Questions and Answers for Regulated Medical Waste New Base Plus Four 36C24724Q0699
1. Can you provide a detailed breakdown of how different types of waste (e.g., chemo, red bag waste) are handled and disposed of? Our staff collect and bring the red bag waste, sharps, and chemo waste to a central location where our staff box up the waste in the boxes provided by the vender. When the vender arrives to collect the boxes, they are assisted by staff who give them access to the secure storage location.
2. Can you provide specifications for the containers used for regulated medical waste, including their size, material, and features to ensure they are leak-proof, stackable, sealable, and transportable? Boxes and red bags are supplied by the vender appropriately labeled for the hazards. Boxes are typically 30 - 35 gallon capacity, stackable, self-closing design for bio waste with appropriate markings for transportation. The vender also provides appropriately labeled bags for chemo wastes. Chemo wastes are put into the same boxes as bio wastes boxes; labeled with chemo waste hazards identifying stickers provided by the vender.
3. In the Sow it states,” Regulated Medical Waste (RMW) disposal includes but is not limited to items contaminated with blood and body fluids/waste, chemotherapy wastes, sharps, pathological and microbiological waste or other potentially infectious materials and the collection, packaging, transport.” Does the VA require outside labor to package and collect waste from points of generation around the hospital and clinics? No, this is all done inhouse at the main facility and community-based outreach clinics.
4. In the SOW it states,” Contractor shall not subcontract any work outlined in this Statement of Work to a third party.” SDVOSB's typically do not own their own any incineration sites. This waste calls for incineration if not sterilized prior to disposal. Is the disposal allowed to be subcontracted? This requirement is for the pick up of the prepared bio waste and chemo waste and transportation of said materials to the disposal sites that either autoclave or incinerate the waste streams. It is not expected that the vender also be the facility who sterilizes and or incinerates the wastes.
5. In the SOW it states, “The contractor will provide a monthly "weight report" of total sharps weight processed, as well as a total weight report of plastics diverted from the landfill, no later than the 8th of each month.” Does the hospital utilize a reusable sharps system? If not, these reports are not able to be given as all waste is disposed including container. The VA does not utilize reusable sharps systems. Overall weight of prepared shipping boxes by pick up location would suffice if possible.
6. In the SOW it states, “The Government will investigate complaints from the Ralph H. Johnson VAMC and affiliated sites. All information received will be provided either verbally and/or in writing to the contractor for.” Is this a copy and paste from another SOW? The complaints should be directed to the Carl Vinson VA Medical Center.
7. How are you being charged by the LBS or by the container? We are charged a flat rate.
8. What size are the containers being provided? Boxes are rated for 40 lbs., UN3291, Regulated Medical Waste, n.o.s., 6.2, PG II and are marked with the proper bio waste warnings and labels. This is also used for trace chemo wastes and are designated with chemo hazard stickers and yellow trace chemo bags are used for the waste, provided by the vender.
9. Do you have your own storage or it needs to be provided? We have our own storage areas at all locations.
10. For these locations can you provide the container size for each one at the Clinic? All locations utilize the same shipping box as listed above, lined with red bio waste bags provided by the vender.
11. How many LBS are being picked up at the Carl Vinson VA Medical Center and at the Clinics per month or per year? We do not tracked weights, clinics produce between 50 – 300 lbs. per month, the main facility can produce 2500 lbs. to 4000 lbs. per month (estimated).
12. Do you have any Chemo or path or Pharmaceuticals or hazardous waste? Yes, for the trace chemo and pathology. Pharmaceuticals and hazardous waste are not part of this contract.
13.Is this a copy and paste from another SOW? SOW is based on the needed services for the Carl Vinson VA Medical Center
14. Is this a new requirement? This will be a follow-on requirement to a base plus four that is expiring.
15. Who is the incumbent? ESTRATEGY CONSULTING LLC
16. What is the old contract number? 36C24719C0153
17. How would you like your proposal submitted? Offers are due not later Friday, June 14, 2024, at 10:00 AM EST. Offers must be submitted electronically via email to LaTerrica.Sewell@va.gov
18. How do we submit the VAAR 852.219-75 electronically? Submit electronically
