The Department of Veterans Affairs, Network Contracting Office 07 (NCO 07), hereby provides notice of its intent to award a sole source, firm fixed price base and options contract for MediLab Solutions LLC located at 1745 North Brown Road, Suite 300, Lawrenceville, GA 30043. The contract is expected to be awarded under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR FAR 13.106-1(b)(2) – Soliciting from a single source. A Justification for Single Source Awards for Other Than Full and Open Competition has been prepared. The anticipated award date is February 28, 2025.
The Contractor shall provide The Atlanta VA Health Care System - Pathology and Laboratory Medical Service (PLMS) needs a document control system to warehouse, catalog, manage and provide employee access to standard operating procedures and related documents which does not contain any form of patient identification or patient health Information. The new document control package replaces current outdated system and meets VA directives to divest from the current version and move forward with modernization of the VA. Electronic document control is critical and necessary for maintaining effective compliance with industry standards, CAP, CLIA, Joint Commission, FDA, EPA, and 21 CFR Part 11 standards, FEDRAMP requirements, as well as meeting VHA Patient Safety and Quality initiatives. In addition, this system will document competency assessment, QC and provide continuing education. The current continuing education system is being discontinued for no longer meeting ISO and FEDRAMP requirements.
These services and supplies will be performed/delivered to the Atlanta VA Medical Center 1826 Veterans Blvd., Decatur, GA 30033.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor letter from the manufacturer.
Interested parties are encouraged to furnish information by email only with “RESPONSE TO INTENT TO SOLE SOURCE” in the subject line. All documents submitted will not be returned.
All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Alecia Mitchell, Contract Specialist, by email at alecia.mitchell@va.gov, NO LATER THAN January 31, 2025 @ 12:00 PM EST. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
