9. Update section 4.4 to “Throughout the term of the contract, the Contractor staff will be readily available and answering telephones to address VA inquiries in a timely manner during normal business hours, 8:00 AM to 4:30 PM (ET), Monday through Friday, excluding weekends and Federal holidays.
Staffing will be adequate so that all time-sensitive calls or e-mails are answered or responded to no later than 1-hour after being placed by the VA. All other correspondence shall be responded to within one business day. The Contractor is responsible for monitoring this and providing evidence of call responsiveness when requested by VA. Contractor management staff will be available via cell phone numbers to address any emergent issues on an immediate basis. Those numbers will be provided to the VA upon award.”
10. Update section 1.4.1 to include all materials.
11. Update section 2.1 to read “Personnel assigned by the Contractor to perform the services covered by this contract shall be competent and licensed opticians in their work state. All licenses held by the personnel working on this contract shall be full and unrestricted and maintained throughout the contract's life. Contract opticians working at VA facilities in states that require opticians to be licensed must have at least one licensed optician working on the premises. Each licensed optician may have up to 2 registered apprentice opticians working under their direct supervision. For VA facilities in states that do not offer optician licenses, all opticians must have at least an ABO certification.”
12. Post all timely questions and answers.

1. Page 11, Section 2.19.1 states – “The site location for performance and staffing levels for this requirement are identified below.” and states the need for a total of 46 FTE. Please clarify the required staffing levels for each location and the total FTE of state-licensed and ABO-certified opticians for all locations as the staffing levels for some locations is not listed.
All covered locations for this contract are listed in this section 2.19.1. if a FTE is needed, it states next to the location how many are required. Per the SOW all opticians must be ABO certified.
2. For 2.19.1.5.2 Myrtle Beach only 1 FTE is being requested. Will VA, please consider adding another FTE to this location to serve the increasing patient population and to allow for the opticians to spend a reasonable amount serving each veteran?
The agency does not believe this is needed right now.
3. For 2.19.1.9.1 Columbus only 1 FTE is requested. VA has previously stated that it wanted 2 opticians at this location. Please confirm if 1 or 2 FTE will be required.
Only one is requested.
4. Page 13, Section 2.19.3 states:
“The facility Eye Clinic Chief or designee will have input and provide concurrence for any opticians before they can begin working at the VAMC. This may include interviewing proposed candidates at the discretion of the Eye Clinic Chief. The Eye Clinic Chief, Contracting Officer, and COR will have the final say in any determinations regarding new opticians. The VAMC must concur with the selection of the contract optician(s), and the optician must successfully complete the contractor and VA background requirements, new employee orientation to VA procedures, and mandatory training requirements. If any of these areas are deficient, the contract optician will be unable to work at the VA location.”
We recognize that the Government reserves the right to refuse acceptance of any Contractor personnel (Section 2.19.5.3), however, we respectfully disagree that the Government has a right to participate in the Contractor’s hiring process, including the interview process. This is a direct interference with the Contractor’s means and methods of performance. We respectfully request Section 2.19.3 be removed.
Removed.
5. Page 14, Section 3.1 – states the normal business hours are “Monday through Friday from 8:00 am until 4:30 pm, with the exception of authorized Federal Holidays.” Please clarify if any locations will require services on Saturday on a regular basis.
As of now, Birmingham, 700 South 19th St, Suite 500, 950 N 22nd St, Birmingham AL 35233 runs their clinic on Saturdays 8:00 AM to Noon local time and Atlanta VAMC, 1670 Clairmont Rd, Decatur, GA 30033, runs clinic every other Saturday 8:00 to 4:30 local time.
6. Page 14, Section 4.1.1 Lenses – states “Contractor shall not use premium lenses or premium photochromatic lenses, described below in Section 4.1.1.5 (Premium Progressive Lenses) and
4.1.1.6 (Photochromatic Lenses), where the non-premium product meets clinical needs as specified by the Clinical Provider.” How will the Agency monitor this requirement?
Through the monthly and quarterly reports.
