About this file

This is Amendment 0002 to RFQ 36C24725Q0322 for wheelchair transportation services at the Ralph H. Johnson VA Medical Center in Charleston, SC, extending the response deadline to March 5, 2025 at 0800 EST and providing clarifications to previously posted Q&As.

Key clarifications include: the number of required trips is 60-85 per week (not per day as previously stated); a minimum of 15 dedicated vehicles (not 18) must be available with several staging areas around the state; the term "bands" is replaced with "25-mile radius" for service area definitions; wait time charges apply after the first 15 minutes per quarter hour for trips within the 25-mile radius; and flat rate charges apply within the 25-mile radius while mileage beyond that is calculated using Bing maps. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 485991 with PSC V212.

11. How many trips, on average, are fulfilled daily Monday through Friday?

Ans: 60-85 trips a day.

Request for clarification: If you take 60 trips per day times 5 days per week times 52 weeks per year you have an estimated quantity of 15,600 trips per year (not including Saturdays). The pricing schedule only list an estimated quantity of 5,459 trips per year. Please clarify the number of trips, on average, are fulfilled daily Monday through Friday. If it is indeed 60-85 trips per day, then the pricing schedule will need to be changed to reflect the true estimated quantity.

Ans: Although the trips have increased due to our patient population, the trips are to be considered between 60-85 per week.

12. How many vehicles, on average, are utilized daily by the existing operator?

Ans: 18 Dedicated Vehicles with several staging areas around the state for different pickups.

Adjustment to previous Ans: After reviewing the current contract, 18 is a typo the contract says a minimum of at least 15.

Request for clarification: Seeing as though there is a discrepancy regarding the estimated number of daily trips, please clarify that there are indeed 18 dedicated vehicles with several staging areas around the state for different pickups. Ans: All vehicles used to provide services on this contract shall meet the following requirements, “A minimum of at lest 15 vehicles must be available to furnish necessary wheelchair van services”.

23. Again, if not, “Upstate SC” is a vague and ambiguous classification. If there will not be a revision of the CLIN description of supplies/services, please identify all zip codes within “Upstate SC” Please also identify “or other surrounding counties/cities in upstate of South Carolina” Ans: The bands were set in agreed to previously before this writer. However, it has worked with no previous confusion and therefore will not be changed.

Request for clarification: What are you referring to when you say "bands"? The term "bands" is not used anywhere in the solicitation. Please clarify. Ans: apologize for not clarifying Bands are not used in the contract, the time outside of a 25-mile radius is. We used the terms bands previously, but it is within and outside the radius.

26. Additionally, please provide how the contractor is supposed to bill a trip from the Spartanburg VA Clinic (Upstate) to the Rock Hill VA Clinic (Midlands) Ans: This is a one-way trip; it is not a multiple-stop trip. The rate will be charged by the band from Rock Hill to Spartanburg and the mileage outside of the Band back to the Midlands which is accessible in the previous contract.

Request for clarification: What are you referring to when you say "bands"? The term "bands" is not used anywhere in the solicitation. Ans: One trip shall be defined as beginning the point of origin, the movement to the patient destination, and then back to the point of location. The term Bands should not be used but 25-mile radius should have been used.

7. Confirming there is also compensation to Contractor when required to wait for a patient?

Which CLIN?

Ans: Wait time is clearly identified in the package. Wait time must be approved past an hour.

Request for clarification: Line item 0005 clearly states "Wait Time after 1st 30 minutes per Quarter per Hour." This contradicts your answer of an hour. Please clarify. Ans: For all trips within 25 miles from the patients designated pick up point to a designated delivery point, the contractor shall receive the flat rate award from that trip. Wait time, if waiting after the first fifteen (15) -minutes per quarter hour, shall be considered in the calculation off the charge for the trip. In no event shall the contractor receive reimbursement for a flat rate mileage charge for any mileage inside the 25-mile radius. Payment for mileage travel beyond the 25-mile radius shall be limited to the distance according to Bing maps.
