Special Notice
The Department of Veterans Affairs, Network Contracting Office 7 located in Charleston, SC intends to issue a sole source firm fixed priced contract to 911iNET, LLC. of Phenix City, AL. The contract is expected to be awarded under FAR Part 13. A Limited Sources Justification has been prepared.
1."Radio Service – 911inet Radios": The contractor shall provide radio communication service for the radio equipment that was previously purchased from this company to the Ralph H. Johnson VA Medical Center with availability being 24 hours a day, 7 days a week.
2. The Contractor will be responsible for providing timely customer service support should there be a malfunction or lack of being able to communicate on the radios.
3. The contractor shall designate an employee to act as Point of Contact to represent the contractor in handling any service or maintenance concerns. The name of this individual shall be furnished to the Contracting Officer. The contractor shall also designate another employee as "acting" to ensure coverage during any periods of absence by the Point of Contact during contract working hours.
4. The contractor shall notify the VA of any loss of service that may pose a safety risk to patients, employees, and visitors.
5. 911iNET will allow VA Police Service to operate on their system which will help to ensure a safer environment for Veterans, employees and Visitors.
This procurement is being conducted in accordance with FAR 13.106-1(b) (1)(ii), “Soliciting from a Single Source.” The NAICS code utilized for this procurement is 334220– Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing with a Small Business Size Standard of 1,250 Employees.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than August 21, 2024, at 5:00 PM EST. Forward responses by e-mail to Stanley.turner@va.gov.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Also, prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller to the Department of Veterans Affairs for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source to 911iNET | 36C24725Q0039 All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contract Specialist, by email at Stanley.turner@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