7. Page 17, Section 4.1.2.4 Privately Owned Frames – states “Charges for lenses only shall be in accordance with the Schedule of Supplies/Services.” Will the Agency evaluate the prices for “lenses only” in comparison to the prices offered for the complete glasses to determine if the prices are unbalanced?
The agency will evaluate proposals under the price factor in accordance with the evaluation scheme described in FAR 52.212-2.
8. Page 25, Section 4.2.6 refers to an adequate stock of spare parts to perform minor repairs “as described in SOW paragraph 4.1.14”, however, no spare parts are referenced in Section 4.1.14.
Should this state as referenced in 4.1.13? Please clarify.
This is a clerical error and should read 4.1.13. This has been revised in the SOW.
9. Pages 42 – 56 - Section B.3 Price/Cost Schedule - CLINs 1-68 and the follow-on years of CLINs.
The CLINs do not include the requirements stated on Page 6 - Section 1.4.1 “UV coating on all lenses and scratch resistance coating on all CR-39 and polycarbonate lenses, balanced lenses, as well as frames and case (case must fit the glasses ordered).” Please clarify if these requirements are included in the CLINs.
These requirements are included in the CLINs 1-68 and follow-on years of CLINs. See question 29 for additional information.
Additionally, a number of the CLINs (XX08, X025, 0029, X030, X032, 0036, X060, X066) have a quantity of 0 – so when the Contractor provides a price multiplied by the 0 quantity - the total equals zero. Therefore, the maximum number offered is zero - no items under this CLIN can then be offered by the Contractor. Furthermore, Section C.5, page 117 states “The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the ‘maximum.” Please clarify the correct quantities for the CLINs that include a quantity of 0 or remove those items from the Schedule.
The current usage for those specific CLINs is 0. However, the agency included the CLINs so that these items were priced should these items be required in the future. These are estimated quantities off of usage reports for contracted items on the previous contracts. If an offeror provides a zero price for a CLIN with an estimated quantity of zero, they will be expected to honor that pricing if the item is ordered.
Also, a significant number of the CLINs have fractional quantities. Page 150 paragraph states “partial pricing is not acceptable.” Please clarify how the Agency expects the Contractor to provide fractional quantities.
Fixed
10. Page 56, CLIN 69 - Opticians (and all subsequent years) – the CLIN lists 45 FTE. This FTE level conflicts with the statement in Section 2.19.1 that there are 46 FTE. Additionally, there may be more than 46 FTE as the staffing requirements for all locations stated in 2.19.11 are not provided. Please clarify in the Price/Cost Schedule the required FTEs for the optician services.
Discrepancy has been fixed. Facilities that require contractor staffing state the staffing requirement after the listed location.
11. Page 158, Factor 1 – Experience – will the Agency also evaluate the Offeror’s CPARs for recent, relevant contracts?
The Agency will evaluate proposals under the experience factor in accordance with the evaluation scheme described in FAR 52.212-2. CPARS will be considered during the prospective contractor's responsibility assessment.
Page 158, Evaluation Factor – Price – this section states, “For evaluation purposes, the proposed unit prices will be multiplied by the estimated quantity for each CLIN to determine an estimated total for each pricing period, and then the estimated total for all pricing period will be computed and used when determined the best value. Price will be evaluated for reasonableness.”
The VA should consider including a price realism provision in the solicitation. The purpose of evaluating for price realism is to assess whether prices are too low, such that there may be a risk of poor performance. A secondary consideration is to ensure that the evaluated price reflects the actual cost of performance. For example, if the price of a particular pair of glasses is below the cost of providing those glasses, the contractor will be motivated not to sell those glasses but instead to convince the veteran to either add high priced add-ons or to purchase a different set of glasses altogether. In such a scenario, the VA and the veterans would not achieve the benefit of the bargain.
Inclusion of a price realism provision will allow the VA to compare offerors’ prices against one another and the market prices for optical products. This will provide the VA with a reasonable basis for determining price and performance risk, as well as whether offerors were competing against the same set of requirements.
