About this file
This is a Questions and Answers amendment (Amendment 0001) for solicitation 36C24725Q0260, a new medical waste services requirement for the Department of Veterans Affairs VISN 7. The amendment extends the offer due date to January 14, 2025, at 5 PM EST.
Key details clarified through the Q&A include: waste volumes are measured in pounds; all medical waste from CAVHCS must be treated and rendered non-infectious at an approved incinerator with ash residual deposited in a state-approved landfill; NEIE is identified as the incumbent contractor. Several questions regarding container sizes, controlled waste disposal line items, and container supply were directed back to the solicitation for review. The amendment also corrects a typo by removing a "$" sign from Line 0003 in the schedule page.

Amendment 0001 36C24725Q0260, Question and Answer:
Amendment 0001 36C24725Q0260, Question and Answer:
1. Question: What is the volume? There are numbers related to the sites, but it doesn’t indicate if this is pounds, containers, or gallons.
Answer: The Volume is listed within the PWS, it is the amount of waste packaged for disposal. It would be pounds.
2. Question: What size containers are being utilized at each site?
Answer: Please read the solicitation and its entirety.
3. Question: Please add a separate line item for the controlled waste disposal.
Answer: Please read the solicitation and its entirety.
4. Question: Are the controlled containers supplied by the VA? If not, please add a line item for the purchase of our version of these containers per size utilized.
Answer: Please read the solicitation and its entirety.
5. Question: The solicitation is contradictory on disposal methods. Is incineration required for medical waste? Typically, medical waste is autoclaved, whereas the hazardous waste (i.e. the controlled waste) would be incinerated. Please clarify.
Answer: All medical waste from CAVHCS will be treated and rendered non-infectious at approved incinerator. Ash residual shall be deposited in a landfill.
approved by the state of Alabama, or any other state utilized by the contractor. Manifest shall be forwarded to the COR for each application.
6. Question: We are performing independent research on the Combined Synopsis/Solicitation (36C24725Q0260). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number.
Answer: This is a new requirement; the incumbent is NEIE. A FOIA request should be submitted for additional information.
7. Question: I am reviewing the details regarding the services and noticed Line 0003 includes a "$" sign. I wanted to confirm if this might be a typo or if it is intentional. If not, I sincerely apologize and would appreciate any clarity you could provide regarding the description for that particular line of service.
Answer: This is a typo; it will be removed from the schedule page.
8. Questions: I had a few questions about the medical waste removal services contract. Do you have a few minutes to chat today? If so, what’s the best number to reach you at?
Answer: Please read the Solicitation and its entirety.
9. Question: Specifically, we would like to seek additional information on the following points:
· Specific question regarding scope of work or deliverables
· Specific question regarding evaluation criteria or key personnel requirements
· Specific question regarding compliance with a particular regulation or standard.
Answer: Please read the Solicitation and its entirety. There are no specific questions, clarification is required.
10. Question: Specifically, I have a few questions regarding the details provided in the PWS:
· Volume Measurements:
The document outlines the volumes associated with medical waste disposal at various locations. However, the unit of measurement for these volumes is not specified. Medical waste volumes are typically measured in cubic yards, cubic meters, gallons, or liters. Could you kindly confirm the unit of measurement? Additionally, could you clarify whether these volumes represent the quantity of waste generated per week, per visit, or annually?
· Pricing Information:
The cost section of the PWS provides details about the pricing structure for managing, transporting, and treating medical waste. My understanding is that these rates may represent NET values to be respected. If this interpretation is incorrect, could you please explain the purpose and significance of the stated rates?
Answer: Please read the Solicitation and its entirety.
