Courier Services – Birmingham VAMC
1. Is this solicitation supporting a new requirement, or is there a current/existing contract?
If the latter, what is the contract's Award ID?
Current contract information: 36C24718P1354, FG Management Group LLC, Total Value:
$870,593.50.
2. What is the VA's budget for this contract? Not able to be disclosed at this time.
3. What is the maximum size and weight of the largest parcel that will need to be transported under this contract? Up to thirty pounds
4. Would a compact car be enough for the pickup loads? Yes, but vendors discretion.
5. On page 7, the B.4 Price/Cost Schedule table, is the quantity shown how many trips the courier will take in that contract year to that designated location? Yes, all locations combined
6. Will the specimens fit in one cooler or should the courier plan to have multiple coolers for a route, one for each location? Specimens will fit in the cooler, but vendor should have two coolers for each location to swap out daily.
7. What are the dimensions of the cooler and briefcase featured in Attachments 1 and 2 (pages 8 & 9)? Roughly 20 x 18. x 21 Inches
8. Will more than one cooler and one briefcase be needed for each location?
Yes, minimum of two each location
9. What was the cost of the final full option year of the previous contract? Not able to be disclosed.
10. Could we get clarification on what time the courier will be picking up from each location?
No earlier than 1530hrs pick up and no later than 1600hrs for pick-up. All coolers will be delivered to Birmingham VA NLT 2100hrs daily
11. How many drivers/vehicles are currently used to service the current contract?
Unknown, that is up to the current vendor
12. What is the vehicle size currently servicing this location?
Unknown, that is up to the current vendor
13. What is the weekly, monthly, or annual estimated trip volume for as-needed trips in total, and/or as-needed trips per contract location, if any? There are no “as-needed” trips. This is a daily operation, Mon-Friday, excluding federal holidays
14. Do you accept CPARs evaluations as additional Past Performance information? Yes, CPARs are acceptable. Please no more than 3 years.
15. Regarding specific employees’ information: It is common practice for small businesses that the drivers, cars, and other equipment used for a contract are not sourced until after an award has been made, for cost-effectiveness and to reduce loss. However, we will be forwarding our standard Training Certificates-Procedures for your reference, is this information acceptable? Yes, these documents will be acceptable.
16. Do the routes need to start at the Birmingham VA? Routes start at clinic locations.

17. Will we be picking up supplies or mail at the Birmingham VA for delivery to the clinics?
Yes
18. SOW states: Courier Service to transport laboratory specimens, outgoing mail, and other documents, equipment and/or supplies. What Other equipment and/or supplies are being transported? Very infrequent but small packages.
19. The SOW states the contractor will supply coolers and briefcases. Will the VA pack coolers and supply ice packs? Yes
20. Will the VA also provide dry ice?
VA provides icepacks
21. If they are not proving the refrigerants or Dry Ice, can you give an amount that will be required per pickup?
N/A – VA Provides icepacks
22. Does the VA anticipate any location changes in the foreseeable future? Yes, next year the Shoals CBOC will move location, approximately one block from current location.
23. Are personal passenger cars/mini-SUVs acceptable vehicles? Up to the vendor
24. Once the contract is awarded how many weeks will the contractor be given to ramp up?
Period of performance starts 1 September 2023
25. Will there ever be a need for roundtrips?

Regarding Attachment 1 and 2 to the Statement of Work:
1. Is the type of cooler and briefcase pictured recommended or required by the contract?
No, pictures are only for reference
a. If required, please supply the model, and make of both. N/A
b. If not, what is the optimal capacity needed for both the cooler and briefcases?
Optimal cooler size is 60 Qt and 19" x 14" x 9"
2. Are there any outside labeling requirements for the coolers and briefcases? Cooler will have a bio-sticker applied by laboratory services
3. Will more than 1 cooler and 1 briefcase be required for any of the CBOCs? If so, what CBOCs will require multiple coolers and/or briefcases? Every location requires two (2) of each
4. When the driver arrives at the CBOC, will the cooler(s) and briefcase(s) be packed and ready to go? Yes, and the empty cooler dropped off.
5. When the coolers and briefcases are delivered to BVAMC, will they be opened, unpacked immediately, and returned to the courier? No, this is a one-for-one swap of coolers and brief cases
6. What is the type of lock that will be used to secure the cooler contents? VA will supply locks, but coolers must be lockable
7. I see that the courier company needs to provide coolers, and briefcases how many will be needed per CBOC? 2 per location, three for the Huntsville clinic