Moreover, if an offeror possesses incumbent knowledge of performance, as one offeror here does, the offeror could leverage that knowledge to effectively game the system and submit a proposal with an unrealistically low evaluated price, but with CLIN pricing that would allow the offeror to recover its money during performance. In other words, the offeror could underprice the Solicitation’s high estimated quantity CLINs (knowing that the Agency would not buy the Solicitation’s stated quantities during performance) and overprice the Solicitation’s low estimated quantity CLINs (knowing that the Agency’s actual needs far exceed the Solicitation’s stated quantities). Price realism could also allow the VA to determine whether an offeror has underpriced a majority of CLINs with the intention of upcharging veterans during performance.
Such an approach would result in a low total evaluated price that does not actually reflect the actual prices paid by the VA and veterans.
We request the VA consider including a price realism provision similar to the following:
Price proposals will be evaluated for: (1) price reasonableness (including completeness), (2) unbalanced pricing, (3) price realism (namely whether a price is too low), and (4) Total Evaluated Price (TEP). All information provided in response to the RFP will be reviewed and will contribute to the determination of complete, reasonable, balanced, and realistic pricing. Offerors whose price is determined to be incomplete, unreasonable, unbalanced, or unrealistic will not be considered for award.
Proposed pricing will be evaluated for price realism. This pertains to Contract Line Item Number (CLIN) pricing as well as TEP. To be realistic, the proposed price must demonstrate an adequate understanding of the requirement and must ensure the price is not so low as to pose a risk to performance. All documentation submitted to support price realism will be considered in making a determination of price realism. To evaluate price realism, the Government may use one or more of the price analysis techniques described in FAR 15.404-1. The Government may also use other evaluation techniques, as needed.
The Agency will evaluate proposals under the price factor in accordance with the evaluation scheme described in FAR 52.212-2.
12. Page 158, Evaluation Factor – Price – under FAR 15.404-1(g), “[a]ll offers with separately priced line items or subline items shall be analyzed to determine if the prices are unbalanced.” Please revise the Solicitation to confirm that the VA will evaluate offers for unbalanced pricing.
scheme described in FAR 52.212-2 and in accordance with the FAR.
13. Page 158, Evaluation Factor – Price – as discussed above, a significant number of CLINs include a quantity of 0. Please revise the quantities or confirm how the VA will evaluate proposed prices for these CLINs.
scheme described in FAR 52.212-2 and in accordance with the FAR.
14. Please delete CLIN 15 and the corresponding CLIN in the option years in the price schedule as it appears redundant. It shows a FT28 in poly which is also listed in CLIN 17 and includes language consistent with a progressive and is included in CLIN 21.
This should be glass and progressives on 15.
The CLIN has been fixed and now reads “Eyewear Frames and Lens - Complete Eyeglass, Progressive, Glass, Clear - Complete Eyeglasses (frames and lenses). Brand Name or equal to Image, Solamax, Navigator or Navigator Short. Clear glass progressive eyewear frames and lenses. Glass lens material, progressive clear lens type. (See SOW para. 4.1.1.4)”
As Prism up to 6 diopters must be included at no charge, please confirm the price schedule line items for prism (example 0051) are for orders with prism over 6 diopters.
Line item updated to read “Eyewear Frames and Lens - Lens Add-on, Prism > 6 diopters, All Materials”
15. Please confirm that lenses with salient characteristics equal to the brand name progressives listed in paragraph 4.1.1.4. and 4.1.1.5. are acceptable.
They are acceptable, however, section 4.1.1.5 is meant to be for a premium brand or specialty design. For instance, you should not be providing the same exact lenses under the requirement of
4.1.1.4 and 4.1.1.5.
16. Regarding titanium frame requirements, please confirm if “flex titanium” frames are acceptable.
If so, please also confirm whether flex temples for flex titanium styles will serve as an adequate replacement for spring hinges, as both are flexible to fit the patient’s face, and the majority of titanium frames do not include spring hinges. Similar clarifications were made in the VISN2 Upstate solicitation, with flex titanium frames and flex hinges both being acceptable for all titanium frame requirements.
This is acceptable. Section 4.1.2.1.6. now reads “Titanium frames should be available upon request for allergy purposes only, when no other frame can meet the needs of the veteran. This can be provided in flex or spring hinges”. Section 4.1.9. titanium section has also been updated to allow flex or spring hinges.
