Do you have site visit on schedule:

The solicitation requires daily pick up from Albany VA Clinic to Carl Vinson; however, on the pricing sheet the trip quantity is listed 12ea. Does this mean 12 trips per year? Please advise!

No 12 means 12 months Once the driver delivers the items to Carl Vinson, will s/he require to bring specimen back to the original location? Is this 1 way or round trip?

Will the contractor need to make arrangements for the drivers to gain access to the Marine Corps Logistics Base?

Yes and your COR will work with the nurse manager located at that facility for the drivers to gain access.

The contractor shall provide a daily pick-up of supplies from the Carl Vinson VA Medical Center in Dublin, Georgia (Monday through Friday, excluding Holidays) The pick-ups will need to be coordinated so that the courier is leaving Dublin no later than 12 Noon each day to make the delivery to Albany VA Clinic by 3:00 p.m. Laboratory specimens, to include blood, urine etc that need to be delivered back to the main facility in Dublin from the Albany VA Clinic no later than 3 p.m. each day. The laboratory specimens will be delivered to the main laboratory at the Dublin VAMC on the same day that they are picked-up from the Albany VA Clinic. The used instruments for SPD and items for the Pharmacy can be delivered to their respective departments the following business day when the new items for delivery to the Albany VA Clinic are picked-up.

Do we provide the cooler and ice or does the VAMC have coolers to pick up and drop off.

The Contractor will furnish all personnel, equipment, vehicles, and supplies necessary to provide courier services for the Albany CBOC for the term of the contract as per section four (4) Statement of Required Goods/Deliverables in this document.

The contractor shall provide all supplies needed to meet this task including coolers and/or refrigeration needed to transport medications and laboratory specimens that require refrigeration during transport. These containers need to be lockable with detachable locks, such as combination locks, as to maintain the confidentiality of Patients’ Identifiable Information (PII). The contractor will also be responsible for developing and maintaining appropriate logs to document supplies that are received and delivered to each destination The Government will provide the appropriate OSHA approved laboratory containers and refrigerant packs required for the transport of lab specimens. The vendor will be responsible to load the materials in their vehicle Detention pay? Delay for more than an hour?

This contract will be a firm fixed price contract with a base year and four (4) option years. Payment will be monthly.

How many loads/trips a day will be made?

The Albany VA Clinic approximately 114 miles away from the main facility in Dublin, a courier service contract will be necessary to transport supplies to and from the Dublin main facility and clinic. The courier service will need to be daily, Monday through Friday, excluding all Federal Holidays Layover pay This contract will be a firm fixed price contract with a base year and four (4) option years. Payment will be monthly.

In the description part of the Combined Synopsis/Solicitation Notice page it stipulates the company performing the service has to have 1500 employees. Would it be possible to partner up with another contractor who has the employee requirements?

Please NOTE: this requirement is opened to all SDVOSB vendors, with that being said the contract will be awarded to the company that is SDVOSB and they must perform 51% of the contract. Subcontracting Limitation form must be submitted when using a subcontractor Can you be a little more specific with the sizes of the packages to be transported from the Dublin Facility: Lab, Pharmacy, Prosthetics, and SPD then transported to the Albany VA?

The sizing will vary. You may receive one -three boxes. No package is over 30lbs If I can bring your attention to item #7 Government-Furnished Property, can you offer clarity on the difference between OSHA approved Lab containers and refrigerant packs required for the transport of lab specimen?

With respect to certifications of Biohazard/Diagnostic specimen handling etc., wouldn't that raise the pay expectation of the incumbent driver rather than the local pay expectancy of the local Dublin/Albany area pay rate?

This is considered to be a firm fixed price contract unless there’s a wage determination increase your proposal remains the same with the government.

With respect to logs, invoices and payment for services rendered, logs will be sent daily, weekly, monthly. How often will the requests for payment be rendered?

The logs are done daily and will need to signed off on.

Lastly, can you clarify whether there will be a daily two trip (Dublin to Albany, Albany to Dublin) or more frequent daily route for the delivery?

One daily trip. The pick-ups will need to be coordinated so that the courier is leaving Dublin no later than 12 Noon each day to make the delivery to Albany VA Clinic by 3:00 p.m.
