NOTICE OF INTENT TO SOLE SOURCE

NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals.

The Department of Veterans Affairs, Network Contracting Office (NCO) 07, located at 325 Folly Road, Charleston South Carolina is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to execute a Sole Source Delivery Order under FAR Part 13, specifically FAR Part 13.501(a) (i) Only One Available Source. This notice satisfies the posting requirements at FAR Part 5.101.

The intended Contractor is Studylog Systems, Inc. 200 San Marlo Way Ste 3 Pacifica, CA 94044-3274 Place of Performance for this requirement is for the Birmingham ALVA Health Care System 700 South 19th Street Birmingham AL 35233-1927.

The Birmingham VA Medical Center Health Care System is requesting Studylog Systems, Inc Animal Study Workflow Software which automates the planning, oversight, and conduct of the entire animal study, including the study design, task scheduling, staffing, data acquisition, statistical analysis, graphing, and reporting of the most complex animal studies. Studylog’s powerful and flexible automation enables researchers across multiple therapeutic areas to conduct studies efficiently and consistently in a standardized and reproducible manner, while ensuring the secure preservation of complex experimental designs, actual study conduct information, and study results in a state of the art database, facilitating their accessibility and utility in perpetuity. Research teams, staff members and collaborating investigators have instant, but controlled access to results with the highest possible integrity.

The North American Industry Classification System (NAICS) for this requirement is 541519. The Federal Supply Class (FSC/PSC) is AN15. The Small Business Administration (SBA) size standard for this sector is $34 Million.

This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made based on unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