17. The Safety Frames section indicates all frames in that category must have removable side shields.
However, the last group in the safety frames category, "Wrap/Goggle Sport Spec Style," are not available with removable side shields. Please clarify. Alternatively, confirm that the frames offered under "Wrap/Goggle Sport Spec Style" are not required to have removable side shields. A similar clarification was made in the VISN2 Upstate solicitation, with the language revised for these frames to “Wrap/Goggle Sport Spec Style with Built-in Side Shield – Size 56m-60m (Removable side shields not required).”
4.1.2.3.2 how been updated to read “The frames must have either detachable side shields or wrap/goggle style for safety marked Z87 indicating impact rating.”
18. Please confirm that VA prescription changes will be ordered with a new purchase order.
Confirmed.
19. Please confirm that any remakes due to VA error will be paid for at VA expense.
Confirmed.
20. The price schedule quantities contain decimals in most CLINS. Historically, VA has used round numbers in eyeglasses price schedules. Please confirm if decimals are intended to be used.
This is a clerical issue and has been resolved.
21. Section 2.19.5 mentions 24 hours for notifying the CO and COR. Will the VA consider changing this requirement to 1 business day in order to avoid notification issues when the VA is closed for weekends and holidays?
This has been changed to one business day.
22. Section 7.0 the Performance Requirement Summary mentions 100% for billing accuracy. Will the government consider a reduction to 95% to be consistent with other VISN contracts and customary commercial practice?
This has been changed to 95%.
23. Can contractors use an online customer satisfaction survey, in addition to the survey methods described in the solicitation? Using multiple methods to gather customer feedback has shown to be effective on VISN eyeglasses contracts.
The following language has been added to section 6.1.2.3. “The contractor can use other survey methods in additional to the required mailed surveys. If an additional method is used, the contractor shall provide these results to the VA monthly”. In addition, language in this section has been fixed and now reads “ Upon receipt from the Veteran, the Contractor will provide a copy of the survey responses to the VA.”
24. “Transitions Vantage” is no longer readily available in the commercial market. It is being phased out. If VA requires a similar product to be available, we suggest “Transitions XTRActive Polarized.” Is this acceptable? (see work statement paragraph 4.1.1.6) Yes
25. Section 4.4 mentions “Staffing will be adequate so that all calls or e-mails are answered or responded to not later than 1-hour after being placed by VA.” It may be unreasonable to require the contractor to respond to all emails within 1 hour. Would the VA consider changing this requirement to responding to time-sensitive phone calls within 1 hour?
This section has been changed to say “Throughout the term of the contract, the Contractor staff will be readily available and answering telephones to address VA inquiries in a timely manner during normal business hours, 8:00 AM to 4:30 PM (ET), Monday through Friday, excluding weekends and Federal holidays.
26. Can you please confirm how many total opticians are required? The work statement states 46 (including para 2.19, 4.2.2) and the price schedule (CLIN 0069) shows 45.
46, see above question that was answered. The schedule will be fixed to show 46 FTE rather than 45.
27. Paragraph 4.1.9 requests 41 frame kits. If VA requests additional kits, will those be ordered with a separate purchase order? (Alternatively, as is the case on some other VISN eyeglasses contracts, VA could add a separate line item in the price schedule for any additional kits.)
If VA requires more than 41 kits in the future, then VA will issue a separate purchase order for the add kits.
28. Please confirm that changes to the contractual expectations, including but not limited to changes to the optical shop locations and hours, will be processed through a bilateral modification.
Yes.
29. Do the scratch coating requirements of work statement paragraph 1.4.1 apply to High-Index and Trivex lenses as well?
Section 1.4.1 is changed to read “all lens materials”. Prices are to include UV coating (unless default on the lens provided) on all lens materials and scratch-resistant coating on all lens types except glass. Pricing will also include a case (the case must fit the glasses ordered).
30. Please confirm if CLIN 0015 (and option years) is intended to be glass progressive. If so, please remove the language that does not apply.
See answer above.
