question.
2) Question: Can we submit pricing on an Excel spreadsheet, or is it required to be input on B.3 PRICE/COST SCHEDULE? An example of our excel template is attached. (It’s converted into pdf format for confidentiality, but if this format is acceptable to you, we would provide an Excel sheet with our response.) Typing into the B.3 is very time-intensive and cumbersome, so I’m hoping you’ll accept an Excel in lieu of this. If you have an Excel sheet you prefer, we would be happy to use that as well.
Answer: Please read RFQ#36C24725Q0808, and its entirety on how to submit a response.
3) Question: We have the following questions in regard to the above referenced solicitation:
· Can the Quality Management Program (QMP) referenced in the SOW at 6.d be provided at award, or should that be sent with our solicitation submission? If it is required with our submission, does it count towards the 10-page limit?
· If we have marketing literature/brochures to include with our submission, do those count towards our 10-page limit for the technical capability response?
· Page 6 paragraph D – The software provided for the hot lab information system is NMIS through EC2, the Syntrac data can be converted to the NMIS system. NMIS is utilized by many VA health systems, so we are assuming this is acceptable?
· Can you expand on product line 0003 Leak test and sealed source inventory compared to line 0011- sealed source leak test, more details are needed.
· Line 0005 - I-131 tx cap is typically priced as 1st 1-5 then each additional mci, are all 50 caps under 5 mci? If not are you able to provide additional dosage detail for accurate pricing?
· Line 0017 - Tc-99m non-HEU NaTc04 UD mci – Is there a range or standard size for the unit dose or is this a request for per mci bulk Tc pricing?
Answer: Please read RFQ#36C24725Q0808, and its entirety. The 10-page limit has been removed and responses to RFQ#36C24725Q0808, should be submitted as listed within the RFQ. The above questions does not meet the criteria listed within the Statement of Work (SOW).
4) Question: We are performing independent research on the Combined Synopsis/Solicitation (36C24725Q0808). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Answer: Please submit a FOIA request.
5) Question: Section 10 reads “unrestricted” however page 64.4 reads “All offerors must be a small business”. Can you please confirm if this is restricted to small business only? I don’t believe that there is a small business in the service area.
Answer: The Small Business will be removed to reflect the following:
3. All Offerors must meet the NAICS code 325412- Pharmaceutical Preparation Manufacturing at the time of submission of quote and at the time of award.
4. All offerors must be in BetaSAM at the time of quote submittal.
6) Question: Can you also confirm whether we can use our own pricing template or if you prefer that we manually type it in the document provided?
Answer: Please read RFQ#36C24725Q0808, and its entirety for response submission.
7) Question: Can you please expand the emergency delivery requirement to two hours? Research of VA bids show that many VA facilities allow a 2–3-hour delivery window for emergency doses. We are able to deliver on all CLIN in under 120 minutes.
Answer: Our time limit of 1 hour will remain in place, no exceptions.
8) Question: Wage Determination and Business Associate clauses which start on page 53 through 59.
Answer: Section D Wage Determination and Business Associate clauses will be removed.
