36C24724R0002 Questions and Answers

1. My questions mainly revolve around placing orders as described in item #5 of the PWS (section

B.4). It looks like from point “A” that orders can be placed by fax, but then there is also a clear expectation about using VetRide in point “B.” Can you specify how orders would be placed – fax, VetRide, or a combination of both?

a. We do not currently, or plan to, use fax as a transmittal method. Our facility is currently transitioning to Vetride with the intent of transitioning fully. Should this not occur before the contract, email would be the preferred method of transmittal until that transition takes place.

2. Continuing with that, is VetRide used for both contracted and non-contracted transports? Or only contracted transports?

a. We currently use Vetride only for our internal dispatch, but the system will be expanded to include all modes of transport.

3. There are no fees or costs for using Vetride.

4. If drivers are expected to use Vendor Pass from VetRide, what will that application cost for each person?

a. No

5. Also, do you know if drivers can use android devices to access the VetRide platform, or is it only compatible with IOS?

a. Vetride is web based. (So available on all devices with internet).

b. Vendor Pass is both IOS and Android compatible.

6. Dry Runs, there isn’t a CLIN for dry runs because -

a. Dry Run: A dry run is a request for service by authorized Medial Center personnel, whereby the Contractor arrives at the designated pick-up point and no patient is transported due to a change in the Medical Center's needs and verified by VA staff. The

Contractor will be entitled to the applicable base rate only when dry runs are encountered due to no fault or negligence of the Contractor.

7. According to regulations a BAA isn’t required between two health care entities. Do we still need to include a signed copy of a BAA in Factor C?

a. Correct. Because the Privacy Officer and Information Security Officer has required it, it must be signed and returned in Attachment C with the SDVOSB 852.219-75 Certificate of Compliance.

8. Will the contract include urgent requests from the listed CBOC’s?

a. Urgent requests from CBOCs will only be for admissions or transfers to a facility that is outside of the scope of a 911 call (ie, for admission to a further hospital or facility).

9. Will patients that are located near CBOC’s that are considered Scheduled or Short Scheduled

Trips (dialysis) be covered under this contract?

a. Yes, they will be billed at the same base rate as any other transport.

10. Often in EMS, we experience arduous transports in the form of obese patients and lift assist/stairchair patients requiring extra personnel or a third crewman. Can a CLIN item be added to cover the extra cost?

a. No. These cases would be considered “rare” rather than “often”. The vendor can account for this cost in the rate they bid if they so desire.

11. How will VetRide be utilized in the administration of this contract?

a. The facility is transitioning to Vetride for all transportation requests, but we are far from that point yet. Email transmission of requests is the currently utilized method and can be continued as Vetride utilization increases at the facility. I am open to negotiating the definition of “reasonable transition period” as it relates to our facility’s adaptation to this method.

12. There is no definition of a Dry Run that is included in the CLIN’s items. And how they are determined.

a. Given the update of the definition of Dry Run in the prior email, there should be no need for a separate CLIN item. Simply designating them as such in the notes section of the invoice for that line should be sufficient, as a standard load fee will be paid in this case.

13. Does the RFP require an equal amount of experience in both non-emergent and emergent transportation services, or is having experience sufficient?

a. Having experience is sufficient.

14. Emergency Medical Transportation in public safety could count as past performance if you can give references, patient load counts over, say a year, etc. This all depends on what you submit and what we can verify.

15. Historical Data:

a. Average loaded miles is 15.2 per run.

The answers in the Q&A will be incorporated into the final contract, to clarify, as necessary and if applicable.