31. Please confirm if VA intended to include glass 7 x 35 and glass 8 x 35 in the price schedule. We did not see those items included in the schedule.
The agency does not intend to include these. CLIN 0014 has been updated to “Eyewear Frames and Lens - Complete Eyeglass, Flat Top 7 x 28, Trifocal, Glass, Clear - Complete Eyeglasses (frames and lenses).”
32. Can you confirm that all opticians currently staffed by the Contractor meet all the personnel qualifications stated in §2.1 & 2.3?
Licensing requirements have been revised in the new long-term solicitation to ensure that the opticians provided meet all personnel qualification requirements. Reference question 37 for additional information.
33. §4.1.1 states that all lenses shall be scratch resistant at no charge to the government whereas
§1.4.1 states scratch resistant coating is only required on CR39 and polycarbonate lenses. Please clarify.
See above answer.
34. Will the VA allow the contractor to propose frames with hinges other than spring hinges such as standard or barrel hinges?
All items should be in accordance with the SOW. The agency is requesting spring hinges.
35. Will flex titanium or ‘memory metal’ suffice as a material for titanium frames?
36. How many of the Contractor-staffed locations currently have optical shops?
See above answer and section and 2.19. All contractor staffed locations have an optical shop.
37. Will the VA change the credentialing requirement so that any ABO certified optician with a license from at least one state within VISN 7 can perform anywhere within VISN 7? This is especially relevant considering the number of towns located on the borders of states.
Section 2.1 now reads “Personnel assigned by the Contractor to perform the services covered by this contract shall be competent and licensed opticians in their work state.
38. Will the VA remove the requirement in §2.1 that Contractor opticians shall hold certification from the American Board of Opticians in the event that the optician is an apprentice working under a state licensed optician with ABO certification?
39. Please provide addition detail to the ‘ordering platform mentioned in §4.4.1.1 as there is no mention of an ordering platform anywhere prior in the RFP. Is this relating to the Contractor’s ordering system?
Yes.
40. A number of contracts have been extended on the basis that any Contractor other than the incumbent would not have enough time to prepare to perform the contract by the time the existing contract expired. Will the VA allow the Contractor at least 90 days to prepare for performance given the significance, magnitude, and scale of the contract? If not, will the VA please enumerate a minimum number of days the Contractor will have to prepare between award notice and performance start?
VA will allow the successor contractor, if there is a successor contractor, 30 calendar days after contract award for the successor contractor to ramp up.
41. Will the VA please allow the Contractor to respond to emails sent before 12:00PM EST by the close of business (4:30PM EST) and emails sent after 12:00PM EST to be answered by 11:59AM EST the following day? Some emails can take a while to respond to and 1-hour may not suffice regardless of the number of staff.
42. Will the VA please publish a spreadsheet with the actual line item usage between January 1, 2022
– September 30, 2023 referenced in §1.4? If not, will the VA please explain the reason why?
The VA will not publish the line-item usage reports produced under the current and previous contracts. The estimated quantities in the price schedule reflect the actual usage from January 1, 2022-September 30, 2023.
43. Onto which lens material price will the add-on price for high-index lenses (LINs xx48-50) and Trivex (LIN 56) be added for a given order?
Add on prices for high index lenses should be based on the price for CR-39 lenses of the same single vision or multifocal style.
44. Can you please break out quantity estimates of all high index, Trivex, and photochromic add-ons by lens type?
This is not required information per the usage data on the previous contracts. All reports provided are by line-item usage only and is not information readily available to the agency.
45. LIN xx52 is for diopters > +/-9 however there is no line item for diopters > +/-6 and < +/-9. Will the VA please change the line item to > +/- 6 diopters or add an additional LIN?
No, +/-9.00 diopters is an appropriate cut off for requiring an add on cost. I don’t see any conflicting info where we said +/- 6.00.
46. LIN xx51 only specifies prism for CR-39 and polycarbonate. Please confirm that that the Contractor will not be expected to furnish lenses of materials other than these two with prisms or kindly change the LIN language.
Line item updated to read “Eyewear Frames and Lens - Lens Add-on, Prism > 6 Diopters, All Materials”
