4. How many drivers/vehicles are currently used to service the current contract?
Answer: It is the contractor’s discretion to determine the number of drivers and vehicles to meet or exceed the requirements of this solicitation.
5. What is the vehicle size currently servicing this location?
Answer: No specific vehicle size is required from the government.
6. How many cubic feet of storage are required for transportation, and what is the maximum size and quantity of items to be transported daily?
Answer: size and quantities will vary from day to day.
7. Will the awarded contractor have the opportunity to do a site visit before the start date?
Answer: Yes
8. Can you provide a filled-out daily log for bidders to view?
Answer: See attachment A of solicitation
9. Will a staff member’s contact number be provided for midnight pick and delivery?
10. Page 10>Additional Courier Requirements> Sections 1, 2, & 3: These sections indicate that the contractor is responsible for providing equipment including coolers and locks.
11. Can the VA please advise beyond the provided dimensions of the coolers is there a particular cooler currently in use, and how many?
Answer: Transport coolers shall be insulated, leak proof, and lockable. The current contractor provided cooler is made of fabric, not leak proof, and lockable with wheels.
Laboratory specimen containers for delivery and pick-up are approximately 16 inches high x 30 inches long x 20 inches wide; however, they may vary in size. Routine delivery totes/coolers shall not exceed forty-nine pounds. Some of the packages/boxes may be of odd dimensions. Totes may contain office and medical supplies, medications/prescriptions, etc. Some containers/packages may require special handling and will be marked “Fragile” or “This Side Up.” The Vendor shall comply with all special handling instructions marked on containers/packages.
12. Are there currently physical locks in use, and how many? Or are the coolers being secured with tamper-proof seals in lieu of locks?
Answer: Physical locks are currently in use.
13. Will the current equipment in use be provided to be used by the awardee, or would all new equipment need to be provided at the start of the performance period?
Answer: Contractor shall provide all new equipment.
14. Will it be VA staff or driver responsibility to lock the coolers?
Answer: VA staff will lock and unlock coolers.

Page 13>Record of Pick-Up and Delivery: We are currently keeping and providing these records electronically for VA systems across the country, would it be permissible to do away with the attached paper log from page 23 and 24 in favor of electronic daily capture? (We could send these monthly as requested here or set up live reporting for
24/7/365 access to this data with export capabilities.)
Answer: Yes, Records can be electronically maintained. Explain live reporting. Note: all access must meet VA security requirements.
16. Page 14>Section D> Letter d: Can you please clarify what “one up-to-date complete discharge from controlled containers” is?
Answer: Spill Kit can not be expired/outdated. Each vehicle used in the performance of this contract shall be adequately stocked with at least one current/up-to-date complete “Spill Kit” for a biohazard clean-up in case of leakage or accidental discharge from the container.
17. Page 15> Section F> Environmental controls: This contract language regarding maintaining temperature and humidity inside a vehicle is more often than not associated with contracts where RME is being moved.
Answer: Specimens must meet quality requirements in order to be accepted for processing at our laboratories. Some specimens are temperature sensitive, therefore vehicle temperatures shall be maintained.
18. That being said RME was not listed on Page 10 section 5, or Page 11 Section A, which appear to be the two sections associated with Items for transport. Can you please clarify if
RME will need to be transported in execution of this contract?
Answer: no
19. Page 15> Section F> Environmental controls>Section a.: indicates that the contractor will need to supply adequate refrigerant packs. Are there any specifications for the packs that are to be provided?
Answer: Refrigerant packs should be reusable, leakproof, gel or solid refrigerant used to maintain temperature within a shipping container during transit. Refrigerant packs can be frozen, refrigerated, or room temperature.
20. What quantity of these packs will be needed?
Answer: Contractor to determine
21. Will the current legacy packs in use be provided to the awardee to continue use at the beginning of the performance period or will all new packs be needed at that time?
Answer: New packs are required
22. With page 10>Additional Courier Requirements> Section 2 indicating coolers will be locked at all times in the contractor’s possession will the packs be stored and maintained at the lab and deployed into the coolers by lab staff?
Answer: No
Or will drivers be required to arrive with ready-to-use packs in an appropriate state of cold?
23. Can you provide a detailed schedule with time and location for Monday - Friday routine services?
Answer: See B.2 price cost schedule. M-F routine service

Pick-Up and Delivery Schedule:
Daily Courier services include but are not limited to the transportation of pharmaceuticals, medical supplies, diagnostic specimens, all laboratory specimens
(blood/body fluids), and other items as required.
Start of shift:
The contractor shall check in daily at 8 am with the Downtown AOD, (or other designated VAMC personnel) before proceeding to the first pick-up point. The contractor shall pick up from and deliver to each identified location as outlined below starting at the top of every hour at the following locations for routine transport:
Pharmacy Downtown:
The first pick-up point is located at the Downton Division (950 15th Street, Augusta, GA 3090) 1-Room 1C114/Bldg. 801. Items picked up to be delivered to uptown Pharmacy.
Pharmacy Uptown:
Delivery and pick up point – Room 1A237/Bldg. 110. Items delivered and items to picked-up and delivered to downtown Pharmacy.
Path & Lab Uptown:
Pick up point – Room GB158/Bldg. 110. Lab specimens are to be picked up and delivered to the downtown lab.
Path & Lab Downtown

Women’s Health Clinic
The pick-up point is only located inside the Piedmont Healthcare Professional
Building, 820 Saint Sebastian Way, Suite 8A. Specimens are to be delivered to the downtown lab.
Note: The contractor shall checkout daily with the Downtown AOD at the end of the scheduled tour.
Note: The Augusta Women’s Health Clinic will require a dedicated courier.
Pick-up shall be at 4 pm daily M-F and/or “as needed.”
24. Can you confirm the correct payment schedule for this contract? and when the first payment would be processed?
Answer: Payments to be made monthly per the contract according to section
C. Invoices. Payment will be rendered once services are provided and a properly submitted invoice is received and verified.
25. What are the maximum weights for the supply pickups?
Answer: Pick up loads vary, and items do not exceed 50lbs.
