About this file

This document is an amendment to a Request for Proposal (RFP) for a contract to provide hoods testing and certification services for the Department of Veterans Affairs Medical Center, Central Alabama Veterans Health Care System. The amendment extends the solicitation due date, provides responses to questions submitted by potential offerors, and confirms there are no changes to the other terms and conditions.

The key details are:

  • This is a new contract, not a follow-on
  • The contractor will provide semi-annual certification inspections on hoods located at facilities in Montgomery, Alabama and Tuskegee, Alabama
  • The certification inspections are due in January and July each year
  • There is no pharmacy cleanroom suite at this time
  • The VA is requesting the contractor to come back and re-certify hoods if they fail, but not to repair them
  • The VA is looking for separate line item pricing for each device/item for each base and option year.

** HOUR & DATE for Receipt of Offers is EXTENDED to: 11/08/2024 @ 1:00 PM EST

This amendment is to do the following:

1. Provide responses to request for information received prior to the deadline.

2. Extend the solicitation due date from 10/31/2024 to 11/08/2024 at 1:00 PM.

3. All other terms and conditions remain the same.

James E. Boles Jr Contracting Officer

Per the RFP referenced in the subject line above, we have the following questions:

1. Is this a new or follow-on contract? If a follow-on, who is the incumbent and what is the contract #?

New Contract

2. How many facility escort officers will be provided while the contractor is onsite? Will we be able to work in multiple locations/buildings simultaneously?

HTM/Biomed or VA employee will be able escort vendor to the Lab and the Pharmacy.

There are two sites: Montgomery, Alabama and Tuskegee, Alabama Vendor would be able to work in multiple locations/building as long it is coordinated in advance with the COR and the using Services and prior to vendor is on-site.

3. Are all units on the same test and certification schedule? If so, when is the certification to be completed by (what month or months)?

All of the hood’s certifications are due in the months of January, and July each year.

NOTE - the RFQ states the following:

The contractor shall perform semi-annual certification inspections on each device to be performed in the months of January and July Invoice after completion of testing and certification in November and May.

4. Will all units be available to be tested and certified in one visit (multiple days) or will the test and certification require multiple visits?

Vendor would be able to work in multiple locations/building as long it is coordinated with the COR and the using Services in advance and prior to vendor is on-site.

5. Is there a complete list of equipment? Please provide a breakdown of all units by location and whether it is 1 or 2 certifications annually (Does the CLIN unit refer to the number of units at a location or the number of annual certifications) ?

A complete list of the hoods is listed in the Statement of Work. Certifications are due semi-annual and due in January and July. The CLIN is listed by LINE ITEMS and need pricing for each Line Item. The hoods are listed by location in the CLIN. (MO=Montgomery and TU=Tuskegee).

6. Is there a pharmacy cleanroom suite?

No Pharmacy cleanroom suite at the present time.

7. If so, please provide schematics and/or reflected ceiling diagram of the cleanroom suites. (Dimensions, HEPA locations, port system, etc.)

N/A

8. Please clarify B.1.8 WARRAN(T)Y. Test and Certification on the hood is good for 6 months or 1 year, but is the USG/VA asking to have the Contractor come back to re-certify under the warranty if the hood malfunctions and needs repaired or some other issue and needs to be recertified? Please clarify.

VA is requesting the contractor to come back to recertify the hood if the hood fails, sampling fails, and/or particle fails but not to repair the hood. If a repair is needed, then a separate purchase order would be issue for the repair and the certification cost would be covered under the contract. If the repair takes a long time, the VA has less than 90 days to have the hood repaired and recertification to take place under the contract and the recertification covered under the contract.

9. Per the Proposal submission page limitation of 5 pages, the CLIN schedule alone is about 13-14 pages in length, plus past performance citations and SOW response - can you please increase the limitation to 25 pages?

Please disregard the page limitation. This is a general statement informing the vendors of our expectation. You may submit how ever many pages you need for an acceptable proposal.

10. We are working on pricing and have a question for you regarding the template. CLIN 0001, 1001, 2001, 3001, and 4001 states "Requesting Base Year with Four (4) Option Years. Refer to the Statement of Work (SOW) for details" As the COR, I don’t have a copy of the solicitation but the Line that states: "Requesting Base Year with Four (4) Option Years. Refer to the Statement of Work (SOW) for details" is a general statement informing the vendors we are looking for a Base contract with four (4) Option Years. All past bids vendor notated as: 1 Year N/A and/or 1 Year $0 for that Line Item. Also the past vendors have provided separate Line Item costs for each hood and each items on the solicitation.

11. What figure are you looking for in these CLINS? The total amount of all services within that year? Then totaling those base number CLINS for the grand total?

We are looking for separate Line Itemized quote for each device/item for each year.

Example: 15 Line Items with the cost for semi-annual certifications. Line Item 1: 2 Jobs @ $150.00 = $300.00 and so on for all Line Items for the Base Year (CLINS) then for Option Year 1 (CLINS1) with the total cost, then for Option Year 2 (CLINS 2) with the total cost, then for Option Year 3 (CLINS 3) with the total cost, then for Option Year 4 (CLINS 4) with the total cost and the Grand Total cost (the sum of the CLINS).

12. For the (20) HEPA filters, what specific ones are needed?

The HEPA filters are for the hoods. 20 HEPA filters is an estimate of how many filters we may need. If we don’t use that many filters in the course of the year then a decrease modification number of filters used.

13. For "Pharmacy Room Performance" what does that entail? This is not covered in detail in the scope of work. We would need to know to price it correctly.

At the present time we don’t have Pharmacy cleanroom suites. Therefore N/A for that Line Item. Once our VA performs remodeling, then we will have Pharmacy cleanroom suites.
